Also Present:Kim Fuentes, Coordinator; Julie McGivney,Assistant Town Attorney,Al Krupski,Town Supervisor 3:01 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, de Conciliis, Woodhouse, and Ketcham. (This Resolution was duly adopted 5-0). (Member Surchin absent) WORK SESSION: Discussions: SHILOH BAPTIST CHURCH-43100 County Road 48, Southold—Application for Landmark/Church to be added to the Town's"Registry of Historic Landmarks". Schedule a meeting with the Town Board. Prior to the meeting,the applicant's representative,Tara Cubie,requested that the Commission postpone the meeting and reschedule to April 24, 2025. Review Applications(1) 3:01 P.M.-OYSTERPONDS HISTORICAL SOCIETY—VAIL HOUSE—(Martin Finnegan)For a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct additions and alterations to create new storage space to a historic society building; located at 1555 Village Lane, Orient,NY. SCTM No. 1000-25-3-16.1. (DM) • An eleven(11)page Architectural Plan,prepared by Paul S.Alter,Architect,was submitted to the HPC on March 19,2025,dated November 8, 2024. • The applicant's attorney,Martin Finnegan, and architects, Paul Alter and David Vimont appeared before the Commission. • During the meeting,Mr. Finnegan submitted a ledger size 11"by 17"plan (6 pages), dated 11/16/2024, summarizing the proposed demolition and additions. Mr. Finnegan further described the subject plans showing single-story additions to be demolished and proposed storage addition(pages A001.01 and A001.02); non-original additions to be removed and proposed storage building addition (pages A004.01 and A004.02); and front and side view elevations (pages A700.02 and A700.02) Page 2, Minutes of Meeting of the Historic Preservation Commission March 27, 2025 • Mr.Finnegan detailed the addition to be well screened and the design scaled back from the initial submission(two story)that was reviewed by the Planning Board. The project will require a Special Exception Permit from the Zoning Board of Appeals and a Site Plan approval from the Planning Board. • Leslie Koch, a past president of the Oysterponds Historic Society, also appeared to describe additional features to be added. • Additionally,the Historic Society has determined to save as many trees as possible with this plan, and there will be no windows in the archive area, only windows in the reading room. The secondary entrance is ADA Compliant and the building will use well water. Fire suppression system will be installed,as well as doors that are fire resistant. • The applicant has agreed to supply renderings of street views. • During the Regular Meeting,the Commission will vote to move this matter to a Public Hearing, to be scheduled for April 24,2025. REGULAR MEETING: Called to Order: 3:33 PM Commissioner Mammina,seconded by Commissioner Woodhouse made a motion to open the Regular Meeting.Vote of the Commission: Ayes: Commissioners Mammina,Wexler,de Conciliis. Woodhouse,and Ketcham. (This Resolution was duly adopted 5-0). Pledge of Allegiance APPROVAL OF MINUTES:A Motion was made to approve the prior meeting minutes of February 27,2025 by Commissioner Woodhouse,seconded by Commissioner de Conciliis. Vote of the Commission:AYES: Commissioner Mammina,Wexler,de Conciliis,Woodhouse,and Ketcham (5-0). Motion approved. RESOLUTION: 3:33 P.M.-OYSTERPONDS HISTORICAL SOCIETY—VAIL HOUSE: Commissioner Mammina voted to move this matter(reviewed during Work Session)to a Public Hearing, scheduled for April 24,2025,seconded by Commissioner de Conciliis. Vote of the Commission: AYES: Commissioner Mammina,Wexler,De Conciliis,Woodhouse,and Ketchum. (5-0). (Member Surchan Absent)Motion approved. PUBLIC HEARING: (1) 3:35 P.M. -BARNYE,LLC/150 BAYWATER,LLC—150 Baywater Avenue—(Lucy Barnes)To AMEND the Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a, registered landmark property to construct additions and alterations to a single-family dwelling with covered porch, and accessory structures;to construct new accessory structures(garage and shed), and to erect new fencing; located at 150 Baywater Avenue, Southold,NY. SCTM No. 1000-78-3-22. (AS) • Lucy Barnes,applicant, appeared before the Commission to describe the AMENDED plans showing elevations with dormers removed. Edited 4/16/25 Page 2 Page 3, Minutes of Meeting of the Historic Preservation Commission March 27, 2025 • The Amended proposed improvements depicted a Plot Plan and Architectural Plans, Sheets ZO- 100,N-100,A-100 thru A-117 dated December 11,2024, (except for Sheets A-108,A-109,A-110 and A-111 which were last revised March 15,2025 to correct the Elevations) signed and sealed by Brian T. O'Connor,R.A. Motion was made to CLOSE the public hearing by Commissioner Mammina,and seconded by Commissioner Ketham. Vote of the Commission:AYES: Commissioner Mammina,Wexler,de Conciliis,Woodhouse and Ketcham (5-0). (Member'Surchin Absent)Motion approved. A motion was made to AMEND the Certificate of Appropriateness for additions and alterations to an existing single-family dwelling, subject to the condition that the applicant submit two (2) complete revised, signed and sealed Architectural Plans with the following changes: • Page A-102 Existing roof plan should show 4 dormers to be demolished. • Page A-106—Two existing double hung windows to be noted as new windows. • Page A-108—Update elevations. • Pages A-109, A-110, and A-111 write"Existing roof ridge line to remain up to line of setback with exception of gambrel dormer partially within setback to be removed"; and located at 1820 Lower Road, Southold, by Commissioner Mammina,seconded by Commissioner de Conciliis. Vote of the Commission:AYES: Commissioner Mammina,Wexler, de Conciliis, Woodhouse,Ketcham (5-0). (Member Surchin Absent). OLD BUSINESS: • The Commission will schedule a meeting with the Town Board to discuss adding Shiloh Baptist Church to the Registry of Historic Landmarks. • Hardcopies of Part 1 of the Commission Handbook was distributed to all members. They were asked to make edits and discuss them during the next meeting. • The Commission discussed granting an acknowledgement to an owner of a historical property that was recently added to the Registry. The Commission will schedule a date and create a plan. NEW BUSINESS • The Commission was invited to speak at the Orient Association Spring Forum. There were no responses to volunteer. Meeting Adjourned: 4:15 P.M. Motion to adjourn the meeting was made by Commissioner Mammina,seconded Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner Mammina,Wexler,de Conciliis, Woodhouse,and Ketcham (5-0). Motion approved. Next HPC work session and regular meeting,with Zoom access, scheduled for April 24,2025 in the Annex Building, Second Floor Conference Room at 3:00 PM.
