Box 1179 Southold, New York 119714)959 MINUTES Monday, November 17, 2003 DOWB'S Farm Preserve 6:00 PM A meeting of the Southold Town Conservation Advisory Council was held Monday, November 17, 2003 at Down's Farm Preserve. Present Were: Don Wilder, Chairman Tom Schlichter, Member William Cook, Jr., Chairman Lauren Standish, Secretary Absent Were: Drew Dillingham, Member William McDermott, Member Melvyn Morris, Member Nicholas Dickerson, Junior Member Madeline Brisotti, Junior Member Peggy Dickerson, Trustee CALL TO ORDER Chairman Don Wilder called the meeting to order at 6:00 PM. CHAIRMAN'S ANNOUNCEMENTS None REPORTS None APPROVAL OF MINUTES Moved by Tom Schlichter, seconded by Don Wilder to Approve the Minutes of October 14, 2003. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Permit & Coastal Erosion Permit applications of JOHN BETSCH to construct a new single-family dwelling and garage, in place of the existing, and to be built on pilings. Located: 2325 North Sea Dr., Southold. SCTM#54-4-24 The CAC recommends Approval with the following Stipulations: There is no additional encroachment toward the L.I. Sound. Rip-rap is installed along the location of the hay bale line. Sea-grass is planted in all of the disturbed areas. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Permit application of WILLIAM & PATRICIA BRENNEN to construct a 3'X 37' stairway with 6'X 3' landing down the slope to Marion Lake. Located: 1050 Truman's Path, East Marion. SCTM#31-12-5.1 The CAC recommends Approval with the Condition no treated lumber is used. Vote of Council: Ayes: All Motion Carried ANTHONY H. PALUMBO to construct a single-family residence with attached garage, on property with an existing sanitary system and well. Located: 3550 Grathwohl Rd., New Suffolk. SCTM#110-8-3 The CAC did not make an inspection, therefore no recommendation was made. HENRY HUECKER to expand existing cesspool system landward of existing system. Addition of pool to receive existing system. Located: 3300 Deep Hole Dr., Mattituck. SCTM#115-17-12 The CAC did not make an inspection, therefore no recommendation was made. Moved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Permit application of AMELIA MENDOZA to re-vegetate 4,900 sq. ft. of disturbed area within the seaward edge of limit of clearing and disturbance and the landward edge of the top of bluff, with Rosa Rugosa, (2 gallon pots). Located: 38015 Main Rd., Orient. SCTM#15-2-15.1 The CAC recommends Disapproval of the application because the area should be restored to the original condition. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITFI STIPULATIONS of the Wetland Permit application of ADELAIDE KNOWLES to replace (within 18") and raise 6" approx. 51 linear ft. of existing timber bulkhead and backfill with approx. 15 cy. of clean sand fill to be trucked in from an upland source. Existing stairs and deck to be removed and replaced (inkind/inplace), as necessitated by bulkhead construction. Located: 2152 Park Ave., Mattituck. SCTM#123-8-9 The CAC recommends Approval of the application with the following Stipulations: 2. 3. 4. The bulkhead should be replaced in-place only. No treated lumber should be used on the new structures. The fill area should be planted with native grasses. There should be no increase in the size of the deck. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder seconded by William Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Permit application of N. SUE MUELLER TRUST; CIO MICFIAEL S. INSEL, TRUSTEE to replace (within 18") and raise 6" approx. 50 linear ft. of existing timber bulkhead and backfill with approx. 15 cy. of clean sand fill to be trucked in from an upland source. Existing stairs and deck to be removed and replaced (inkind/inplace), as necessitated by bulkhead construction. 4 Located: 2200 Park Ave., Mattituck. Vote of Council: Ayes: All Motion Carried ROSEMARY & SEBASTIAN AVOLESE to construct second-story addition over, and a two-story house/garage addition to an existing one-story, one-family dwelling; remove existing brick patio and construct attached deck; clear and establish 4' wide landscape path to existing dock; modify existing driveway; install a drainage system of drywells; and establish plantings. Located: 4150 Wunneweta Rd., Cutchogue. SCTM#111-14-24 The CAC did not make an inspection, therefore no recommendation was made. PECONIC DESIGN & CONSTRUCTION CORP. for selective pruning and planting of native wetland species. Located: 57908 Main Rd., Southold. SCTM#66-2-2.2 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by William Cook, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Permit application of WILLIAM LOIS to renovate the existing residence and an 8'X 15' addition to the existing residence, covered porch added and garage in front yard, and new sanitary system in front yard if required by the Health Dept. Located: 58105 North Rd., Greenport. SCTM#44-2-8 The CAC recommends Approval of the application with the following Stipulations: There is no encroachment seaward of the existing residence. Rip-rap should be installed to slow down the erosion. A mound and swale should be installed above the coastal erosion hazard line to prevent run-off. Vote of Council: Ayes: All 5 Motion Carried DISCUSSION AND RECOMMENDATION OF AMENDMENT TO PERMIT APPLICATIONS Moved by William Cook, seconded by Don Wilder, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment application of STEPHEN MATTEINI to Amend Permit #5787 to raise the existing house from the foundation, demolish the existing foundation and construct a new foundation within the same proposed footprint, to include proposed additions. Demolish two one-story portions of the existing structure and rebuild them. Located: 3855 Bay Shore Rd., Greenport. SCTM#53-6-19 Vote of Council: Ayes: All Motion Carried Moved by William Cook, seconded by Tom Schlichter, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment application of STEPHANIE & PETER COSOLA to Amend Permit #5798 to install a new septic system and add a 3'X 30' extension to the front of the house based on the footprint of the previously granted permit. Located: 2880 Minnehaha Blvd., Southold. SCTM#87-3-43 The CAC recommends Approval of the application however suggest the plans be revised in order to avoid removal of a large tree. Vote of Council: Ayes: All Motion Carried The next regular meeting of the Conservation Advisory Council has been scheduled for Monday, December 8, 2003 at 6:00 PM at Down's Farm Preserve.
