2~70 SOUTHOLD TOWN BOARD JULY 22, 1981 EXECUTIVE SESSION - I0:10 A.M. The Board discussed personnel matters, Chi'el. Cataldo"'s retir'ement, and the Goldsmith Inlet Jetty. WORK SESSION - 11:05 A.M. Mr. Frank W. Wagenbrenner appeared before the Board to discuss his possible purchase of the' right-of-way beside his property on Horton Lane, Southold, at McCabe's Beach. He said the property is needed to~-~ill a new well to improve the water s~pply. The Board advised Mr. Wagenbrenner they will have the Assessor's Office research the ownership of the right-of-way and be in touch with him at a later dave. Highway Superintendent Dean advised the Board he declared the Town owned park, playground and bathing area located adjacent to La'urel Lake at Mattituck clo's~ed t'o the p'ubl'ic for swimming and' ba2h'i~g purposes. The Board concurred with Mr. Dean; the Town does not provide a lifeguard, safety ropes or bathroom faciIities-a.t that beach. However, consideratiofl will be given to opening the 'Ueach. for the 1982 summer season. 11:50 A.M. James McMahon, D~rector.of the Delinquency Dive-rsion and Prevention Program met.with the Board to bring th. em. rip to.d~te on the summer actiVi'ties program at the PeConic SeniOr/YOUth' C'e'n~er. The're are currently 150 children enrolled in the program; between -- 40 and 60 on a daily basis. Their staff consists of Gina Bucci and Alan Czelatka, both criminal justice students, and two CETA employees, Pat Sanchez and.Carl Langhorne.---Mr. McMahon said they presently have one individual who is in his third day of an 18 day sentence working for the'Highway Department under the Community Sentencing P'ro'gram. 11:55 A.M. Board reviewed off-agenda items. 12:20 P.M. Lunch recess. 1:45 P.M. agenda. Work Session reconvened. Board began reviewing Councilman Murdock advised the Board the Southold Town Blood Program has been having financial difficulties. A contribution by the Town toward postage and stationery (they mail approximately 150 letters per month) Would be greatly appreciated. Mr. Murdock pointed ou~ that every resident of the Town of Southold is eligible for blood service from the program. He suggested an allocation of $250.00 per year. Mr. Murdock will secure a formal request for the Augusv 4th meeting. Mrs~ Varvitsiotes and Mrs. Demos appeared before the Board to request the construction of portable wooden steps and a handrail at Kenneys Beach. Mrs. Varvitsiotes has a handicapped child and this would aid the child in reaching the beach. She advised the Board she has a carpenter who will build the steps and handrail if the Town will pay for the material. The Parks and Beach Committee will inspect the area and see what, if anything, can be done. JULY 22, 1981 :!/: 271 A regular meeting of the Southold Town Board was held on Wednesday, July 22, 1981 at the Southold Town Hall, Main Road, Southold, New York. Supervisor Pell opened the'meeting at 3:00 P.M. with the Pledge of Allegiance to the'Flag. Present: Supervisor William R.Pell, III Councilman Henry W. Drum Councilman John J. Nickles Councilman Lawrence Murdock, Jr. Councilman Francis J. Murphy Town Clerk Judith T. Terry Town Attorney Robert W. Tasker Highway Superintendent Raymond C. Dean Absent: Justice Francis T. Doyen On motion of Councilman Drum, seconded by Councilman Nickles, it was RESOLVED that the mi'nu'tes of July 7, 1981 be and hereby are approved as corrected (page 1, Councilman Drum did not a'ttend scoping meeting with DEC). On motion of Councilman Drum,-seconded by Councilman Murdock, it was RESOLVED that the next' regular meeting of the Southold Town Board will be held at 7:30 P.M., Tuesday, August 4, 1981 at the Southold Town Hall, Main Road, Southold, New York. SUPERVISOR PELL: At this time I would like t~ inform you folks that thc Town Board is planning to hold a Town Board meeting on Fishers Island on August 12th, that's a Wednesday. I. REPORTS - SUPERVISOR PELL: 1. The first report we have is Long Island Cablevi'sion monthly report for the month of June (1981). 2. The next repor~ is from the North Fork Animal League and it is for the end of a year. One year that we have operated our Dog Pound under the contract with North Fork Animal League. It is a yearly report. 3. Police Department report for the month of June (1981). 4. The next report is under Councilmen. Councilman Murdock. COUNCILMAN MURDOCK: Since we had that scoping session I've been in contact two separate times with the Energy DeVelopment Corp. and they informed me that within a period of two weeks they will have their environmental impact statement completed and ready for presentation to the New York D.E.C. They've done about probably four months work in the last two and a half weeks. I don't know how they are getting it done so fast. They really are pushing away road blocks. The last tim~ I talked to them they Stopped at my house at 11 o'clock at night because they were on their way from New Jersey to Connecticut and they wanted a copy of the H2M report To deal with some numbers. They may be ready before we are. But they are doing an excellent job in terms of satisfying the demands of the EIS with the DEC. On Saturday night I'm sorry To say that the' new Gr'e'e'k Church in GreenporT didn't really notify the Town Board of really the importance of their function that. weekend. I did attend the vesper service and parade that they had. I attended with three of the Greenport Village officials. They had the Bishop of North America there to accept the church on behalf of the Greek Orthodox religion and I apologized To them at the same time that I asked them if they, in the future, have something of that nature that they should let this Town Board kno~ that we could properly send representation to welcome people of that stature to Town. It was a very interesting evening and I would like to see an organization such as any church that has a big function that they really let the Town Board become more involved because I'm very sure all of us 272 JULY 22, 19'81 would like to participate and lend our support to these type of functions. COUNCILMAN DRU~: The Halls Creek in Mattituck off the Bay, Peconic Bay, will be dredged by the County small dredge provided access to the beach can be obtained for a payloader. That's ail. I have. SUPERVISOR PELL: Councilman Nickles. (Nothing). Councilman Murphy. (Nothing). Supervisor's report. It has been very quiet. The Ten Town Supervisors met last week. One of the problems we discussed was ocean dumping. We are very much opposed to it. They're dump- ing now on a 12 mile site out. The county exec asked us how we felt a bout this and we said we are against dumping at sea at all. We would like to see it s~opped. ~If it has to continue, we would like to see it continue out beyond 106 miles, the continental shelf. The reason we are dumping at the present site is a year or two ago we had the debris wash up on the shore lines and what not. But our primary interest was to see it stopped and we would like to see it go along those lines. The other thing we talked about was what was discussed, the meeting that I missed, sea clams. East Hampton Town where the meeting ~.s held brought their seed clam specialist mn and explained how they are seeding their creeks with clams and how successful they felt it has been. That was the two main topics that were discussed. II. PUBLIC NOTICES - COUNCILMAN NICKLES: We have nine public notices today~ 1. Notice of Complete A~plication by George Toumanoff to subdivide 4.9 acres into ~our lots in Mattituck.. Written comments to the DEC by July 29th. 2. Similar application to construct a bulkhead on ~ud Creek (Marino Faraguna). ]Vritten comments also by July 29th. 3. Notice of Complete Application by John Geideman for A, Pagnozzi to- construct a railway and ~ramp at Jockey Creek, SeuthoId. Also comments by July 29th. 4. Also the same type of notice, Complete Application by Fred MelOn to construct an aluminum bulkhead and backfill and extend existing floating dock, Mud Creek, Cutchogue. Comments by AuguSt 5th. 6. Complete Application by Mario Fusaro to construc~ a one family dwelling at Goose Creek, Southold. Comments by August 5th. ?. Complete Application of William B. COUNCILMAN MURDOCK: It's a meeting notification for July 22nd, 1981 at 9:30 A.M. on the part that is underlined, that's supposed to be of interest is the maintenance dredging at the Greenport Railroad Pier in the Town of Southold. It was forwarded to us from the Departmen~ Of Plauming from Lee E. Koppelman. Unfortunately we got it just two or three days ago and not in time to do anything about it. SUPERVISOR PELL: These notices are all on file with the Town Clerk in her office if anybody cares to review them can do so there. III. COMMUNICATIONS - SUPERVISOR PELL: 1. From H2M on what we call the 360 Solid Waste Management Study. The Board has asked me to have H2M come ou~ on August 4th meeting to discuss these reports, the two of them involed, in detail with the Town Board which I will do. 2. Request for street lights. This will be turned over to the JULY 22, 1981 Street Light Committee. (Wa~ce~:~?~za~ela Road, Mattituck. ) 3. Letter from the Office for."the A~ing saying that the Town will receive the money it did request back in June-July to help the Nutrition Program in Southeld Town. The sum is $13,846.00. It's a one shot d~al aad as Councilman Nickles brought up before, it's a one shot and next year we are going to have to face the problem again of funds. 4. Reference to a meeting being held tomorrow for the North Fork :Water Quality at 2:00 P.M. in Riverhead Town Hall. Borne of your Councilmen will be there~ Larry, are you going to make that one? COUNCILMAN MURDOCK: Yes, definitely. SUPERVISOR PELL: And I know I am planning to be up there. Frank is going to be up there. Something that we have to stay on top of because it is something critical to Southold Town now and in the future. Very critical. 5. From our Town Historian saying that we have a chance to have a display set up a~ the Town Hall at no cost to the Town. The Town Board says yes, let it be set up here for a period of time. From. the Cou'nty Attorney's Office, David Gilmartin, saying that if needed if LILCO decides to operate their plan~ in Jamesporz, to take the steps in asking that our Town Attorneys would contact his office and help file a 78 Proceeding against 'LILCO. 7. Letter from Raynor-Suter Hardware Store in Mattituck. For the Board's information, 'I gev three-more letters in today's mail on this thing from different people, business people in Mattituck. Perhaps acquiring a piece of land in Mattituck zhat is for sale for additional parking area up there. The ~etter says that this will be available and the Mattituck business people--makes four letters we got so far--want the Town Board to look into it. Councilman Drum, I assigned him this task ~o meet with the owners of the property and make a report back to the Board. We have a hearing to be held today at 3:30 P.M. which we will come back to. . V. RESOLUTIONS On motion of Councilman Murdock, seconded by Councilman Drum, it was RESOLVED that pursuan~ to Article 8 of the Environmental Conservation Law State Environmental Quality Review and 6NYCRR Part 617, Section 617.10 and Chapter 44 of the Code of the Town of Southold, notice is hereby given that the Southold Town Board, as lead agency for the action described below, has determined'that the project, which is unlisted, will not have a significant effect on the environment. Description of Action: Application of Enconsultants, Inc. for Howar~ Petersen for a Wetland Permi~ to construct retaining wall, catwalk, timber ramp extension, steel ramps, and fill for ramp approach at property off Naugles Drive, on Mattituck Creek, Mattituck, New York. The project has been determined not to have a significant effect on the environment for the following reasons: An environmental assessment has been submitted which indicated that no significant adverse effect to the environment are likely to occur should the project be implemented as planned. Because there has been no response in the allotted time from the New York State Department of Environmental Conservation, it is assumed that there is no objection nor comments by that agency. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. On motion of Councilman Murphy, seconded by Councilman Nickles, it was RESOLVED that the application of Oscar Goldin dated July 2, 1981, for permission to maintain a single family trailer at Lot #60, Greenporr Driving Park a~ the south side Linnet Street, Greenport, New York be and hereby is renewed for a six (6) month period. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. 274 JULY 22, 1981 On motion of Councilman Murdock, seconded by Councilman Drum, WHEREAS, the Town of Southold is the owner of certain real property located on the north side of New York Route 25 at Cutchogue-in said Town, and more fully described in"a certain deed dated June 4, 1970. and recorded in the Suffolk County Clerk's Office in Liber 6755 of deeds at page 18, and WHEREAS, by resolution duly adopted by the Town Board, said real property was declared surplus property for the reasons set forth in said resolution, and WHEREAS, on July 10, 1981,' sealed bids for the sale of said real ~property were received, pursuant to the public advertisement therefor, and WHEREAS, Cutchogue Free Library submitted the highest bid in the amount of $55,864.00. NOW, THEREFORE, IT IS RESOLVED AS FOLLOWS: 1. That the bid of Cutchogue Free Library in the amount of $55,864.00 be and the same hereby is accepted.. 2. That the Supervisor be and he hereby is authorized and directed to execute on behalf of the Town, the contract of Sale forming a part of the bid specifications, together with any and all other documents required to effect the sale and conveyance of said real property. 3. That this resolution is adopted subject~ to a permissive referendum~ 4. That within ten (10) days after the adoption of this resoluti©n, the Tewn Clerk, in the same manner as provided for in the notice of a special election, shall post and publish a novice which shall set forth the date of the adoption of this resolution and contain an abstract of this resolution concisely stating the purpose and effect thereof, which notice shall specify that this resolution was adopted subject to a permissive referendum. On motion of Councilman Drum, seconded by Councilman Nickies, it was (a) RESOLVED that the Town Board of the Town of Southold hereby closes the Petty Cash Fund in the amount of $t00.00 issued to Police Chief Carl Cataldo, and be it further RESOLVED that Carl Cataldo be and he hereby is reimbursed $16.78 for moneys expended over and above his Petty Cash Fund for legal Town expenses. On motion of Councilman Drum, seconded by Councilman Murdock, it was (b) RESOLVED that pursuanz to Section 64(1-a) of the Town Law, a Petty Cash Fund in the amounz of $100.00 is hereby established for Lieutenant H. Daniel Winters of the Southold Town Police Department. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell.. This resolution was declared duly adopted. Moved by Supervisor Petl, seconded by Councilman Nickles, WHEREAS, Burton Potter Post #185, Greenport American Legion, Greenport, New York has applied to the Town Clerk for a Bingo License, and WHEREAS, the Town Board has examined the application and after investigation, duly made findings and determinations as required by law, NOW, THEREFORE, BE IT RESOLVED that the Supervisor be and he hereby is authorized and directed to execute on behalf of the Town Board of the Town of Southold the findings and determinations as required by law, and it is further RESOLVED that the Town Clerk be and she hereby is directed to issue a Bingo License to Burton Potter Post #185, Greenport American Legion, Greenporz, New York. JULY 22, 198I 275 On motion of Councilman Nickles, seconded by Councilman Drum, RESOLVED that the Town Board of the Town of Southold hereby authorizes Building Inspector Edward Hindermann to attend the "New York State Building Official Conference" to be held September 16, 1981 through September 18, 1981 at Fallsview Hotel,' Ellenvilte, New York, and all necessary expenses for travel, meals and lodging in an amount not to exceed $250.00 shall be a legal charge against the Town of Southold. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. Moved by Councilman Murphy, seconded by Councilman Murdock, WHEREAS, in 1881 the Greenport Literary~Society voted to give its books and whatever funds it had to a group called the Greenpor~ Library Association to form a public library for the community,-and WHEREAS, in 1918 this association changed its name to the Floyd Memorial Library, following the donation of the First Street property by Grace Floyd as a memorial to her father David Floyd, and WHEREAS, over these many years the Floyd Memorial Library has expended its many ~acilities, providing valuable programs and services for all ages of the community, that are commendable To their directors and contributors alike, now, therefore, be it RESOLVED that the Town Board of the Town of Southold hereby recognizes this year 1981 as the 100th Anniversary of the found- lng of the Floyd Memorial Library, Greenport, New York. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, SupervisQr Pell. This resolution was declared duly adopted. it was SUPERVISOR PELL: I'd like to. comment on that a little bit because it is from the area--part of Town where I live and I was born and brought up. It seems that I've been using that library for--I'm forty-six years old--ever since I was probably ten years old, thirty-six years I've been going in and out of those doors and my children who are all grown-up now used it also and it is really remarkable hdw the trustees of that library dedicate zheir time to it and the good that is there. The building is there, the books are there, all the people have to do is use it and you'd be surprised how many'people use that. The building was built out of a trip from a whaling ship. Mr. Floyd was in the whaling ship industry and he had a very successful trip one trip so he came back and built the library for the community. It's a long time--a hundred years and still doing a lot of good work there and I congratulate the board of trustees. On motion of Supervisor Pell, seconded by Councilman Drum, it was RESOLVED that the Town Board of the Town of Southold allocate $1.25 per child, according to the club roster, for the purchase of equipment under the Town Recreation Program for use by the Southotd Soccer Club and North Fork Soccer League, Inc. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. 6. Approximately the numbers in the Southold Soccer League are 193 and North Fork Soccer League 550 youths involved in this program. On motion of Councilman Drum, seconded by Councilman Murdock, it was RESOLVED that the Town Board of the Town of Southcld hereby grants permission to the Mattituck Fire DeparTment to use the following Town roads for their Parade and Drill on Saturday, August 15, t98I at 3:00 P.M., provided they secure the necessary insurance to hold the Town of Southold harmless~ Pike Street, Marlene Drive, Peconic Bay Bo.ulevard, Mattituck, New York. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. On motion of Supervisor Pell, seconded by Councilman Nickles, it was RESOLVED that $16.23 be charged to Minnesota Construction Corp. representmng completion items accomplished and to be accomplished at the Town of Southold's expense on the Southotd Town Hall Annex. Punch List Report is on fi~e in the Town Clerk's Office. Vote of the Town Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly ~dopted. SUPERVISOR PELL: That was number ll, ~ skipped t~. This is on the building to the east of the Town Hall. Certain things were not done so the Town had its own Town employees do it, finish up the punch list, correct things that were done incorrectly. ~e got all done with the money that we held and the company owes the Town $16.23. I hope we receive the money, but we did complete punch list. Now we go to number 10. 10. JULY 22, 1981 277 On motion of Councilman Murphy; seconded'by Councilman Drum, it was RESOLVED that the Town Board of the Town of Southold urge Suffolk County Executive Cohalan, Suffolk County Legislature and Commissioner Chester of the Suffolk County Dep~rtment of Parks, Recreation and Conservation to continue the operation of the Peconic Dunes County Camp; raising the fees if necessary to accomplish this, and be it further RESOLVED that the Town Board concurs with the Trustees of the Suffolk County Department of Parks, Recreation and Conservation that this is the only camp of its kind providing a sleep away program for children between the ages of 7 and 12 at a modest price in Suffolk County and is also used extensively in the off- season::as an Outdoor Environmental Learning Laboratory on weekdays and by selected youth groups on weekends. Vote of the To~ Board: Ayes: Councilman Murphy, Councilman Murdock, Councilman Nickles, Councilman Drum, Supervisor Pell. This resolution was declared duly adopted. 12. COUNCILMAN MURDOCK: The only thing I would say, I believe this resolution should be directe~ to the County Executive, not to the Legislature. The County Executive is considering--makes the budget and is considering taking the park out of his present budget. SUPERVISOR PELL: I would like to break here, it is half past three, and go into the public hearing that we had planned for today. On motion of Councilman Drum, seconded by Councilman Murdock, it was RESOLVED that a recess be called at this time, 3:30 P.M., for the necessary time it takes to conduct a public hearing by the Town Board. Gas Engine, with trade-in allowance for One (1) 1960 P & H Crane, One (1) 1964 Pettibone, One (1) 1967 Wisconsin Trailer, One (1) 3/8 cu.' yd. Pell, III be and he hereby is ~ authorized ~and directed to en~ter into an agreement on behalf of the To~n of Southold with the New York State Division of Equalization ]~.~ and Assessment whereby the Town of Southold adepts the Assessment Roll and Levy Module (ARLM) to accomplish its assessment administration and agrees to maintain the ARLM module in the future as part of its assessment administration program, subject to approval by Town Attorney Tasker. SUPERVISOR PELL: The reason we are doing this, there are two or three points in here we disagree with the presenv package and we are going to have our Town Attorney contact them and have them come out--the plan to be out here within the nex~ week or two-- and go over this and see if we cannot modify it to better protect the Town in its reimbursement. So we don't want to delay doing it but yet we don't want to sign it until we are sure of whav we're signing. On motion of Councilman Murphy, seconded by Councilman Nickles, it was RESOLVED than the ~own Board ~f the Town of Southold hereby appoints Lou Garcelon, Fishers Island, New York, effective immediately through September 15, 1981, who will serve without pay, as Assistant Bay Consvable to aid part-time Bay Constable Kenneth L. Dean be and they hereby are authorized to attend the Energy From Waste Conference on August 19, 1981 at Syracuse, New York, and the cos~ for meals, lodging, ~ravel and registration fee of $125.00 per person shall be a legal charge against Federal Revenue Sharing Account CF9003.4, Waste Management. SUPERVISOR PELL: Number 19 at long last has ~o do with the libraries in Mattituck and Southold. After much delay we are ready to act upon them. Moved by Councilman Murdock, seconded by Councilman Murphy, WHEREAS, there were no bids received for Bid #1 pursuant to the April 16, 1981 Notice To Bidders published in the Suffolk Weekly Times and the Long Island Traveler-Watchman, for modification of the Southold and Mattituck Libraries to accomodate facilities for the handicapped; and WHEREAS, HUD Regulations concerning the administration of Community Development Block Grant Programs permit noncompetitmve negotiation of contracts when competitive bids are inadequate; and 20. JULY 22, 1981 ~79 WHEREAS, Desanto Construction Corp. has ~reed to perform the requirements of Addendum No. 1 to the Contract for the price of $22,581.00, and Paul Corazzini 'and' S~h~,~'Inc. has agreed to perform the requirements of Addendum No. 2 to the Contract for the price of $9,640.00; now, therefore, be it RESOLVED that the Supervisor be and he hereby is authorized to execute a contract with Desanto Construction Corp. for Addendum No. 1 and with Paul Corazzini and Sons, Inc. for Addendum No. 2. I'll offer a resolution that we adopv the Local Law we just had a hearing on today in regard to the town clerk's ~erm of office and the referendum. Moved by Councilman Nickles, seconded by Councilman Murphy, WHEREAS, a proposed Local Law No. 5 1981 was introduced at a meeting of this Board held oh the 7th day of July, 1981, and WHEREAS, a public hearing was held thereon by the Board on the 22nd day o~ July, 1981, at which time all interested persons were given an opportunity to be. heard thereon, NOW, THEREFORE, BE IT RESOLVED that Local Law No. 5 - 1981 be enacted as follows: LOCAL LAW NO. 5 - 1981 A.'Lo'cat"Law to' change the term of office of ~he town clerk from two years to four years. BE IT ENACTED by the Town Board of the Town of Southold, Suffolk County, New York, as follows: Section 1. The term of office of the town clerk shall be four years. Section 2. This local law shall supersede section twenty- four of the town law, insofar as it is inconsistent with such section. Section 3. A proposition for the approval of this local law shall be submitted ~o the electors of the town of Southold at the general election to be held in November, nineteen hundred eighty- one, and this local law shall become operative only if approved by the affirmatmve vote of a majority of the qualified electors voting upon such proposition. Section 4. If this local law is approved by the affirmative vote of a majority of the qualified electors of the town %oting thereon at said general election, this local law shall become and be effective immediately. KUESTER: I live in the town of Laurel on that section of road that has been by-passed by the new State speedway, if you know what I mean. We have no name as far as I'm concerned. don't know of any name for that road when trying to have deliveries made or ~rying to identify ourselves to the pclice or fire depart- ment. If I were to call the fire department and tell them to come to Old Main'Road, they show up in front of Mr. Murphy's house. He has the red house on Old Main Road. What we've decided, the people in that neck of the woods got vogether and we've come up with a name for that road. Inasmuch as that section was known as Franklinville at one time we thought it would be nice ~o call us Franklinville Road. We scheduled it for 5:00 o'clock tonight and we will reconvene the meeting after they address the Town Board. It is on personnel and has to be in Executive Session. 21. This resolution was declared duly adopted. 4:05 P.M. - Paul Fink of Pan Tech ManagemenT.Corp. met with the Board and advised them that the work on the two libraries should begin within two or three weeks now that they have two contractors willing to do the work at a cost within the budget.--He informed the Board that the Community Development Funds in the amount of $220,526.00 were approved as submitted in the application. He suggested that the Board now take steps to have an energy audit done on the Senior/Youth Center. Pan Tech can does this audit and have it completed within two weeks. They will analyze the present heating system and make recommendations. They would not do the design work; an engineering firm would then have to be hired. Mr. Fink will mech. with the Board on August 4th to discuss the completed energy audit.--Mr. Fink asked the Board how they wished to use the $50,000.00 housing rehabilitation money. It was decided $30,000.00 would be used for ~lean-up and $20,000.00 for loans and grants in the 7th, 8th and 9th Street, Greenoort area. Those figures would be reversed for the second year. Before the August 4th meeting Mr. Fink and Highway Superintendent Dean will visit the area and determine the needs for this year. 'EXECUTIVE SESSION - 5:00 - 5:05 P.M. Robert E. Rudner, attorney for Carl Cataldo met with the Board to discuss certain moeetary demands being made by Mr. Cataldo relative to what he considers accumulated sick, vacation and compensatory time due him upon retirement.--Supervisor Petl instructed Mr.. Rudner to submit a letter to the Town Board detailing exactly what Mr. Catatdo is asking for; how~he arrived at the number of days; and under what authority he acted in arriving at this determination.
