Collectively we offer the following observations. The underlying premise of this Study is to preserve the bypass capability of the CR 48 divided highway Doing so will prevent the commercial retail sprawl that characterizes every Long Island town to our west. More specifically, the overall purpose is to avoid repeating the mistakes made elsewhere on western Long Island. where unchecked commercial retail development not only resulted in serious traffic congestion problems, but played a role in the demise of the economic vitality of downtown districts located on State Route 25. This community's Vision, as stated in many documents and public meetings some going back to the mid-1980s (prior to the adoption of the 1989 Zoning Map), is to preserve the small-town qualities that distinguish Southold. In order to achieve this goal, it is critically important to consolidate future retail business growth around the existing business centers within each hamlet. Furthermore, reducing the potential for retail and other traffic-generating uses to be introduced (or expanded) will have other long-term benefits to the community. First, it will ensure a bypass road for through traffic, thereby relieving some congestion on SR 25. Second, it will boost the economic development potential of the existing and potential business properties bordering SR 25, where most of the Town's traditional hamlets are centered. Third, it will preserve a scenic corridor that is a source of pleasure to residents and tourists. Therefore, we support the overall study recommendations as proposed. In recommending their adoption, we recognize there may be reservations about specific octOber 8, '/ggg proposed rezonings and that alternate ;rezoning proposals maE be under consideration. Kd. 48 would appreciate your consideration in the change of zoning from Light BusLnes% to Residential OfiSce. We are a family business supporting 3 families, who have been doing business in Sourhold Town as Southold Quarry for 25 years, and have lived and worked in this conmzunity for more than 25 years. If this zoirLing is changed to residential office you will effect our value of land, and in turn cause hardshilo to our famil/es. My brother, and I may someday retire from the business, b_nd we are dependant on this business and building as support for our t'arni[ies, since we have no other retirement pension. If we sell our business, and it is ot~ly zoned as residential office this limits the type of business that can be allowed in our building and lowers the value of our property. We feel our building, a one stoW building with cedar shake siding and win,%ws with shutters, is hi keeping with the rural character of the town It is located walldng distance to the hamlet of Southold (around the corner from the Post Office) and should be considered as part of the hamlet of Southold. We have always donated as a community business to the local schooIs~ fire deparzments, churches and fraternal organizations~ as well as the Republican Party. OF THE YEAR 1999. A LOCAL LAW TO CHANGE THE ZONING DISTRICT DESIGNATION OF THE PARCEL OF PROPERTY KNOWN AS Suffolk County Tax Map (SCTM) # FROM THE (LOo) IVe-O ZONING DISTRICT DESIGNATION TO THE ZONING DISTRICT DESIGNATION. BE IT ENACTED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD AS FOLLOWS: Section 1. Legislative Intent Consistent with our comprehensive land use plan and our estabfished objectives and goals as reflected by the existing zoning patterns within the Town, and based upon our current County Route 48 Land use study as well as numerous land use studies and plans developed heretofore, we hereby determine that it is necessary and desirable to revise and amend the zoning designation applicable to the parcel identified herein as well as other lands; thus, we hereby identify and adopt the following overall themes of (1) Preservation of Farmland and Agriculture; (2) Preservation of Open and Recreational Space~ (3) Preservation of the Rural, Cultural, Commercial and Historical Character of the Hamlets and Surrounding Areas; (4) Preservation of the Natural Environment; which derive from the shared vision held by residents and local public officials of the Town and which are intended to foster a strong econom3- and which encourage and preserve the existing high quality of life, as more specifically set forth herein below: 1. Preservation of Farmland and Agriculture Famxland is a valnsble and dynamic industty in the Town of SouthoM. The open farmlands are not only highly cherished for their economic value, but for the scenic vistas they provide. The open space and scenery created by farmland additionally canlzibntes to the quality of life of the residents, wlule promoting tourism and recreation_ 2. Preservation of Open and Recreational Space The Town of Southold rehes heax41y upon its scenic beaut)_- and open landscapes for recreation, clean air and water, as well as for its atWacfian to tourists and recreation-seekers. The Tox~m has attracted many second homeo~mers because of its "nmural resources, abundance of open space, farms, picturesque vdlages, and the ever-present waterfronf' (Master Plan Update, 1985). Due to this open space, rte Town has a l~emendons development potential. Bleak pictures have been painted in a few documents, warning of mip-B~e development, suburban sprawl and water suppl3 issues. The presen'ation of open and recreational space is not only aesthetic, but also a necessity for the present and future needs of the Town~! Preservation of the Rural, Cultural, Commercial and Historical Character of the Hamlets and Surrounding Areas The Town of Southold is renowned for its rural, cultural, commercial and historic clmmcter. This unique character is recogntZed in all of the documents rex4ewed. Based on the input of Town residents, the Final Report and Recommendations states that the m'o most prevalent and key issues are keepiag groxx~h ia the existing hamlet centers and presen,ing rite enhancing the surrounding rum[ areas. Additionally, the Master Plan Update recominends rile provision for "a coramurdty of residential hamlets that are comprised of a variets, of housing opportuffmes, commercial, servico and cultural activiaes, set ia an open or rural atmosphere and supported by a diversified economic base (including agriculture, marine commercial and seasonal recreation activities)." Prese~,ation of the Natural Environment Accommodating '~grox~th and change withia the Toxin without destroying its wadifional ecouomic base, the natural environment of which that base rests: and the unique character andthe 'nay of life that defines the Town" is of utmost importance" (Ground Watershed Protectina and W~ter Supply Management Sh~ategy). Box 1179 Southold, New York 11971 Fax (516) 765-6145 Telephone (516) 765-1800 OFFICE OF THE TOWN CLERK TOWN OF SOUTHOLD THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED AT A REGULAR MEETING OF THE SOUTHOLD TOWN BOARD HELD ON AUGUST 3. 1999: WHEREAS the Town Board of the Town of Southold has retained the services of a consultant to prepare a land use plan related to development along the County Route 48 Corridor; and WHEREAS the "Town of Southold County Route 48 Corridor Land Use Study", known as the Study, has been completed to address development along the County Route 48 Corridor; and WI~E~REAS the Study constitutes a Type I action under SEQRA that may have a significant adverse impact on the environment; and WHEREAS the Town Board of the Town of Southold is the only involved agency; and WHEREAS the Town Board of the Town of Southold has not identified any significant adverse environmental impacts, but wishes to provide a format through the SEQRA review and public comment of the Study; and WI~EREAS a Final Generic Environmental Impact Statement (FGEIS) has been prepared and adopted by the Town Board; and WHEREAS a Supplemental Generic Environmental Impact Statement has been prepared to address the Study; and RESOLVED that the Town Board of the Town of Southold, acting as lead agency hereby adopts the annexed Notice of Completion for the Supplemental Generic Environmental Impact Statement on the Town of Southold County Route 48 Corridor Land Use Study.
