Dear Mrs. Neville,
The recommendations proposed by the Cromer Consulting Group in the above-noted
Study, have been reviewed and discussed by the Planning Board. Collectively we
offer the following observations.
The underlying premise of t~is Study is tO preserve the bypass capability of the CR
48 divided highway. Doing so will prevent the commercial retail sprawl that
characterizes every Long lsland town to our west. More specifically, the overall
purpose is to avoid repeating the mistakes made elsewhere on western Long Island,
where unchecked commercial retail development not only resulted in serious traffic
congestion problems, but played a role in the demise of the economic vitality of
downtown districts located on State Route 25.
This community's Vision, as stated in many documents and public meetings some
going back to the mid-1980s (prior to the adoption of the 1989 Zoning Map), is to
preserve the small-town qualities that distinguish Southold. In order to achieve this
goal, it is critically important to consolidate future retail business growth around the
existing business centers within each hamlet.
Furthermore, reducing the potential for retail and other traffic-generating uses to be
introduced (or expanded) will have other long-term benefits to the community. First,
it will ensure a bypass road for through traffic, thereby relieving some congestion on
SR 25. Second, it will boost the economic development potential of the existing and
potential business properties bordering SR 25, where most of the Iowa's traditional
hamlets are centered. Third, it will preserve a scenic corridor that is a source of
pleasure to residents and tourists.
Therefore, we support the overall study recommendations as proposed. In
recommending their adoption, we recognize there may be reservations about specific

proposed rezonings and that alternate rezoning proposals may be under consideration.
We urge extreme caution in modifying the consultant's recommendations lest the
integrity of the whole be undermined in the interest of satisfying a few.

The Town Board of the Town of Southold, on its o~xm motion, has proposed a
change of zone for a certain parcel in the Town of Southold at Southold, which parcel is
shown on the Suffolk County Tax Map as 1000-069-2-1 so that the zoning of said parcel
shall change f~om A-C ("Agricultural-Conservation District [two-acre mini~num]") to RO
("Residential Office D. istrict')_ This parcel is prat of a proposed change of zone.
designated by the Town Board as "Southold 2A.'
Notice of the proposed change of zone was issued by the Tower Clerk on
September 14, 1999.

change of zone for a certahl parcel tn the Town of Southold at Southold, svlfich parcel is
shown on the Suffolk Comity Tax Map as 1000-069-2- l so that the zoning of said parcel
shall change fi-om A-C ("Agricultural-Conservation District [two-acre minimum]") to RO
("Residential Office Disuict"). This parcel is part of a proposed change of zone
designated by the Town Board as "Southold 2A"
Notice of the proposed change of zone was issued by the Town Clerk on
September 14, 1999.

BE IT ENACTED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD AS FOLLOWS:
Section l. Legislative Intent
Consistent with our comprehensive land use plan and our established objectives and goals as
reflected by the existing zoning patterns within the Tom n, and based upon our current County Route
48 Land use study as well as numerous land use studies and plans developed heretofore, we hereby
determine that it is necessary and desirable to revise and amend the zoning designation applicable to
the parcel identified herein as well as other lands; thus, we hereby identify and adopt the following
overall themes of (1) Preservation of Farmland and Agriculture; (2) Preservation of Open and
Recreational Space; (3) Preservation of the Rural, Cultural, Commercial and Ristorieal Character of
the Hamlets and Surrounding Areas; (4) Preservation of the Natural Environment; which derive
from the shared vision held by resideqts and local pnblic officials of the Town and which are
intended to foster a strong economy and which encourage and preserve the existing high quality of
life, as more specifically set forth herein below:
1. Presen'ation of Farmland and Agriculture
Fm-m~d is a v~/uable and dynamic industry in the Town of Southold. 'lTae open
fanRIands a~c not Only highlylcherisbed for then economic value, but for the scenic x'istas they provide.
The open space and scenery created by farmland additionally contzibntes to the quality of life of the
residents, while promoting totttism and recreation.
2. Preservation of Open and Recreational Space
The Toa~a of Southold relies heavily upon its scenic beauty and open landscapes for
recreation, cie, mt air and water, as well as for its attraction to tourists and recreation-seekers. The
Town has am-acted ff~any second homeo~s~ers because of its "natural resources, abundance of
open space, farms_ picturesque ~411ages. and the ever-present waterfront" (Master Plan Update,
1985). Due to this open space, the Town has a tremendous development potential. Bleak pictures
have been painted in a few documents, warning of strip-t3pe development, suburban sprawl and
water supply issues. The preservation of open and recreational space is not only aesthetic, bat also
a necessi _ty for rite present and future needs of the Town.
3. Preservation of the Rural, Cultural, Commercial and Historical Character of the
Hamlets and Surrounding A~-eas
The Town of SouLhold is renowned for its rural, cultttral, commercial and historic
character. This unique character is recognized in all of the documents rex~ewed. Based on the input of
Tocsin residents, the Final Report and Rec0mmendauous states that the two most prevalent and ke}r issues

Additionally, rite Master Plan Update recommends the provision for "a comraunity of residentual hamlets
that are coraprised of a variety of housing opportunities, coraraereial, service and cultural acfivi~es, set in
an open or rural atmosphere and supported by a diversified econoraic base (including agriculture, raarine
coramercial and seasonal recreation activities)."
Preservation of the Natural Environment
Accomraodating ~growth and change within the Town without destro3ing its tmditinnal
economic base, thc natural ens4ronment of which that base rests, and the unique character
and the w~' of life that defines the Town" is of utmost importance" (Ground Watershed
Protection and Water Supply Manageraera Strateg3_ ). The Iviaster Plan Update
recommends preservatmn of rite Town's natural en'vironment from wetlands to
woodlands and to ':ackieve a land use pattern that is sensitive to the limited indigenous
water supply and will not degrade the subsurface water quality.
The outstanding needs enuraerated below are the culramation of careful comparison of die intent and
~'~ .... 'z . .:~ ~C.objectives o£th¢ town (as stated in past land use plans and stndies) and the currently ,existing conditions .? ~<~ .......
along the County Route 48 corridor. These needs reflect the past and presem vision of the Town and the
work that still needs to be done due to the proximlly of CounB- Route 48 to the hamlet commercial comers
and to avoid potentially cortflicting development strategies for such areas. These outstanding needs we find
exist throughout the Town and am speeifioally identified as follmvs:

2) To maintain and strengthen ham[et centers as the focus of coramemial, residential, and cultural
activit3:
3) To preserve the opera agricultural and rural character of areas outside of the hamlet centers;
4) to provide [or a variety of housing opportunities for citizens of different incoraes and age levels:
5) to enhance the opportunities for pedestrian-friendly shopping;
6) to continue to the support of the Town's agricultural econoray;
7) to mximlze the Town's natural assets, including its coastal location and agricultural base, by
balancing coraraercial, residential and recreal/onal uses;
8) to sUengthen the Town's me-recreational and tnarme-coramercial activities;
9) to encourage rite preservation of parkland and public access to the waterfront;
10) to support tourism by maintaining and sm:ngthening the Towa's assets that foster a tourist trade.

consideration of the recommendations and comments of our Planning Board. the Suffolk Coun$3 Planning
Cominission_ our planning consultant (CCG) and the public conunent taken at the public hearing and
othenvise, we hereby change the zoning dislxiCt designation for fl~e parcel known as

THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS
ADOPTED AT A REGULAR MEETING OF THE SOUTHOLD TOWN BOARD
HELD ON AUGUST 3. 1999:
WHEREAS the Town Board of the Town of Southold has retained the services of a
consultant to prepare a land use plan related to development along the County
Route 48 Corridor; and
WHEREAS the "Town of Southold County Route 48 Corridor Land Use Study",
known as the Study, has been completed to address development along the C9unty.
Route 48 Corridor; and
WHEREAS the Study constitutes a Type I action under SEQRA that may have a
significant adverse impact on the environment; and
WHEREAS the Town Board of the Town of Southold is the only involved agency;
and
WHEREAS the Town Board of the Town of Southold has not identified any
significant adverse environmental impacts, but wishes to provide a format through
the SEQRA review and public comment of the Study; and
WHEREAS a Final Generic Environmental Impact Statement (FGEIS) has been
prepared and adopted by the Town Board; and
WHEREAS a Supplemental Generic Environmental Impact Statement has been
prepared to address the Study; and
RESOLVED that the Town Board of the Town of Southold, acting as lead agency
hereby adopts the annexed Notice of Completion for the Supplemental Generic
Environmental Impact Statement on the Town of Southold County Route 48
Corridor Land Use Study.
