WORK SESSION
1:00 P.M. - The Board audited outstanding vouchers.
1:30 P.M. - Began reviewing the agenda.
2:00 P.M. - MFs. Venetia McKeighan, Site Manager of t, he Southold Town
Nutrition Program met with the Board to advise them that a month ago the
last CETA worker was terminated and this has caused a doubling-up of the
remaining help. She no longer has a driver for the Essential Service Van
and there are ten very needy people waiting for home meal delivery, but
due to the severe cut-backs, she is unable to service those people. Mrs.
McKeighan is using her own personal vehicle to transport people to the
doctor. She requested the Board to allocate $500 for November and December
and include $3484 in the 1984 Budget for a part-time, twenty hour person,
without benefits, to drive the Essential Services Van. The Board all agreed
all agreed that the Nutrition Program is valuable to the Town and their support
is required and placed a resolution (no. 40) on the regular meeting agend~l to
hire the Van Driver. Councilman Townsend suggested to Mrs. McKeighan that
a fund-raising drive might be the solution to supplement the Nutrition Program
Budget.
EXECUTIVE SESSION
2:15 P.M. - Chief H. Daniel Winters met With the Board to discuss a personnel
problem within the', Police Department.
2:30 P.M. - The Board continued reviewing the agenda.
3:00 P.M. - The Work Session adjourned.
REGULAR MEETING
A Regular Meeting of the Southold Town Board was held on Tuesday,
November 1, 1983 at the Southold Town Hall, Main Road, Southold, New York.
Supervisor Pell opened the meeting at 7:30 P.M. with the Pledge of Allegiance
to the Flag.

!. REPORTS.
SUPERVISOR PELL: The following reports are placed on file in the Town
Clerk's Office. Anybody wishing to review them can do so either in the Town
Clerk's Office or the Supervisor's Office.

Home Aide Program monthly report - October 1983.
4. Long Island Cablevision's monthly report - September 1983.
5. At this time the Councilmen will make their own reports. Councilman
Townsend.
COUNCILMAN TOWNSEND: Not much Bill. One thing I did was represented the
Town in judging the Greenport School Halloween Costume Contest. I guess the
reason ~hey chose me is because I'm not running and if I had been I would have
lost about 150 votes and gotten five. Anyway, the creativity of these kids is
great. That's all I have.
SUPERVISOR PELL: Councilman Murdock.
COUNCILMAN MURDOCK: Well, if people go to the Landfill they'll see the
building becoming in progress. The steel has been delivered. Probably in a
couple of weeks you'll have a building to look at. If you stay late enough you'll
-hear a resolution involving some fees at the Landfill and ways that we're tightening
up on out-of-town debris coming in. The second thing is we had a meeting of
Southold Town Youth Projection and the funding that the County has put forth--
they've changed their program effective January 1st, 1984 and the current mode
that we operate under has to be changed and the Board of Directors of Southold
Town Youth Projection is having a meetin~ on November 30th, 1983, it's the
fifth Wednesday of the month. We chose that Wednesday because it's after the
holiday, the fifth Wednesday or the fifth Monday generally there are no conflicting
meetings by other organizations. We'd like to see as many people as possible come
out. We need ideas from parents. We need ideas from the youth. Southold Town
Youth Projection is looking for a new program that we can help foster for the
youth of the Town. We need some input and we need programs. One of the
things that we will be discussion and has already been suggested to us, is that
we ask the Town for a full-time recreation director or full-time recreation depart-
ment. We're one of the few towns that does not have one and we're really looking
forward to as many people with all the input that we can get for the night of
Wednesday, November the 30th, 1983. Thank you.
SUPERVISOR PELL~ Councilman Nickles.
COUNCILMAN NiCKLES: I have nothing to report, but I would like to comment
on an i~cident that occurred over the weekend at the intersection of Route 25
and Boisseau Avenue in Southold. There was a three-car accident there because
one car heading south on Boisseau Avenue did not stop at the stop sign and
percipitated a three-car collision. Fortunately no serious injuries occurred. One
of the cars did contain young children, but two of the vehicles ended up on the
south side of the street at the intersection of Hobart and Route 25 and thank
God there weren't any people on the sidewalk at that time because they would
have been either killed or very seriously injured. The reason I mention it is
tha~ for the last twelve years we've been trying to get a light there and most
specifically the last two years. ^ year or so ago we had a petition in with
900 ,names on it for a stop light at that intersection. We've been after the
Department of Transportation of the State of New York. They did a survey
in the summer of 82 which we found was not satisfactory. We asked them to

come back again this summer and they came up with all kinds of traffic counts,
how many seconds it takes to gain access to the intersection. The long and
short of it was they had a lot of excuses why they would not listen to our
request for a stop light and I hate to say this but I can only relate it to the
laurel Bridge. We started with them last December of 82 and we had the State
Police make surveys to point out the hazards that existed there and they did riot
act until there was serious fatalities. And I'd like the press to take note of this
and contact the Chief of Police for the details of the accident. But I think it'S
unfortunate that the Department of Transportation is so slow to move.
SUPERVISOR PELL: Thank you. Councilman Murphy.
COUNCILMAN MURPHY: i agree with John and I hope we don't need a 'fatality
or anything to solve the problem down there when we in the Town and people
who live in that area certainly know what the problems are. If we can , only ,get
government to move it would be great. ! would like to add to what Larry said.
I'm 91ad the building was delivered. We hope to be operational before the fii~st -
of the year and solve one of Southold's biggest problems. And last, but not least,
we expect to start harvesting our second years results of the clam seedin9 program
this week and start transferring them to the various creeks. So far the results
were great and I'm very pleased. Thank you.
SUPERVISOR PELL: Judge Edwards.
JUSTICE EDWARDS: I guess the biggest thing from Fishers Island is we had
some of the Town Board members over there Saturday. We had a public hearing
regarding the purchase and acquisition of a new ferryboat and I think all the

members that were over there will agree that the Island population is ~° in
favor of spending 1.4 million dollars for a new ferryboat to replace the small
Olinda which is now thirteen years old. It was a pleasure to have the Board
members come over to the Island on such a windy day. Thank you, Bill.
SUPERVISOR PELL: Thank you.- The °nly thing I have to report is working
on Cable TV with the five East End Towns and the Village Mayors. We had one
meetin9 with the Commissioner from Albany down here. We have another scheduled
for the 17th of this month (November) to meet with representatives from Albany to
talk about how we would like to proceed with our Cablevision service. If I could
quote the Commissioner after he heard and reviewed all the complaints we had, he
said the reception that the people on Eastern Long Island receive from Cablevision
only can be described in one word, that word is the "pits". You laugh, but
throughout the State, this gentleman who came down with his staff said he'd been
all around the State checking out different things and we have the worst service
on the east end of Long Island and he vowed to work with the officials of the~
five East End Towns and Village Mayors to ...upgrade the system. So we will meet
again on the 17th on that.
II. PUBLIC NOTICES.
COUNCILMAN NICKLES: 1. From the Department of Environmental Conservation
a Notice of Complete Application of a project to construct a 36 ft. by 250 ft. bY 23
ft. high addition to an existing 60 ft. by 260 ft. steel prefab boat storage building
approximately 30 ft. from the Tidal Wetlands boundary and 10 ft, from an existing
bulkhead. The project is located on the south side of Mil Road, Mattituck Creek,
Mattituck. Applicant is ~Mattituck Holdin9 Co., Inc. The reponse date to the
D.E.C. is by November 11, 1983.
2. Application of Peter Micciche, which is also a Notice of Complete
Application from the New York State Department of Environmental Conservation,
and the project is to enlarge an existing boatslip by excavating approximately
20 cubic yards of soil. New dimensions of slip to be 23 ft. by 26 ft. Timber
floor of boatslip to be removed and replaced with concrete. The excavated soil
will be used to backfill a 30 ft. section of bulkhead, located along the northern
end of property, that will be replaced inkind and within 18 inches of old bulk-
head. The project is located along a Canal off Corey Creek on a Private Road
running southeast of Bayview Road in Bayview, Southold. The response date
to the D.E.C. is November 11, 1983.
3. Notice of Complete Application of Arthur and Muriel Sammartino from the
New York State Department of Environmental Conservation, to construct a single
famly dwelling with attached decks approximately 85 feet northeast of Great Pond.
Install a sanitary system a minimum of 100 feet northeast of Great Pond. Fill
property with 100 cubic yards of clean fill in low areas. Install driveway. Project
is located at the corner of Kenney's Road and Dogwood Lane, Great Ponce, Sdutl~old.
Response date is November 18, 1983.
4. Notice from the Senate Standing Committee on Aqriculture of New YOrk
State, notifying us that there will be a meeting at the Riverhead Town Hall on
November 3, 1983 and basically what it relates to is a program similar to what
the Town has proposed and what Suffolk County has in place and whether the
State of New York should consider such and there are several other questions.

hearing to consider alternatives for farmland preservation in New York State.
SUPERVISOR PELL: i'd also like to note at this time on the ballot you will be
_voting on on November 8th there are two local propositions. Both of them will
be out on the extreme righthand end. The last one will b~ to vote for the
Farmland Preservation for our Township and the next to the last one will be for
the term of the Trustees. So when you go to the voting booth we hope you will
find those two.

Ill. COMMUNICATIONS.
SUPERVISOR PELL: 1. From the East End Arts and Humanities Council asking
the Town Board to get involved in a project and perhaps help put up a cash
award for the motion picture industry in our County.
2. From Suffolk County Board of Health Services in regard to the Water
Resource Management Plan the County is under. They want to know if they
could take Lead Agency in it.
3. Petition from the residents of Rocky Point Road where the area speed
limit is 55. They would like to have it reduced to 35 miles per hour. This
will be turned over to the Police Department for investigation.
4. Letter in regards to the stairway at Horton's Point Lighthouse and
thanking the Board for putting the stairs back together again and putting
them in. (from Anne and Howard DeLeeuw)
5. From the office of County Executive Cohalan giving us the list of
the proiects that will be considered countywide in the New York State Infra-
structure Bond Act that will be on the ballot on November 8th.
¢. From Holzmacher, McLcndon and Murrell, P.C., engineering consultants,
giving the Town a breakdown of the funds for our Southold Scavenger Waste
Proiect. It's a joint effort between Southold and Greenport.
IV. PUBLIC HEARINGS.
SUPERVISOR PELL: We have two scheduled for tonight (8:00 P.M.- on Draft
Environmental Impact Statement submitted by Marine Associates, Inc. with
regard to application for a Change of Zone. 8:15 P.M. - petition of Alfred E.
and Claire Bouffard for a Change of Zone at Mattituck.) We had five this
afternoon (3:00 P.M. - proposed Local Law to Regulate the Operation of l~n-
licensed Motor-Driven Vehicles. 3:05 P.M. - Wetland Application of The Land
Use Compnay on behalf of Armando Cappa. 3:07 P.M. - Wetland Application
of The Land Use Company on behalf of Ernest Wilsberg. 3:10 P.M. - Wetland
Application of The Land Use Company on behalf of Jerry Bady. 3:12 P.M. -
Wetland Application of the Suffolk COunty Department of Public Works). At
8:00 o'clock we will go into them.

WHEREAS r the Town Board wishes to commend Jonathan Y. Richmond, Phd.
for giving of his time and talents to the service of his community through .-
Scouting leadership since 1967, community youth leadership as an Adult Advisor
for the Greenport Youth Group, Sunday School Teacher and Youth Fellowship
Advisor for the Holy Trinity Episcopal Church, and public service leadership
with the Community Theatre, Greenport Village Planning Board, Southold Town

to the State Environmental Quality Review Act in the matter of the application
of Michael Carlucci for a Wetland Permit on certain property located at Conkling
Point (~r~eek, south side of Island View Lane, Greenport, New York.

RESOLVED that Supervisor William R. Pell, III be and he hereby is authorized
and directed to execute U. S. Environmental Protection Agency Assistance
Agreement for a $1,356,090.00 grant based upon the Town's application for
Federal assistance pursuant to the Clean Water Act and certified' to the EPA
'by the New York State Department of Environmental Conservation for the
construction of the Scavenger Waste Pretreatment Facility at Greenport, New
York.

Moved by Councilman Nickles, seconded by Councilman Murdock,. it was
RESOLVED that pursuant to Article 8 of the Environmental Conservation
Law State Environmental Quality Review and 6NYCRR Part 617, Section
617,10 and Chapter 44 of the Code of the Town of Southold, notice is hereby
given that the Southold Town Board, as lead agency for the action described
below, has determined that the project, which is unlisted, will not have a
significant effect on the environment.
Description of Action: Application of The Land Use Company, on behalf of
Maureen Sullivan, for a Wetland Permit to construct ramp, float, and two (2)
spiles on Cedar Beach Inlet, at. the end of Inlet Way, Cedar Beach, Southold,
New York.
The project has been determined not to have a significant effect on the
environment for the following reasons:

WHEREAS, the Town Board of-the Town of Southold (herezn
called "Town Board" and "To~n", respectively), in the County of
Suffolk, New York, upon the recommendation of the Board of
Commissioners of the 'Fishers Island Ferry District, in the Town
(herein called "District"), has requested Sparkman & Stephens,
New York, New York, licensed naval~architects (herein called
"Naval Architects"), to prepare a preliminary plan and report for
the increase and improvement of facilities of the District
consisting of (a) the acquisition of an additional ferryboat at
an estimated maximum cost of $1,400,000, to replace the ferryboat
"OLINDA", presently owned and operated by the District, and (b)
application of the (i) amount of $300,000 expected to be received
as trade-in value for the "OLINDA", and (ii) the amount of
$590,000 current funds of the District to be made available to
the purchase price of said new ferryboat, said new ferryboat to
be used on the authorized routes of the District, and
WHEREAS, the Naval Architects have completed such plan
and estimate of cost and filed same with the Town Board, and said
Town Board thereafter adopted an order describing in general
terms the proposed increase and improvement of the facilities,
specifying the estimated cost thereof, and stating that the Town
Board woul~ meet to hear all persons znterested in said increase
and improvement of facilities on OCTOBER 29, 1983 at 12:30
o'clock P.M. (Prevailing Time) at Fishers Island Firehouse, at
Fishers Island, in the Town; and
WHEREAS, ~opies of such Order, certified by the Town
Clerk, were duly published and posted pursuant to the provisions

WHEREAS, such public hearing was duly held by the Town

Recital
WHEREAS, the Board of Commissioners of the Fishers

Southold (herein called "Town"), in the County of Suffolk, New

an additional ferryboat to replace the existing ferryboat

RESOLVED BY THE TOWN BOARD OF THE TOWN OF SOUTHOLD, IN
THE COUNTY OF SUFFOLK, NEW YORK (by the favorable vote of not
less than two-thirds of all the members of said Board) AS .....
FOLLOWS:
Section 1. The Town hereby appropriates the amount of
$1,400,000 for the increase and improvement of facilities of the
District, by the acquisition of a new ferryboat to replace the
existing ferryboat "OLINDA", including the amount of $300,000
expected to be received as trade~in~.~!ue for said existing
ferryboat and $590,000 curren~ f~nd~' ~ailable therefor, all in
accordance with the plan and report prepared by Sparkman &
Stephens, New York, New York, licensed naval architects, on file
in the office of the Town Clerk and hereby approved. The
estimated maximum cost of said specific object or purpose,
including preliminary costs and costs incidental thereto and the
financing thereof, is $1,400,000 and the plan of financing
includes the application of said $300,000 trade-in value on the
ferryboat "OLINDA," and said $590,000 current funds, the issuance
of $510,000 serial bonds of the Town and the assessment, levy and
collection of.the amounts necessary to pay the principal of and
interest on said bonds, upon all the taxable real property of the
District, at the same time, in the same manner and by the same
officers as Town charges are raised by tax therein.
Section 2. Serial bonds of the Town are hereby
authorized to be issued in the principal amount of $510,000,
pursuant to the provisions of the Local Finance Law, constituting
Chapter 33-a of the Consolidated Laws of the State of New York
(herein called "Law"), to finance the balance of said
appropriation not provided by said trade-in value and said
current funds.
Section 3. The following additional matters are hereby
determined and stated:
(a) The period of probable usefulness of the specific
object or purpose for which the bonds authorized by this
resolution are to be issued within the limitations of Section
ll.00.a. 26 of the Law, is thirty-five (35) years.
(b) Current funds are not required by the Law to be
provided prior to the issuance of the bonds authorized by this
resolution or any bond anticipation notes in anticipation of the
sale of such bonds.
(c) The proposed maturity of the bonds authorized by
this resolution may exceed five (5) years.
Section ~.~ Each of the bonds authorized by this
resolution and any bond anticipation notes issued in anticipation
of said bonds, shall contain the recital of validity prescribed
by Section 52.00 of the Law and said bonds and any notes issued
in anticipation said bonds, shall be general obligations of the
Town payable as to both principal and interest by a general tax
upon all the taxable real property within the Town without
l~imitation as to rate or amount. The faith and credit of the
Town are hereby irrevocably pledged to the punctual payment of
t~.~ principal of and interest on said bonds and provision shall
b~m~8~annuall~ in the budget of the Town by appropriation for
(a) the amortization and redemption of the bonds to mature in

Section 5. Subject to the provisions of this resolution

anticipation notes, or, the renewals of said Notes and of Section
50.00 and Sections 56.00 to 60.00 of the Law, the powers and
duties of the Town Board relative to authorizing bond
anticipation notes and prescribing the terms, form and contents
and as to the sale and issuance of the bonds herein authorized

to be published, in full, in "THE LONG ISLAND MATTITUCK
WATCPL~AN," a newspaper published in Southold, New York, "THE~ NEW
LONDON DAY," a newspaper published in New London, Connecticut,
and the "SUFFOLK TIMES," a newspaper published in Greenport, New
York, each having a general circulation within said Town. and
hereby designated the official newspapers of the Town for such
publication and posted in at least five (5) public places in the
Town, a Notice in substantially the following form:

PLEASE TAKE NOTICE that on November 1, 1983, the Town
Board of the Town of Southold, Suffolk County, New York,
adopted the bond resolution entitled:
"Bond Resolution of the Town of Southold, New York,
adopted November 1, 1983, appropriating $1,400,000j for the
acquisition of a new ferryboat to replace the existing
ferryboat "OLINDA",. including $300,000. expected trade-in.
value for said existing ferryboat and $590,000. current ~
funds and authorizing the issuance of $510,000. serial
bonds of the Town of Southold to finance the balance of "-~

an-abstract of which resolution, concisely stating stating
the purpose and effect thereof, is as follows:
FIRST: RECITING that the Board of Commissioners of the
Fishers Island Ferry District, in the Town of Southold
("District" and "Town", respectively) New York, has
recommended that .the facilities of the District be
increased and improved by the acquisition of an additional
ferryboat at an estimated maximum cost of $1,400,000. to
replace the ferryboat "OLINDA_'~_. I~RESENTLY 'owned and
operated by ~he District and to apply (i) $300,000.

SECOND: APPROPRIATING $1,400,000. for the increase and
improvement of facilities of the District by the purchase

owned by the District; including the amount of $300,000.
expected to be received as trade-in for said existing
ferryboat and $590,000. current funds available therefor
authorized to be applied towards th~ payment of said cost;
STATING the estimated maximum cost thereof, is $1,400,000.,
and STATING the plan of financing including the issuance of
$510,000. serial bonds of the Town, and the assessment,
levy and collection of the amounts necessary to pay the
principal of and interest on said bonds, upon all the
taxable real proper'ty of the District, at the same time, in
the same manner and by the same officers as other Town
charges are raised by tax therein;
THIRD: AUTHORIZING $510,000. serial bonds of the Town
to be issued pursuant to the provisions of the Local
Finance Law ("Law"), to finance the balance of said
~pprop~iation;
FOURTH: DETERMINING AND STATING that the period of
probable usefulness of said specific object or purpose is
thirty~fi~e (35) years; that current funds are not required
by the Law to be provided prior to the issuance of the
bonds authorized by this resolution or any bond
anticipation notes in anticipation of the sale of such
.bonds~ and that the proposed maturity of the bonds
authorized by this resolution may exceed five (5) years;
FIFTH: DETERMINING that said bonds and any notes
issued-in anticipation thereof shall be general obligations
of the Town and PLEDGING to their payment the faith and
credit of the Town:
SIXTH: DELEGATING to the Supervisor the powers and
duties as to the issuance of said bonds and any notes in
anticipation thereof, or the renewal thereof;
SEVENTH: PROVIDING that the resolution is subject to
permissive referendum.

SUPERVISOR PELL: Resolutions No. 37 and No. 38 we are going to put a hold

ments to the Southold Town Planning Board and Suffolk County Department of
Planning, and No. 38 - Town Board declare itself lead agency in the matter of
the aforementioned petition.)
39. Moved by Councilman Townsend, seconded by Justice Edwards, it was
RESOLVED that effective January 1, 1984, the following fees shall be imposed
and permits required for the disposal of liquid and solid waste at the Southold
Town Landfill Site at Cutchogue, New York, to wit:
I. The fees for the disposal of liquid septic waste at the said landfill site
shall be twenty-five ($25.00) dollars per year per vehicle, together with an
additional fee of one ($.01) cent for each gallon of liquid waste so disposed of.
2. The annual permit fee of two hundred fifty ($250.00) dollars shall be
charged for each compactor type vehicle disposing of solid waste at such land-
fill site.

3. The annual fee of one hundred ($100.00) dollars for each truck of a
capacity of over one ton shall be charged to contractors disposing of solid
waste at such landfill site.
4. A single use fee of fifteen ($15.00) dollars per load for each single
axle truck, and twenty-five ($25.00) dollars per load for each double axle
truck shall be paid for the disposal of solid waste at such landfill-site.
5. Any vehicle of less than one ton capacity, which possesses no permit,
may dispose of solid waste at such landfill site upon the payment of a fee ~f
fifty. ($.50) cents for each entry into such landfill site.
BE IT FURTHER RESOLVED that the Town Clerk be and she hereby is author-
ized and directed to obtain the appropriate vehicle permit stickers to be affixed
to the vehicles for which permits are issued, and to issue the same and collect
the fees therefor.

Adrienne Johnson as a Van Driver for the Southoid Town Nutrition Program,
at a salary of $3.35 per hour, for a 20 hour week, effective November 7, 1983.

the Southold Town Board for a permit under the provisions of the Wetland
Ordinance of the Town of Southold, application dated August 30, 1983, and
WHEREAS, said application was referred to the Southold Town Trustees and
Southold Town Conservation Advisory Council for their findings and recommenda-
tions f and
WHEREAS, a public hearing was held by the Town Board with respect to said
application on the 1st day of November, 1983, at which time all interested
persons were given an opportunity to be heard, now, therefore, be it
RESOLVED that The Land Use Company, on behalf of Armando Cappa, be
9ranted permission under the provisions of the Wetland Ordinance of the
Town of Southold to create a pervious surface parking area, additional
intertidal marsh and wildlife habitat improvement plantings in conformance
with New York State Department of Environmental Conservation permit issued
-August 2, 1983, at property located between Main (State~ Road and Old Main
Road, near Mill Creek, Arshamomaque, Southold, New York, PROVIDED the
required eight foot drains be maintained so they function properly. This permit
shall expire on November l r 1984 if work has not commenced by said date; there
shall be two inspections required; and the Town Clerk shall be notified when the
project is completed. ~-

Southold Town Board for a permit under the provisions of the Wetland Ordinance
of the Town of Southold, application dated September 14, 1983, and
WHEREAS, said application was referred to the Southold Town Trustees-and
Southold Town Conservation' Advisory Council for their findings and recommenda-
tions~ and
WHEREAS, a public hearing was held by the Town Board with~respect to said
application on the 1st day of November, 1983, at which time all interested
persons were given an opportunity to be heard, now, therefore, be it
RESOLVED that The Land Use Company, on behalf of Jerry Bady, be granted
permission under the provisions of the Wetland Ordinance of the Town ~f S°uthoid
to reconstruct inkind and inplace a timber dock and timber bulkhead, and new~
section of timber bulkhead, and dredge two areas adjacent to dock, at Calves
Neck R~b~ad;~'n~Town'~C~e~k, Southold, New York. I~i~ SUGGESTED
Spartina Altenifiora be planted in the unprotected area to the east.- This
permit shall expire on November I, 1984 if work has not commenced by Sa~d

Town Board for a permit under the provisions of the Wetland Ordinance of the
Town of Southold, application dated September 16, 1983, and
WHEREAS, said application was referred to the Southold Town Trustees and
Southold Town Conservation Advisory Council for their findings and recommenda-
tions, and ---
WHEREAS, a public hearing was held by the Town, Board with respect to said
application on the 1st day of November, 1983, at which time all interested
persons were given an opportunity to be heard, now, therefore, be it
RESOLVED that the Suffolk County Department of Public Works be granted
permission under the provisions of the Wetland Ordinance of the Town of
Southold to remove existing bridge carrying Oaklawn Avenue over Jockey
Creek, Southold, and remove existing bulkhead and construct new 50 ~.f~
'of bulkhead on each side of 3ockey Creek and new bridge - both in the same
locations as the existing bulkhead and bridge. This permit shall expire on
November 1, 1984 if work has not commenced by said date; there shall be
two inspections required; and the Town Clerk shall be notified when the
project is completed.

RESOLVED that the Town Board of the Town of Southold hereby appoints
John W. Davis as Clerk of the Works for the construction of the Collection
Center building at the Landfill Site, Cutchogue, New York, at a salary of
$20.00 per hour, Subject to- the approval of Commissioner of Public Works
Raymond C. Dean.
