Dear Mrs. Neville,
The recommendations proposed by the Cramer Consulting Group in the above-noted
Study, have been reviewed and discussed by the Planning Board. Collectively we
offer the following observations.
The underlying premise of this Study is to preserve the bypass capability of the CR
48 divided highway. Doing so will prevent the commercial retail sprawl that
characterizes every Long Island town to our west. More specifically, the overall
purpose is to avoid repeating the mistakes made elsewhere on western Long Island,
where unchecked commercial retail development not only resulted in serious traffic
congestion problems, but played a role in the demise of the economic vitality of
downtown districts located on State Route 25.
This community's Vision, as stated in many documents and public meetings some
going back to the mid-1980s (prior to the adoption of the 19~9 Zoning Map), is to
preserve the small-town qualities that distinguish Southold. In order to achieve this
goal, it is critically important to consolidate future retail business growth around the
existing business centers within each hamlet.
Furthermore, reducing the potential for retail and other traffic-generating uses to be
introduced (or expanded) will have other long-term benefits to the community. First,
it will ensure a bypass road for through traffic, thereby relieving some congestion on
SR 25 Second, it will boost the economic development potential of the existing and
potential business properties bordering SR 25, where most of the Town's traditional
hamlets are centered. Ihird, it will preserve a scenic corridor that is a source of
pleasure to residents and tourists.
Therefore, we support the overall study recommendations as proposed. In
recommending their adoption, we recognize there may be reservations about specific

proposed rezonings and that alternate rezoning proposals may be under consideration.
We urge extreme caution in modifying the consukant's recommendations lest the
integrity of the whole be undermined in the interest of satisfying a few.

BE IT ENACTED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD AS FOLLOWS:
Section 1. Legislatve Intent
Consistent with our comprehensive land use plan and our established objectives and goals
reflected by the existing zoning patterns within the Town, and based upon our current County Rm
48 Land use study as well as numerous land use studies and plans developed heretofore, we hereb3
determine that it is necessary and desirable to revise and amend the zoning designation applicable
the paree[ identified herein as well as other lands; thus, we hereby identify and adopt the fallowin
overall themes of (I) Preservation of Farmland and Agriculture; (2) Preservation of Open and
Recreational Space; (3) Preservation of the Rural, Cultural, Commercial and Ristorical Characte
the ltamlets and Surrounding Areas; (4) Preservation of the Natural Environment; which derive
from the shared *isian held by residents and local public officials of the Town and which are
intended to foster a strong economy and which encourage and preserve the existing high quality o
life, as more specifically set forth herein below:
1. Preservation of Farmland and Agriculture
Farmland is a s'alnable and dynamic industry in the Town of Southold. The open
farmlands are not only kighi) cherished for thetr economic value, but for the scenic vistas they provide.
The open space and scenery created by farmland adeYnionally con~ibutes to the quality of life of the
residents, x~hile promoting tourism and recreation.

2. Preseevation of Open and Recreational Space
The Tmvn of So,hold reli~s heavily upon its scenic beaut3, ami open landscapes fo~
recreation, clean air and x~ater, as ~el[ as for its attraction to t,,omists and recreation-seekers. T~e
Town has attracted man5, second homeo~nmers because of its natural resources, abundance of
open space, farms, picturesque 'tillages, and the ever-present waterfront" (Master Plan Update~
1985). Due to this open space, the Town has a re:mentions developmem potential. Bleak pictuCes
have been painted in a few documents, warning of strip-Lypo dovelopment, suburban sprawl an t
water supply issues. The preservation of open and recrcafional space is not only aesthetic, but ilso
a necessi _ly for rite present and future needs of the Tossxt. :
:3. Preservation of the Rural, Cultural, Commercial and Historical Character of th
Hamlets and Surrounding Areas
The Town of Southold is reaowned for its ruraL cultural, commer~ml and historic
character. This umque character is recognized in all of the documents reviewed Based on thc input of
Town residents, the Final Report and Recommendations states that the two most prevalent and key isa :s

that are comprised of a varlet) of housing opportunities, coranxerciak service and cultural activities, set in
an open or rural atmosphere and supported by a dive,r,sified economic base (including agriculture, mafitle

4. Preservation of the Natural Environment
Accommodating "groxx~ch and change within the Tox~m without desixoying its lmditional
econoari9 base, rite natural envriomnent of which that base rests, and the unique chamct
and the way of li~e that defines the Town" is of um~ost importance" (Ground Watershe~
Protection and Water Supply Management Stmte~'). The Master Plan Update
recormnends preservafion of the Tox~n's natural envixonment from wetlands to
woodlands andto "achieve a land use pattern that is sensitive to the limited indigenous
water supply and ~4_11 not degrade the subsurface water qualil3.
The outstanding needs enttmemted below are the culmination of careful comparison of the intent
along the Count3 Route 48 corridor. These needs reflect the past and present x ision of the To~a~ and the
work that still needs to ,b,e done due to the Proximity of Count), Route 48 to the hamlet commercial centers
and to avoid potenfiall3 coxifiicfing development slxategies for such areas. These outstanding needs we fi~ld
exist throughout the Town and am specifically identified as follo~: l

6) to continue to the support of the Town s agricultural econoarv: /
7) to ma~mize the Town's natural assets, including its coastal location and agricultural base, by /
balancing commercial, residential and recreational uses:

8) to staengthen the Town's marine-recreational and manne-cormncrcial activiries; I
9) to encourage the preservation ofparldand and public access to,the waterfront: /
10) to support tourismby maintaining and strengthening the Town s assets that foster a tourist trade,
namely hamlet center businesses, historic heritage, architecture, a sense of p~ace, of rur~ and open
character, agriculture., and marine activities;

11) to preserve prime farml~d; and encourage the diversification of agriculture;
12) to preserve the historic, cultural, architectural and archaeological resources of the Town;
13) to ensure visual qualit), o~'hamlet centers:

consideration of the recommendations and comments of our Planning Board. the SuffoLk County Planning
Commission. our planning consultant (CCG) and rite public comment taken at flte public hearing and

THIS 15 TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS
ADOPTED AT A REGULAR MEETING OF THE SOUTHOLD TOWN BOARD
HELD ON AUGUST 3. 1999:
WHEREAS the Town Board of the Town of Southold has retained the services of a
consultant to prepare a land use plan related to development along the County
Route 48 Corridor; and
WHEREAS the "Town of Southold County Route 48 Corridor Land Use Study",
known as the Study, has been completed to address development along the County
Route 48 Corridor; and
WHEREAS the Study constitutes a Type I action under SEQRA that may have a
significant adverse impact on the environment; and
WHEREAS the Town Board of the Town of Southold is the only involved agency;
and
WHEREAS the Town Board of the Town of Southold has not identified any
significant adverse environmental impacts, but wishes to provide a format through
the SEQRA review and public comment of the Study; and
WHEREAS a Final Generic Environmental Impact Statement (FGEIS) has been
prepared and adopted by the Town Board; and
WHEREAS a Supplemental Generic Environmental Impact Statement has been
prepared to address the Study; and
RESOLVED that the Town Board of the Town of Southold, acting as lead agency
