HomeMy WebLinkAboutLP-05/20/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, May 20, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25(Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Thank you, John! Lilly and the Committee wished John well and thanked him for more than 15 years of service to the Town while volunteering with the Land Preservation Committee. • Acceptance of LPC meeting minutes from May 6, 2025 MOTION made by Sam McCullough, seconded by Anne Murray, to accept the May 6, 2025 LPC meeting minutes. Motion carried: 5/0 • Next LPC Meeting Date: June 3, 2025 Lilly also mentioned the public review draft of the zoning update is available for review, and there are a variety of information sessions on the proposed zoning code throughout May and June. Doris inquired about how the proposed definition of farm labor housing impacted easement areas. Lilly explained that the proposed zoning code is meant to regulate all agricultural land, but any agriculture-related definitions or uses in the proposed zoning code are available on preserved farmland only when the easement allows those uses. Lilly will put together some information on the proposed regulations for the Committee's review. General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property • NFVS Holdings LLC SCTM# 1000-102.4-6.1 Request to Construct an Agricultural Storage Barn [NOT SCHEDULED ON AGENDAI Nancy Sawastynowicz and Alex Compagno submitted letters to the Committee regarding the landowner's request to construct an agricultural storage barn, reviewed by the Committee on April 8, 2025. They requested information about addressing the Committee during the meeting, and Sam explained they would have to call the Land Preservation Department to request time to get on the Committee's agenda, but noted that the Committee already submitted comments and had no ongoing business related to the request. Stewardship and Management • None Land Preservation Applications & Potential Applications: • EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Sam McCullough, seconded by Anne Murray, to enter into EXECUTIVE SESSION. Motion carried: 5/0 The LPC members entered into EXECUTIVE SESSION at 7:22 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant— Inquiries, new applications, appraisals and current applications MOTION made by Sam McCullough, seconded by Anne Murray, to exit Executive Session. Motion carried: 4/0 EXECUTIVE SESSION ENDED at 8:28 p.m. The LPC members re-entered into EXECUTIVE SESSION at 8:29 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant— Inquiries, new applications, appraisals and current applications MOTION made by Sam McCullough, seconded by Doris McGreevy, to exit Executive Session. Motion carried: 4/0 EXECUTIVE SESSION ENDED at 8:36 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION • MOTION to recommend that the Town Board extend a proposed purchase offer to the landowner, as discussed while in Executive Session, for a mixed development rights easement and fee title acquisition on certain parcels of land known as project 2024-2 at the price recommended by the Land Preservation Committee after discussion of the appraisal. The proposed offer is a recommendation to the Town Board and subject to the Town Board's direction to proceed. The offer letter to the landowner will be valid for 30 days.
