Dear Mrs. Neville,
The recommendations proposed by the Cramer Consulting Group in the above-noted
Study, have been reviewed and discussed by the Planning Board. Collectively we
offer the following observations.
The underlying premise of tlais Study is to preserve the bypass capability of the CR
48 divided highway. Doing so will prevent the commercial retail sprawl that
characterizes every Long Island town to our west More specifically, the overall
purpose is to avoid repeating the mistakes made elsewhere on western Long Island,
where unchecked commercial retail development not only resulted in serious traffic
congestion problems, but played a role in the demise of the economic vitality of
downtown districts located on State Route 25
This community's Vision, as stated in many documents and public meetings some
going back to the mid-1980s (prior to the adoption of the 1989 Zoning Map), is to
preserve the small-town qualities that distinguish Southold. In order to achieve this
goal, it is critically important to consolidate future retail business growth around the
existing business centers within each hamlet.
Furthermore, reducing the potential for retail and other traffic-generating uses to be
introduced (or expanded) will have other long-term benefits to the community. First,
it will ensure a bypass road for through traffic, thereby relieving some congestion on
SK 25. Second, it will boost the economic development potential of the existing and
potential business properties bordering SR 25, where most of the Town's traditional
hamlets are centered. Third, it will preserve a scenic corridor that is a source of
pleasure to residents and tourists.
Therefore, we support the overall study recommendations as proposed. In
recommending their adoption, we recognize there may be reservations about specific

Dear Supervisor and Town Board IvIembers,
In 1936 1 rented this parcel of land Mt/ch extended fi:om what was knox~m as
the North Road, at that thne, to Soundxsew Ave to the North. Then in 1953 I
purchased this land fi:om my mother and father-in-law, Mr. & M2-s. Frank
Zaveski. My wife Frances, now deceased, and I farmed this land and started
a small roadside farmstand where we sold our farm produce? plants and roses
we grew on our farm. In 1967 Suffolk Cotmty took 3 acres of my property
and dMded my farm leaving me x~qth a serious drainage problem, north and
south of the highway, making Rte 48 eight feet l~/gher than my property.
Since my farm property was decreased m size and traffic flow was re-routed
offthe North Road to Rte 48, in 1968 1 built what is now knox~m as Doroski's
Garden Center and Nursew? Inc.. At that time my Garden Center was zoned
Linffted Business and has operated as such all these years and I have paid
Limited Bus/ness taxes on this proper%~. My Garden Center faces east on
Ackerly Pond land and has no entrances or exits onto Rte 48. I have buffered
Rte 48 and my property with trees and landscaping so as to obscure any
unpleasantries. Also on the west side of this property we have planted our
nursery stock, which I feel adds to the rural look of Rte 48. My family and I
t~3~ to keep our Garden Center attractive to the passerby and a pleasant place
to xdsit.
Today the Southold Town Board wants to change my property to a
Res/dent/al office. I am opposed to tiffs change as I do not see how an otlSce
building looking hke a home can be made out of a greenhouse. Will my taxes
decrease xxSth this change, or w/ll I continue to pay the same tax rate or more?
Also at this time I do not know what the permitted usage will be with the new
proposed zone land usage changes. I trust that the elected officials of
Southold Tox~rn will take the initiative to consider leaving my family's and my
Gm-den Center as well as my other propert/es as the3, are presently with theft'
present usages.

and has no entrance or exit onto Rt 48.
My mother and father, Steve and Frances Daroski built up tkis buisness 65 yrs ago. They worked yen'

BE iT ENACTED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD AS FOLLOWS:
Section 1. Legislative Intent
Consistent with our comprehensive land use plan and our established objectives and goals as
reflected by the existing zoning patterns within the Town, and based upon onr current County Route
48 Land use study as well as numerous land use studies ,'md plans developed heretofore, we hereby
determine that it is necessar3 and desirable to revise and amend the zoning designation applicable to
the parcel identified herein as well as other lands; thus, we hereby identify and adopt the following
overall themes of (1) Preservation of Farmland and Agriculture; (2) Preservation of Open and
Recreational Space; (3) Preservation of the Rural, Cultural, Commercial and Historical Character of
the Hamlets and Surrounding Areas; (4) Preservation of the Natural Environment; which derive
from the shared vision held by residents and local public ofl"lcials of the Town and which are
intended to foster a strong economy and which encourage and preserve the existing high quality of
life, as more specifically set forth herein below:
1. Preservation of Farmland and Agriculture
Farmland is a valuable and ~mamic indusU3, in the Toam of Southold_ The open
farmlands are not only highly cherished for theh' economic value, but for the scenic vistas they prm'ide.
The open space and scenery created by farmland additionally contributes to the qUnlits, of life of the
residents, while promoting tourism and rocreation_
2. Preservation of Open and Recreational Space
The Tm~ of Southold relies heavily upon its scenic beauty and open landscapes for
recreation, clean air and water, as well as for its am'action to tourists and recreation-seekers. Th~
Town has allracted man)' second homemvners because of its "natural resources, abundance of
open space, farms, picturesque villages, and the ever-present waterfronf' (Master Plan Update.
1985). Dne to this open space, the Town has a tremendous devehipment potential. Bleak pictures
have been painted in a few documents, ~mmmg of strip-t3~e developarent, suburban sprawl and
water supply ts, sues. The preservanon of open and recreafionnl space is not only aesthetic, but also
a necessity for rite present and future needs of the Tram
3. Preservation of the Rural, Cultural, Commercial and l:[istorical Character of the
llamlets and Surrounding Areas
The Tmxm of Southold is reno~xmed for it~ rural, cultural, commercial and historic
character. This unique character is recogni?ed in a~l of the documents rcxSewed. Based on the input of
To~m residents, the Final Report and Reeommefidanons states that the two most prevalent and key issues
are keeping grox~th in the existing hamlet centers and preserving the ealmncing the surrounding rural areas.
Additionally, the Master Plan Update recommends the provision for "a community of residential hamlets
that are comprised of a x-arie _ty of housing opportunities, commercial, service and cultural activities, set in
an open or rural atmosphere and supported b3 a diversified economic base (including agriculture, marine
commercial and seasonal recreatiun activities)."
Preservation of the Natural Em4ronment
Aceommodating "gro;x~h and change ,~ithin the Town witltout destro34ng its ~aditional
econormc base, the natural emSronment of which that base rests, and the unique character
and the way of life that defines rite Town" is of utmost impormce" (Ground Watershed
Protection and Water Supply Management Strategy). The Master Plan Update
recommends preservation o£the T6x~t's nai~ral environment from wetlands to
woodlands and to "acldeve a land use pattern that is sensitive to the limited indigenous
water supply and xvill not degrade the subsurface water qnality.
The outstanding needs enmnerated below are the culmination of careful comparison of the intent and
objectives of the toga (as stated in past land use plans and studies) and the. currently exis~ag conditions
along the Coum3 Route 48 corridor. These needs reflect the past and present x~ision of the Town and the
work that sfill needs to be done due to the pro.,dmity of Count3' Route 48 to the hamlet commercial cemers
and to avoid potentially conllicling de~elopmeut s~ategies for such ate. as. These outstanding needs we find
exist throughout the Town and are spocifieally identified as follows:
1) to provide for ~aable land use development at levels of intensifies which are'sensitive to subsurface
~ ater quality and quantity
2) To maintain and strengthen hamlet centers as the focus of commereial, residential, and calmral
actixity;
3) To preserve rite open, agricultural and rural character of areas outside of the hamlet centers;
4) to provide for a variety of housing oppommities for c/tizens of different incomes and age levels:
5) to enhance rite opportunities for pedestrian-friendly shopping;
6) to conlmue m the support of theToxwt'sagricalturaleconoms;
7} to minimize the Tou~t's natural assets, mcloding its coastal location and agricaltuml base, by
balancing commerciaL residential and recreational uses;
8) to strengthantheTown'sn~ane-recreationalandmadne-commereialacti¥ities:
9) to encourage the preservafion of parkland and public access to the waterfront;
10) to support tourism by mainlaining and strengthemng rite Town's assets flint foster a tourist Irede,
namely hamlet center businesses, ldstoric heritage, architecture, a sense of place, of rural and open
claaracter, agficalture, and me activities;
11) to preserve prime farmland; and encourage the diversification of agriculture;
12) to preserve the lfistoric, cultural, architectural and archaeological resources of the Town;
13) to eust~e msunl quality of hamlet centers:
14) to encourage,appropriate land uses both inside and out of hamlet centers;
15) to promote balanced economy and tax base;
16) to preserve the integrity ot-the Toxma's vegetative habitats, including freshwater wetlands and
woodlands.
Section 2. Enactment
Therefore, based upon the aforementioned goals and identified needs of the Totem and upon our
consideration of the recommendations and comments of ou~r Plmming Board, the SulTolk County Planning
Conunissiom our planning consultant (CCG) and rite public c6mment l~en at the public hearing and
otherwise, we hereb_~ change the zoning district designatio~a for the parcel knox~xt as

herein below) fi-om the

I am here to sa5- again to please stop this rezon/ng. From all the letters I know you hax'e recieved and the
people speakk~g up against the Craarer report you should know by now this was not a good idea. Yan haxe

The buisness people on Rt 48 are not gohlg to stand by ici[) and watch you change aitd possibly iii the
thmre take all our fights aw~ as land oxvn~rs and buisness people.
I tld~ you should have agreed with John Romanelli and .Alice Hussie x~ hen the5' proposed to put aside the
whole plan. Someone is using their brain.
It is not to late to achrdl youve made a mistake, and put a ~op to all of this.Tiffs might not hm~e any
bearing on any of this but ill sa5 ~t an)~va), President Clinton admitted he made a mistake and hes the
President of the enUre U.S.A.You could do it to.

TOWN OF SOUTHOLD
THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS
ADOPTED AT A REGULAR MEETING OF THE SOUTHOLD TOWN BOARD
HELD ON AUGUST 3. 1999:
WHEREAS the Town Board of the Town of Southold has retained the services of a
consultant to prepare a land use plan related to development along the County
Route 48 Corridor; and
WHEREAS the "Town of Southold County Route 48 Corridor Land Use Study",
known as the,Study, has been completed to address development along the Counq'
Route 48 Corridor; and
WHEREAS the Study constitutes a Type I action under SEQRA that may have a
significant adverse impact on the environment; and
WHEREAS the Town Board of the Town of Southoid is the only involved agency;
and
WHEREAS the Town Board of the Town of Southold has not identified any
significant adverse environmental impacts, but wishes to provide a format through
the SEQRA review and public comment of the Study; and
WHEREAS a Final Generic Environmental Impact Statement (FGEIS) has been
prepared and adopted by the Town Board; and
WREREAS a Supplemental Generic Environmental Impact Statement has been
prepared to address the Study; and
RESOLVED that the Town Board .of the Town of Southold, acting as lead agency
hereby adopts the annexed Notice of Completion for the Supplemental Generic
Environmental Impact Statement on the Town of Southold County Route 48
Corridor Land Use Study.
