Betty 8/15/2002 V -5 JUNE 3, 2002 FOR DISCUSSION POSSIBLE RESOLUTION A public hearing was held at 1:30 p.m. at the last meeting on May 21, 2002 on proposed Local Law in Relation to No Parking on Pike Street, Mattituck, New York. Several persons spoke at the hearing and the hearing was closed. No action was taken, the resolution was held. The Board promised to re-visit and review the Local Law. Romanelli SUPERVISOR HORTON: At this point we should move to our public heatings. We have public heatings set for 1:30 P.M., we will continue on with that. What you have seen up to this point and I will explain very briefly my role as Supervisor is in regard to this meeting is that I basically act as the chairman. I assume you have a student council where you have the president of the student council acts as the chairman and takes the input from the various student council members and then when you move to move ahead with your agenda or move ahead with your items that are your topics of discussion it's done, I am assuming in a very similar way. As a point of reference for your student government, nobody ever let me in on this when I was on student council, but there is a book called "Roberts Rules of Order" that actually explains procedures for conducting official meetings. So at this point we are still in the midst of our resolutions and voting on those but we set public heatings on various subjects at specific times and we are going to move into those public heatings. The first one is a heating on Local Law in relation to No Parking on Pike Street. There is no correspondence. SUPERVISOR HORTON: At this point in the public heating we then open the floor up to the public, if interested parties would like to speak to this particular item. Is there anybody from the audience that would like to speak on the public heating? GARY MEADE: My name is Gary Meade, I live at 2680 Pike Street, right in the middle of the problem area. I fully support the resolution, I just need a little clarification. The 8 a.m. to 4 p.m., would that be excluding weekends? My point being, for many years and we have lived in Mattituck for 20 years, we prefer to park on the road. We know that this would affect us, we would be parking in our driveway but we would like the opportunity to park on weekends on that road in question. That wasn't very clear. JUSTICE EVANS: The way the law is written now it doesn't exclude weekends. GARY MEADE: Not include weekends? JUSTICE EVANS: It does not exclude them, it does include them. 3 SUPERVISOR HORTON: It includes no parking between 8 a.m. and 4 p.m. on weekends. GARY MEADE: Oh, okay. All week, seven days a week. Alright. I go on the record saying that I don't support that. I would support what you have on Maple Street, signs that simply say "No parking during school hours" period, I think that that would solve the problem. And the problem essentially is and I realize that the kids don't have a place to park or don't have a close place to park, I believe that most of them are juniors. I sympathize with that and that is a little bit of a school problem but the area in question as you probably know is not owned by the school, it is public domain. The student parking has become increasingly difficult with trash and other things, so I do support in general the concept although I would respectfully recommend that there be no parking during school hours and the residents there can park in front of their homes on weekends. Other than that I have no problem. SUPERVISOR HORTON: I'll see how the Board feels about that. I think that we need to take that into serious consideration and hold where we are at in regard to... GARY MEADE: Thank-you. Like I said on Maple, the kids used to park on Maple up until last year, I guess there was another resolution and those signs simply say, No Parking during school hours and that would simply solve the problem. SUPERVISOR HORTON: Thank-you for that. This is why it's important at a public heating before we move ahead with passing a law that the public has a chance to participate in the sculpting of that law particularly in this particular instance where you have a gentleman who lives in the area that will be affected by this law and it is imperative that he has the opportunity to speak to the impact of that law. To help guide the Town Board in crafting it in an effective manner. Thank-you very much. PETER GREGG: My name is Peter Gregg from Southold. I was wondering if you should take into consideration that when considering student parking on the road should the public hearing be held after school hours so that students from Mattituck School District would have the opportmnity to voice their opinions? SUPERVISOR HORTON: That is an excellent point, Peter. I thank-you for that and generally our Town Board meetings are held after school and I think that what we will do, they are held alternately at 4:30 p.m. and the next one is at 7:30 p.m. and we go back and forth between the two. So what we will do in ensure that public hearing is set at 7:30 to ensure that that student body that may be affected will have the opportunity to speak at the Town Board. Would anybody else care to address the Town Board in regard to this public hearing? This is a specific public hearing in regard to Pike Street.
