WORK SESSION
1:00 P.M. - The Board met to review the agenda.
The Organization Meeting of the Southold Town Board was held on
Friday,.'.January 2, 1981 at the.Southold Town Hall, Main Road,
Southold, New York. Supervisor Pell Opened the meeting at 3:00
P.M. with the Pledge of Allegiance to the Flag.

On motion of Councilman Drum, seconded by Councilman?Mur~y, it was
RESOLVED that the next regular meeting .of the Sout~6~ T~wn Board
will be held at 7:30 P.M., January 13, 1981 at~theSouthold Town
Hall~ Main Road, Southold, New York.

RESOLUTIONS
On motion of Councilman Nickles, seconded by Councilman Murdock,
-WHEREAS, it is required by Section 27, Subdivision I of the Town.
Law that the Town Board fix, from time to time, the salaries of
all officers and employees of the TOwn, whether elected or appointed,
and determine when the same shall be payable, now, therefore, be it
RESOLVED that the annual salarV of ,M~ri~ Bauer Johnson, ~eputy
Supervisor be and hereby is set at $~,600.00 per annum effective
as of January 1, 1981 and the same shall be paid in regular semi-
monthly payments. .

Moved by Supervisor Pell, seconded by Councilman Murdock,
WHEREAS; Section 64 of the Town Law requires the Town Board to
designate, by resolution, banks, in the State in which the Super-
visor or any other office '
of the Town shall deposit all moneys
coming into their hands by virtue of their offices, and
WHEREAS the Town Board may require any bank, so designated to
deposit with such Board bonds or certificates of the United
States, of the State of New York, or any county, town, city,
village or school district of the Stste of New York as security
for such funds so deposited but such~bond or'certificaie shall
be subject to the approval of the-Town Board and~shall be deposited
in such place and held under such conditions as the Town Board may
determine, now, therefore, be it
RESOLVED that the following banks are hereby designated a~
depositories and the following amounts of securities are hereby
required, to wit:

RESOLVED that The SUffolk Times, Greenport, New york, a newspaper
regularly Published in the Town of Southold, which has been entered
as a second class mail matter, be and the same is hereby designated,
effective February 1, 1981, as the official newspaper of the Town of
Southold for the publication of all notices, resolutions ordinances
and other matter required to be published. '

same is hereby designated as an additional newspapey of the Town of

COUNCILMAN NICKLES: I have a question on this one, Bill. I'm just
reading it now and it says, "RESOLVED that those officers of the
Town and the implication would be then that any other Town employees
attending this conference would not be eligible for payment.

RESOLVED that those officers and employees of the Town of Southold
att'ending the annual meeting of the Association of Towfis of the
State of New York be and hereby are allowed $250.00 per offlc ~
and employee for the actual an~ necessary expenses t~'travel,'-~eals
and lodging incurred while at~ending said meeting.

On motion of Supervisor PetI, seconded by Councilman Murdock, it was
RESOLVED that any Town official elected or appointed who is required
to use his own automobil~ in the performance of duty, be compensated
for travei expense~ necessarily and actually incurred in carrying
out the duties'of his office, at .a rate not to exceed twenty ($.20~
cents per mile,.

11. On motion of CoUncilman Murdock, seconded by Councilman Murphy, .
WHEREAS, Section' 123 of the Town Law provides that town officials
and employees who receive anddisburse moneys of the Town shall
on or before January 20th account to the Town Board for all moneys
received and disbursed by them in the. previous fiscal ~e~r, unless
the Town shall engage the servi~ ~ntant
or public accountant prior to
WHEREAS, the Town Board deems it necess~r~ ~c
accountant to prepare the aforesaid annual accoun~ or all Town
officers and employees, now, therefore
RESOLVED that the Town Boar~ of the
s~rvice of Elaine F. Kaldor, C.P.A., P.C.
of the books and records of officers and employ,
Southold for the fiscal year 1980 at a contract $2,400.00,
said audit to be completed within 60 days after the close of~ the
1980 fiscal year. '~

12. Moved by Councilman Drum, seconded by Councilman Murdock.,
WHEREAS, Section 11 of the General Municipal Law provides that
the Town Board may authorize the Supervisor, the chief fiscal
officer of the ~own, to invest money~ not required for i~ediate
expenditure, now, therefore, ir'is
RESOLVED that the Supervisor is hereby authorized to deposit or
invest moneys not required for immediate expenditure in special
time deposit accounts, or certificates of deposit issued by a
bank or trust company located and.authorized to do business in
this state, provided) however, that such time deposit accounts
or certificates of deposit shall'be payable within such time
as the proceeds shall be needed to meet expenditures for which
such moneys were obtained, and-.provided further that such time
deposit .accounts or certificates of deposit be secured in the
manner provided in Section ll~of the General Municipal Law.

Law that the Town Board fix, from~time to time, the salaries of

and determine when the same'sha~be paya~ie and that the salaries
of the members of the Town Board, and elected Town Clerk and an
elected Superintendent of Highways shall not be fixed in an amount
in excess of the amounts respectively specified in the notice of
hearing in the preliminary budget published pursuant to Section
108 of~the Town Law, now, therefore, be it

town having more than one assessor to establish the office of

duties shall perform such servibes in connection with a-sessment
and taxation of property for State, County and Town purposes-as
the Board shall direct, now, therefore, be it '
RESOLVED that Assessor Henry F. Moisa-be--~nd he hereby is designated
, to hold the office of.Chairman, of the Board of Assessors u~%il the
first day of January next succeeding such designation, a~ the
pleasure of the Town Board, all in accordance with Section 22B
of the Town Law, and be it further

and determine when the same shall be payable, now, therefore, be it
RESOLVE~D that the~ of Robert W. Tasker, Town Attorney,
be and hereby is set at $22,800.00 per annum effectiv~ as of
January 1, 1981 and the same shall be paid in regular semi-monthly
payments.

RESOLVED that the Chairman of the Southold Town Planning Board
be paid a salary of $2,000.00 effective as'of January l, 1981, and

SUPERVISOR PELL: I would like to note in the record that the
salaries set for CSEA and PBA are the same as last ,year. We
are in negotiations with both'units so they'will be the same as
last year until the contracts are settled/and they will b~ advised
and into the minutes. ,
COUNCIL~N NICKLES: Is that why the Chief's salary isn't on here?
SUPERVISOR PELL: Yes. Judy, did we leav~ our your Deputy Clerk?
TOWN CLERK TERRY: No, she was appointed when I took office last
year.

SUPERVISOR PELL: I would like under resolution appoint
Mr. Murphy to be his alternate.
On motion of Supervisor Pell, seconded by CouncilmanlDrum, it was
RESOLVED that Councilman Francis J. Murphy be and he hereby is
appointed Councilman Murdock's alternate ~on Youth Projections. Inc.

SUPERVISOR PELL: "I~la~d waterways Committee I will appoint on
January 13th when we meet. Councilman Drum will be sitting down,
who will be on that. committee, will sit down and go over it with
myself ~he Town Trustees.

COUNCILMAN MURDOCK:. Before you go on, Bill, I'd like to ask the
Town Attorney one questiOn~relative to the Mattituck Inlet Advisory
Board as well as the Youth Projections. Since both these gentlemen
are now my alternates, if we are both in attendance at the meeting
at the same time, would we both be considered eligible to cast a
ballot in terms of a quorum of members in attendance or as long as
I am there, I'm the only one?
TO~N ATTORNEY TASKER: Onlyin the absence-of you can your alternate
vote.
SUPERVISOR PELL: I did that Larry, because sometimes they meet both
the same night and you can't be in both places at the same time.
COUNCILMAN MURDOCK: I just wanted to clarify the situation, Some-
times we have trouble getting quorums.
SUPERVISOR PELL: I'd like to announce that we have on the Conservation
Advisorv Committee two terms expiring and on the Housing.Board one

germ. The Housing and the
Conservation is for a two year appointment. As I said the last
time the Town Board met, I will make the recommendation to the
Board-on January 13th. I will say January 9th will be the cut-off
time for resumes anybody wish To submit them. January 9th is a
Friday and we can distribute them over the weekend. The Board
meets on the 13th and we will make the appointment at that time.
Mr. Kelsey's replacement I will ask for resumes to be submitted
to the Town Clerk to be into the Town Clerk's office by January 23rd.
The Town Board will meet on January 27th and make the appointment.
I would also like to appoint Justice Doyen to all Standing
Committees representing Fishers Island.
Gentlemen, what else do you have to bring up? Larry? We
have one resolution yet we will go through with. Hank? John?
Frank? Councilman Drum will introduce the resolution.

HEREAS, this Board has learned with deep sorrow of the death
of Melville A. Ketsey, Jr., Chairman of the Southold Town Board
of'~ssessors, and
WHEREAS, in his service to the people of the Town of Southold as
Assessor since August 1973 and Chairman of the Board of Assessors
since January l, 1978, Mr. Kelsey has distinguished himself as a
dedicated and conscientious public servant, now, therefore, be it
RESOLVED that the Town Board of the Town of Southold hereby gives
formal expression of its loss in the death of Assessor Melville A.
Kelsey, Jr., a man esteemed by his associates and respected by
.all, and be it further
RESOLVED that when the Town Board adjourns this day, it do so out
of respect to the memory of Assessor Melville A. Kelsey, Jr. and
be it further
RESOLVED that a copy of this resolution be spread upon the miDutes
of this Town Board meeting and a copy be transmitted to the f~nily
of Assessor Kelsey that we may extend to them our sincere sympathy.
