Also Present: Kim Fuentes, Coordinator and Julie McGivney,Assistant Town Attorney 3:00 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Maammina_, Surchin, Wexler, and Woodhouse. (This Resolution was duly adopted 4-0). ✓ WORK SESSION: Discussions: SHILOH BAPTIST CHURCH-43100 County Road 48, Southold—Application for Landmark/Church to be added to the Town's "Registry of Historic Landmarks". Schedule a meeting with the Town Board. Prior to the meeting,the applicant's representative, Tara Cubie, requested that the Commission postpone the meeting. Ms. Cubie will contact the Coordinator when she wishes to reschedule. Review Applications (1) DERRICK AND JENNIFER MILLER—1820 Lower Road—(Ashley Hancock) To AMEND the Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations to a single family dwelling; located at 1820 Lower Road, Southold,NY. SCTM No. 1000-70-7-2. (DK) • By letter dated April 10, 2025,the applicant's representative Ashley Hancock, requested an Amended Certificate of Appropriateness to reflect changes to the foundation, explaining that the foundation will be newly poured and lifted two feet higher in grade. • On April 15, 2025,the applicant submitted Architectural Plans of the Amended proposed improvements to the single family dwelling and the foundation. • The applicant's representative, Ian Lanning, appeared before the Commission to describe the Amended proposed improvements to the single family dwelling. Architectural Plans , consisted of Sheets A-000, A-001,A-101, EX-100,A-100,A-102, EX-02, A-201 and A-202, prepared by Christopher G. Powers, Architect, and last revised April 10, 2025. f Page 2, Minutes of Meeting of the Historic Preservation Commission April 24,2025 • As a result of discovering that the existing foundation exposes decay, a new foundation will be poured and the dwelling will be lifted two feet higher. • The Commission requested that the changes to the foundation be described as "grading as necessary at house perimeter to ensure height of exposed foundation above grade not to exceed 12",with parging on exposed foundation and that the description should be inscribed on the architectural plans. • Mr. Lanning also indicated that the corner stones will be incorporated in the foundation, if possible; and that the front stoop will be reconstructed with similar bricks as existing. • The Commission will determine whether a new public hearing date will be required, or if the proposed improvements can be considered de minimus. REGULAR MEETING: Called to Order: 3:30 PM Commissioner Mammina, seconded by Commissioner de Conciliis made a motion to Open the Regular Meeting. Vote of the Commission: Ayes: Commissioners Mammina,Wexler, Surchin, de Conciliis,Woodhouse, and Ketcham. (This Resolution was duly adopted 6-0). Pledge of Allegiance APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of March 27,2025 by Commissioner de Conciliis, seconded by Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner Mammina,Wexler, Surchin de Conciliis,Woodhouse, and Ketcham.(6-0). Motion approved. RESOLUTIONS: • A Motion was made by Commissioner Mammina and seconded by Commissioner Wexler that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code,the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing. Vote of the Commission:AYES: Commissioner Mammina,Wexler, Surchin,Woodhouse, de Conciliis,and Ketcham (6-0). Motion approved. • A Motion was made by Commissioner Mammina and seconded by Commissioner Wexler to Grant approval and issue a Certificate of Appropriateness to Derrick and Jennifer Miller. Vote of the Commission:AYES: Commissioner Mammina,Wexler, Surchin, Woodhouse, de Conciliis, and Ketcham (6-0). Motion approved. PUBLIC HEARING: (1) 3:30 P.M.-OYSTERPONDS HISTORICAL SOCIETY—VAIL HOUSE—(Martin Finnegan)For a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered Edited 5/9/25 Page 2 Page 3, Minutes of Meeting of the Historic Preservation Commission April 24,2025 landmark property to construct additions and alterations to create new storage space to a historic society building; located at 1555 Village Lane, Orient,NY. SCTM No. 1000-25-3=16.1. (DM) • A set of plans,prepared by Paul S. Alter, Architect, was submitted to the HPC, dated November 8, 2024. The plans for the proposed archival storage space and ADA compliant ramp are depicted on a Site Plan(Sheet A-001), and Architectural Plans (Sheets T001, A100-thru A103, A500, A501, A503, A600 and A620) dated November 8, 2024 and prepared by Paul S. Alter, Registered Architect. • The applicant's attorney, Martin Finnegan, and Architect, Paul Alter appeared before the Commission to describe the addition of the attached archival storage space and the main entry with an ADA Compliant ramp. The archival storage is placed to the east of the Vail House in order to provide minimal visual impact. • The applicant's representative described renderings of the street view that were submitted. • A special exception permit by the Zoning Board of Appeals will be required. • David Snowden-Jones and Karen Constant spoke in support of the project. • The Commission received 20+letters of support by the community and one letter opposing;the application. A Motion was made to CLOSE the public hearing by Commissioner Woodhouse, and seconded by Commissioner de Conciliis. Vote of the Commission:AYES: Commissioner Mammina, Wexler, Surchin, de Conciliis,Woodhouse and Ketcham (6-0). Motion approved. A Motion was made by Commissioner de Concillis and seconded by Commissioner Surchin to Grant approval and issue a Certificate of Appropriateness to the Oysterponds Historical Society-Vail House. Vote of the Commission:AYES: Commissioner Mammina,Wexler, Surchin,Woodhouse, de Conciliis, andKetcham (6-0). Motion approved. OLD BUSINESS: • Shiloh Baptist Church to the Registry of Historic Landmarks—This matter is on hold. • Hardcopies of Part 1 of the Commission Handbook was distributed to all members. The Commission discussed several edits. Commissioner Surchin will provide the Coordinator with a hardcopy of her edits. • The Commission discussed granting an acknowledgement/proclamation to an owner of a historical property (the High House)that was recently added to the Registry. Both Commissioners Surchin and Wexler will take lead on this matter and will contact the property owner. Once a date is set,the Commission will request Town Board approval and make an announcement in the.Suffolk Times. • The Commissioners discussed pending and possible appointments to this Commission. NEW BUSINESS • The Commission was invited to speak at the Orient Association Spring Forum. Commissioner Surchin has volunteered to speak on behalf of the Commission.
