WORK SESSION
Present: Supervisor William R. Pell, III, Councilman John J. Nickles,

8:30 A.M. - The Board audited outstanding vouchers.
9:15 A.M. - Charles Graves met with the Board to review the C.S.E.A.
Contract for 1983-84. Later in the day the contract was reviewed and
signed by C.S.E.A. President Curtis W. Horton.
EXECUTIVE SESSION
9:30 A.M. - Mr. Graves and the Board discussed a grievance filed by the
P.B.A. concerning] their 1983-84 proposed contract.
9:45 A.M. - The Work Session resumed and the Board began reviewing the
agenda.
10:10 A.M. - Nancy Trautmann from Cornell's Center for Environmental
Research made a formal presentation of the Southold Groundwater Demonstration
Site Pro!ect Report to the Town Board. (Report is on file in the Town Clerk's
Office - dated September 1983). Introducing the speaker and others present
was Lydia Totora, Chairman of the Town Board's Citizen Advisory Committee.
Also present: Franklin Bear, Bud Cybulski, Ruth Oliva, Valerie Scopaz Shaw,
RobertVilla, Dan Fricke, Joseph Sieczka, and Dale Moyer from Cooperative
Extension, Tom Martin, Suffolk County Department of Health, Robert Schneck,
N.Y.S.-D.EoC., and Keith Porter from Cornell's Center for Environmental
Research. The major recommendations from this report are: land use planning,
agricultural management, residential and commercial land management, research,
and regulation and enforcement.
11:05 A.M. - The Board resumed reviewing the agenda.
11:10 A.M. - Mrs. Sophia Adler of the North Fork Opponents of Nuclear
Exposure handed Supervisor Pell a letter stating that Governor Cuomo would
be at the Islip Arts Theatre, Suffolk Community College, on Thursday,
December 15, 1983 from 4:00 P.M. to 7:00 P.M. to hear statements from the
public on the Shoreham Nuclear Plant. In Mrs. Adler's letter was a suggested
letter to the Governor from the Town Board expressing their opposition to the
opening of the plant.
11:58 A.M. - Community Development Administrator James McMahon met with
the Board to explain Resolution No. 3 on the agenda which states the
Southold Town Community Development Block Grant Program will provide
subsidized loans, guaranteed loans, deferred loans and grants,--Mr. McMahon
also advised the Board he had received word from HUD that they have approved
32 units, and an amount of $192,000 to be spent on Section 8 housing.
12:02 P.M. - Town Engineer Lawrence Tuthill addressed the Board on his
progress on the flood map with FEMA. He said they have approved about
75% of the changes he has recommended. He also suggested the Board
add I ft. to our flood plain ordinace with reference to elevations, ~]s there
has been a 1 ft. rise over a 100 year period.--Mr. Tuthill also discussed the
center of destruction of hurricanes and he would like to contact Congressman
Carney to bring to his attention the fact that the center of desctruction occurs
70 miles east of the eye of the storm. Mr. Tuthill was advised to go forwaird
on this.
12:15 P.M. - Recess for lunch.

2:10 P.M. - Franklin Bear met with the Board to discuss the Southold Ground-
water Demonstration Site Project Report as it applies to the Water Advisory
Committee report. He questioned whether the Town Board has any recommenda-
tion on how the Water Management Program can be put into effect. Supervisor-
Elect Murphy said a ]oint meeting between the Town Board and Planning Board
will be called in mid-January to formulate a plan.
2:30 P.M. - The Board resumed reviewing agenda and off-agenda items.
3:20 P.M. - Deputy Superintendent of Highways Raymond Jacobs met with the
Board to discuss the tire problem on the new 4½ cubic yard front-end loader.
Ehrbar has agreed to deduct $7,800.00 from the purchase price of the machine
for the replacement of the tires. Mr. Jacobs said this is fair and agreed that
Ehrbar should receive their final payment.
3:40 P.M. - Work Session recessed until 7:00 P.M.
7:05 P.M. - The Boa'rd met with Executive Administrator Victor Lessard,
Planning Board Chairman Henry Raynor, and Board of Appeals Chairman
Gerard Goehringer to discuss the following matters: Villa D'Oro - New
York State Construction Code Agency states the Town cannot establish a
review board, this is the function of the NYS agency, and Mr. Giannone
must apply to them for relief. Hellenic Cabins - Mr. Lessard 'finds this
property is a "B-I" zone and the Board must decide whether the proposed
expansion-will affect the tourist camp permit. Board does not feel it will.
However, they must apply for a permit on the resturant site to the Board
of Appeals and Planning Board. Due to the oversight, Mr. Lessard will
begin the site plan process the next day. Mr. David Kappel, representing
Hellenic Cabins, and the owners, were present during this discussion. Mr.
Kappel was upset because time has been lost during which he could have
completed the aforementioned process. Fishers Island - there is a critical
housing problem on the Island and the Fishers Island School owns two
buildings, a one one family they wish to convert to two or three apartments,
and a two family dwelling. Mr. Lessard asked if the procedures could be
waived to enable construction to begin. Town Attorney Tasker advised
that the Town Board has no right to waive procedure.
7:30 P.M. - Work Session adjourned.
REGULAR MEETING
A Regular Meeting of the Southold Town Board was held on Tuesday,
December 13, 1983 at the Southold Town Hall, Main Road, Southold, New
York. Supervisor Pell opened the meeting at 7:30 P.M. with the Pledge of
Allegiance to the Flag.

paid: General Fund Whole Town Vouchers in the amount of $28,342.01;
General Fund Part Town vouchers in the amount of $17,054.97; Highway
Department vouchers in the amount of $13,999.25; Fishers Island Ferry
District vouchers in the amount of $41,342.80; Home Aide vouchers in the
amount of $540.96; Capita Account Landfill Equipment & Building vouchers
in the amount of $860.00.

RESOLVED that the minutes of the November 29, 1983 meeting of the
Southold Town Board be and hereby are approved.

SUPERVISOR PELL: At this time I~d like to recognize our special guests we
have with us tonight, to say a few words to perhaps the team, the coaches,
the parents who are here. What you fellows have done for this Town, it's
put us on the map again. We are known as the Home of the Soccer Champs.
But more important, what you have done, you have proven that you boys
have the ability to work for a goal. To work as a unit. To work as a team.
To achieve something you want to work for. To work together. You have
been watched by the Town Board, by t~h~ people in Town. We pick up the
press' in Town and see how you are doing. We as adults can give you the
basic tools, the tools of education, the tools to make you want to work, to'
learn, to play, to win. I run this Town from the highest elected official
in here. ! cannot do this alone. To my right, to my left are Board mem~rs.
We work as a team. It's a team effort. You proved you have the ability
to perform and work as a unit. We're proud of you. We have a proclamation
to present to your school and to present to your two coaches. They will be
presented by a former graduate of Southold High School, Councilman Nickles.
John will do the formal presentation 'of all three.
COUNCILMAN NICKLES: Thank you, Supervisor Pell. I've been on the
Town Board four years and I think this is the third time Southold has had
SUPERVISOR PELL.- Mattituck once. Mattituck last year.
COUNCILMAN N1CKLES: ---Southold has had an opportunity of coming toi
the Town Hall and receiving a proclamation from the Town Board, and as a
member of the Southold hamlet and the Town Board I'm certainly sharing the
pride of the rest of the Town Board and the members of the families to be
able to present this. If the team captains would like to step forward.--Greg
O'Brien, David Tarrabocchia, Doug Wieczorek.
Moved by Councilman Nickles, seconded by Supervisor Pell,
WHEREAS, the SOUTHOLD HIGH SCHOOL SOCCER TEAM has achieved a
'high standard of recognition in winning, for the fourth time, the NE.W
YORK STATE SOCCER CHAMPIONSHIP, and
WHEREAS, the award of this coveted championship is an example of the
spirit, dedication, team work and sportsmanship of the Southold High
School Soccer Team, and
WHEREAS, the skills and dedication of Coach Eugene Maiorana and Assistant
Coach Thomas'Rabbitt has guided the Soccer Team to this outstanding
accomplishment, now, therefore, be it
RESOLVED that the Town Board of the Town of Southold wishes to publicly
recognize and congratulate the SOUTHOLD SETTLERS SOCCER TEAM for
winning the New York State Soccer Championship for 1983.

COUNCILMAN NICKLES: Is Tom Rabbitt here?
COACH MAIORANA: Tom had a prior meeting.
COUNCILMAN NICKLES: Coach Maiorana, congratulations. I don't know if
the Town Board members know this, but the coach made a bet with the team,

that if they won he'd shave his head. I don't know if he had a lot of hair
to start out with. (Councilman Nickles read the foregoing resolution to Coach
Maiorana who received his own copy, and a copy was given to him to be
presented to Coach Rabbitt.) Gene, would you like to say a few words?
COACH MAIORANA: Just that I happened to be in the right place at the
right time. On behalf of the school and all the people who helped to develop
their skills over the years and it's been many people that helped, I'd like to
thank you.
SUPERVISOR PELL: Thank you, Coach. Before you boys leave, it's been
talked about team work, team effort, I'd like to tell you a little story about
football, and this happened in Greenport High School. I played left end back
in 1952 this is, and the left guard was played by Mr. Clifford Utz, who is a
coach in Greenport. So we were playing a team one day and we were ahead
by two or three touchdowns ahead, and we had a fellow who played halfback
who played the line the year before and all of a sudden this year the coach
moved him into the backfield and the guy was good, he was a good ball player,
and he was running and making touchdowns and everything. So we called our
own play, we called what we called cross buck 45, that's this individual running
between'the left end and the left tackle. So I go up to the line and I get down
on my stance, and Cliff Utz says to me, "Miss your block." I look at him and
say, "Miss my block?" He said, "Miss it." So I miss my block. He missed
his. The halfback got thrown for two or three yard loss. we w~nf ~,~ *~
the huddle again, and he said to Jimmy Atwell, "Call the same play again."
! look off to the sidelines and I see my substitute, a guy by the name of
Billy Claudio, getting up and starting to come.in. So we go play the same
play again, but a straight 45. This halfback again was going to run between
the left end and the left tackle. So I go down on my stance again and he
says, "Miss your block." I says, "Miss it again?" He says, "Miss it." So
I sort of half blocked and the guy got to the line of scrimmage and he got
stopped there. We go back to the huddle again and my substitute is running
out on the field for me to go out, coach pulled me out, and Cliffy Utz says
to the guy,.the halfback, he said, "You're not much without a line, are you?"
He couldn't do a thing until we all worked together. When the line worked
with the backfield we won the game. It's team work. It's pulling together.
You people done a good job. Coach, I hope you come home with the bacon
next year. Thank you all for coming. You can leave if you want.

Councilman Townsend .....
COUNCILMAN TOWNSEND: Bill, as I said before, I received a report from
the Landmark Preservation Commission which was established earlier this
year and they've completed the first phase of their work and I'd just like
to read you one paragraph from this report, which reads, "Our first step
was to assign each Commissioner member with a hamlet, village or town,
asking him/her to present as comprehensive a list as possible of pre-1800
structures in his area, with photographs and as much available information
on each structure as possible. The initial list consisted of sixty-nine possible
pre-1800 historic monuments; one in Laure, eight in Mattituck, five in
Cutchogue, one in New Suffolk, thirty in Southold, three in Greenport, six
in East Marion, nine in Orient and six along the King's Highway (Route 25
to Orient Point). The Commission as a whole is examining the eligibility of
each of the pre-1800 houses on the basis of the information submitted ot it
and, using the criteria of the National Register adapted to fit the local
situation, has already reduced the original number from sixty-nine to fifty-
five. The Commission will then visit those houses remaining on the list for
an onsight verification of the age of the structure. Finally, the Commission
will ask the owner of each of the structures on the list for his permission,
in writing, to have his building designated as an Historic Landmark. Our
target date for submitting to the Board a list of pre-1800 Historic Landmarks
DECEMBER 13~ 1983
in Southold Town is April 1984, one year after the appointment of the
Commission.'' I think it represents an awful lot of work and I am very
pleased to submit this report to the Town Board. That's all I have.
SUPERVISOR PELL: Thank you. Councilm'an Murdock.
COUNCILMAN MURDOCK: Well, the work at the Landfill is progressing. , The
building is standing in spite of the wind. If we can get a strong southeast
wind instead of the northwest wind maybe it will blow the papers back in
until we get the building operational. Other than that everything is going
along fine.
SUPERVISOR PELL: Thank you. Councilman Nickles.
COUNCILMAN NICKLES: Nothing.
SUPERVISOR PELL: Councilman Murphy.
COUNCILMAN MURPHY: Glad to report that we finally have the money allocated
in the County to dredge Richmond Creek. It should be done early next SPring.
SUPERVISOR PELL: $50,000.00?
COUNCILMAN MURPHY: $500,000.00.
SUPERVISOR PELL: Judge Edwards.
JUSTICE EDWARDS: Yes, sir, we've completed our CHIPS Program on Fishers
Island last week. We poured twenty yards of concrete replacing some old
cracked sidewalks and the people on the Island are very grateful to Mr. Dean
and his assistance through the CHIPS Program. Thank you.
SUPERVISOR PELL: Supervisor had a very interesting meeting in Albany with
the Cablevision Commissioner. We are working with the other east end towns
and villages towards preparing a franchise contract to be reviewed by the town
attorneys and the town boards. We hope to have that at the last part of this
year or first part of next year, but it is progress. The company called today
from Boston and they will be calling back next week to arrange a meeting with
the town board, but no date has been set for that yet.
il. PUBLIC NOTICES.
JUSTICE EDWARDS: 1. Received a request for Department of Army (Corps
of Engineers) for the following activity: Construction of a 3 foot by 15 foot
elevated ramp connected to a 6 foot be secured by two piles extending approx-
imately 15 feet offshore of the mean high water line for private recreational
user in Fair Haven Inlet, Little peconic Bay by Maureen Sullivan, Manhasset,
New York. AIl correspondence on this to the New York District Corps of
Engineers within twenty days - December 14, '1983.
2. Notice of Complete Application to the N.Y.S.-D.E.C. by Maurice
Je'so, Cedar Grove, New Jersey. Project description - Town of S~,
construct a 50 ft. Iow profile timider jetty to be located 20 lineal feet west
of existing remains of deteriorated structure. Pro~ect site is on Great Peconic
Bay, south of Peconic Bay Boulevard, between lands now or formerly of Albert
Brisotti and M011y Patterson, Laurel, New York. All comments to the D.E.C.
by December ~16, 1983.
3. Application to the Department of the Army, Corps Of Engineers,
by Cynthia Dietz, to place at each of five locations, two wooden trays Iwith
marker bouys) filled with 50 pounds of sand and gravel anchored by concrete
blocks for the experimental purpose of measuring clam growth rates, in Hog
Neck Bay, Little Peconic Bay, Noyac Bay, Southold Bay and Shelter Island
Sound, at various sites at Southold, Greenport, Shelter Island and Southampton.
All comments by December 23, 1983.
4. Complete application of Fritz C. Kohn, Old Harbor Road, New Suffolk,
to the N.Y.S.-D.E.C. Project is to dredge a 25 ft. by 75 ft. area to a depth
of 6 ft. at mean-Iow water in a canal on the north side of Schoolhouse Creek
and place resultant 130 cu. yds. of spoil behind adjacent bulkhead and backfill.
All comments to D.E.C. by December 23, 1983.
5. Complete application of E. Wallace and Ruth Rothmayer, Mattituck,
New York to the N.Y.S.-D.E.C. Project description: create a two lot
residential subdivision by dividing a 4.18 acre parcel into two lots, each in
excess of 2.0 acres. Property fronts on Long Island Soundr approximately
3900 feet north of Sound Avenue, Peconic. All comments to the D.E.C. by
December 23, 1983.
6. Notice of Complete application by Frederick Arthur Ross, Franklin
Avenue, Garden City, New York, to the N.Y.S.-D.E.C. Project description:
In Mattituck, reconstruct a 70 ft. Iow profile timber groin with construction
no higher than 2 ft. above mean high water on its landward side and 6 inches
above mean high water on its seaward side. The groin will be prefiIled with

75 cubic yards of clean upland fill upon completion. The project is located
on the north shore of Peconic Bay at M~tO~Oka~Point off Park Avenue,
Matt, tuck. All comments to the D.E.C. by December 30, 1983.
7. ComPlete application by Richter ~Home Improvement Co., Inc., Greenport,
New York, to the N.Y.S.~D.E.C. Project description: construct a 17 ft. by
15 ft. wooden deck approximately 67 ft. from tidal wetlands. Applicant is
seeking a 8 ft. variance from the 75 ft. minimum setback requirement by Tidal
Wetlands Land Use Regulations. The project is located on the shore of Pipes
Cove at the foot of Ninth Street in the Village of Greenport. All comments to
the D.E.C. by December 30, 1983.
SUPERVISOR PELL: Thank you. You've heard the reading of the public
notices. They are posted on the Town Clerk's Bulletin Board for additional
information.
III. COMMUNICATIONS.
1. Request to be considered next year by the North Fork Midget Football
from G~eenport for financial aid when the Board receives these requests in the
springtime.
2. Petition submitted by Dorothy and Howard Zehner. The gentleman
came in to the Town Board six months ago and asked that the Town study the
feasibility of creating a West Greenport Sewer District. There is a West
Greenport Water District already and the people turned in a petition today
with 101 signatures on it. The Board will consider that the first of the year.
3. Reference to our LandfiJl from the State of New York r Department of
Environmental Conservation. W~~ will have to reply back-to them.
IV. PUBLIC HEARINGS.
SUPERVISOR PELL: We have one public hearing tonight at 8:00 o'clock which
we will come back to at the appropriate time. (Proposed amendment to the
Community Development Year IX Program.)
V. RESOLUTIONS.
Moved by Councilman Murphy, seconded by Councilman Murdock, it was
RESOLVED that the Town Board of the Town of Southold hereby authorizes
Step Ill salary increment in the amount of $500.00 to Pamela McCafferty,
Clerk-Typist for the Department of Public Works, effective December 16,
1983.

RESOLVED that the Southold Town Board declare itself lead agency in regard
to the State Environmental Quality Review Act in the matter of the application
of Enconsultants, Inc., on behalf of Daniel Silverman and E. Cartnick for a
Wetland Permit on certain property located at Wunneweta Pond on Wunneweta
Road, Nassau Point, Cutchogue, New York.
Vote of the Town Board; Ayes: Justice Edwards, Councilman Townsend,
Councilman Murphy, Councilman Murdock, Councilman Nickles, Supervisor Pell.
This resolution was declared duly ADOPTED.
Moved by Councilman Townsend, seconded by Councilman Murdock, it was
RESOLVED that the Southold Town Community Development Block Grant
Program will provide Subsidized Loans, Guaranteed Loans, Deferred Loans,
and Grants for the rehabilitation of homes in census tracts 1700.02 and 1702.1
that are occupied by the elderly and other families meeting Section 8 Income
Guidelines of April 3, 1983.

This resolution was declared duly ADOPTED.
COUNCILMAN TOWNSEND: This is an extension of what we have been doing
through the Community Development Program and it's working successfully.

Creek, Matt,tuck, New York.

RESOLVED that the Southold Town Board declares itself lead agency in
regard to the State Environmental Quality Review Act in the matter of
the application of The Land Use Company, on behalf of North Fork Property:
Development (Lot 22), for a Wetland Permit on certain property located'on
the south side of Lupton Point Road, on a dredged canal off Deep Hole
Creek, Mattituck, New York.
Vote of the Town Board: Ayes: Justice Edwards, Councilman Townsend,
Councilman Murphy, Councilman Murdock, Councilman Nickles, Supervisor Pell.
This resolution was declared duly ADOPTED.
Moved by Councilman Nickles, seconded by Councilman Murdock, it was
RESOLVED that the Town Clerk be and she hereby is authorized and
directed to advertise for bids for the sale of scrap metal and paper, by
the Town, all in accordance with specifications and a contract to be let
by the Town Board of the Town of Southold, for fiscal year 1984.

25, 1983 and November 29, 1983 the second and third seven-pile dolphins on
the southwest side of the entrance of Silver Eel Pond, Fishers Island, wer~
destroyed_, and

WHEREAS, these dolphins provide protection from a stone breakwater on the
southwest side of the entrance to Silver Eel Pond, and one of the missing
dolphins also held a navigation light marking the entrance, and
WHEREAS, the loss of these dolphins and the navigation light adversely
affects the safe navigation of ferry vessels to and from Fishers Island during
times of adverse weather conditions, darkness, and restricted visibility,, nowr
therefore, be it
RESOLVED that the Town Board of the Town of So uthold hereby declares that
an emergency exists at the entrance to Silver Eel Cove, Fishers Island, and
authorizes the Board of Commissioners of the Fishers Island Ferry District~ to
engage the services of Whaling City Dredge & Dock Corp., Groton, Connecticut,
to make timely and expeditious repairs consisting of replacement of both seYen-

plUs a flat monthly charge of $35.00 for the use of the facilities of the supplier,
Relay Communications Center, Riverhead, New York, whcih also includes the
receiving of 100 two minute calls.
COUNCILMAN NICKLES: Question on the motion. I'd like to hear again what
the iustification is for this. It seems every Supervisor in Town has had a
Town car and Town police radio for communication. I didn't understand from
this afternoon why this would be different come 1984.
SUPERVISOR PELL: The Supervisor-Elect chose to use his own personal car
instead of having the Town buy a car for him to use.
COUNCILMAN NICKLES: Then why don't we put the radio in that car?
SUPERVISOR PELL: Why don't we put the police radio in his personal car?
John, I discussed it with him and he felt, and I agreed with him, because
more than once i wish I had a telephone instead of going through the police
for communications. It's easier to communicate with Town Hall if you're not
in Town Hall.
COUNCILMAN NlCKLES: i just don't see the justification for a Supervisor
to be in his own car when he's on Town business. I think insurance-wise
it isn't any advantage to use, because if you're on Town business in your
own vehicle and you have an accident you're still liable for coverage and
I would think the Supervisor would want to hear what's going on on the
police band.

WHEREAS, Marine Associates, Inc. heretofore filed a petition with this Board
requesting a change of zone of property owned by it at New Suffolk, in the
Town of Southold, and
WHEREAS, this Board, as lead agency, requested that said petitioner prepare
and file a Final Environmental Impact Statement (FEIS) with this BOard, with
respect to said petition, and
WHEREAS, said FEIS has been filed with the Town Clerk, and
WHEREAS, a public hearing must be held by this Board before it may take
action on said petition for a change of zone, pursuant to the provisions of
the Town Law, and
WHEREAS, Section 8-109, subdivision 5 of the Environmental Conservation Law
provides that notwithstanding the specified time periods established by Article
8 of said law, an agency shall have the right to vary the times so established
therein for the preparation, review and public hearings in order to coordinate
the environmental review process with other procedures required in the
consideration of an action,
NOW, THEREFORE, IT IS RESOLVED that the FEIS of Marine Associates, Inc.
shall not be deemed accepted by this Board until it has held a public hearing
on the said petition for a chanqe of zone of Marine Associates, Inc., and it is
FURTHER RESOLVED that pursuant to the provisions of the Environmental
Conservation Law and Rules, promulgated thereunder, after said hearing is
held and the said FEIS is accepted by this Board, the environmental review
process shall be considered by this Board concurrently with its consideration
of the petition for a change of zone.

Moved by Supervisor Pell, seconded by Councilman Nickles,
WHEREAS, the Southold Town Planning Board and Suffolk County Department
of Planning have prepared official reports and recommendations on the petition
of Marine Associates, Inc. for a change of zone from "C" Light Industrial
District to "M-I" General Multiple Residence District on certain property
situated at New Suffolk, Town of Southold, New York, and more particularly
bounded and described as follows: I~EGINNING at a point on the easterly
side 'of First Street at the southwest corner of the premises herein described
where the division line between said premises and the land now or formerly
of the Radel Oyster Company adjoining on the south intersects the said easterly
side of First Street; running thence North 6_degrees 54 minutes 30 seconds
East along the easterly side of First Street, 211.02 feet to the corner formed
by the intersection of the easterly side of First Street with the southerly side
of Main Street; thence South 83 degrees 45 minutes East along the southerly
side of Main Street I93.50 feet to the southeast corner of said Main Street;
thence North 6 degrees 15 minutes East along the easterly end of Main Street,
49.50 feet to the northeast corner of Main Street; thence North 83 degrees,
45 minutes West along the northerly side of Main Street, 192.94 feet to the
corner formed by the intersection of the northerly side of Main Street with
the easterly side of First Street; thence along the easterly side of First
Street, North 6 degrees 54 minutes 30 seconds East 272.45 feet to the land

formerly of David H. King; thence South 83 degrees 47 minutes 30 seconds
East along said last mentioned land to Peconic Bay; thence in a general
southerly direction along Peconic Bay to the northerly line of Radel Oyster
Company; thence along said land of Radel Oyster Company, North 83 degrees
05 minutes 03; seconds West to the easterly side of First Street at the Point
or place of BEGINNING. Together with ail the right, title and interest of
the parties of the first part in and to several grants of land under water
directly in front of these premises conveyed.~
NOW, THEREFORE, BE IT RESOLVED that a public hearing will be held by
the Town Board of the Town of Southol~d at 8:10 P.M., Tuesday, January
3, 1983 at the Southold Town Hallr ~lain Road, Southoldt New York, onthe
afo,'ementioned petition, at which time any person desiring 'to be heard dn
said petition should appear at the time and place above so specified, and
be it further
RESOLVED that the Town Clerk be an~l she hereby is authorized and directed
to cause notice of said hearing to be published in the official newspaper pursuant
to the requirements of law.
