~ORK SESSION - April 6, 1982
9:55 A.M. Mr. Peter DeBlasio, a member of the Southold Senior
Citizens Club met with the Board to discuss the purchase of an
oxygen inhalator for the Senior ~outh Center. ~. DeBlasio
demonstrated an oxygen inhalator, as'well a resuscitator. The
Board agreed to authorize Mr. DeB!asio to purchase an oxygen
ihalator for installation at the Center. A~resultion wilt be
placed on the agenda.
EXECUTIVE SESSION
10:05 A.M. - Reverend William Coleman, Attorney George Stankevich
and the Administator of San Simeon by the Sound nursing home met
with the Board concerning litigation that they are involved with
the Town. They requested the Board to contact the attorn~ reoresent-
ing the Town a~d evaluate the situation. Towm Attorney?~er~advised
the Board that since the matter is in litigation the Bo~rd[~ho~id not
discuss this. Supervisor Pell will contact the Town's attorney and
arrange a meeting to discuss the case.
WORK SESSION
10:40 A.M. - Mr. Harold Dombeck of Holzmacher, McLendon~an~i~furreil,
P.C. met with the Bo&rd at Councilman Townsend's reques~t~disc~ss
the landfill and proposed Wastewater Disposal District. CQ~n~illman
Townsend said he wou~d lime to hire H2M ~n a per diem ba~i~ to evaluate
the solid waste diSposal proposals and submit a report ~ ating
H2M's suggestions. Councilm~n Townsend would also lik~~ Up a
system to ~oni.,tor the amount of garbage and debris goingi the
disposal area. This project will be undertaken by Partt~im~own
employees such as traffic officers. The proposed wastewater disposal
district was discussed. The first step is to form a district. Town
Attorney Tasker will have a resolution for the Aoril 20th meeting~
Mr. Dombeck said H2M is presently working on a map for the proposed
district.
11:45 A.M. - The Board audited the outstanding bills for March.
12:30 P.M. - Recess for lunch.
1:45 P.N. - Work Session reconvened. Numerous off-agenda items were
discussed, including letter from E. M. Kontokosta concerning the
Soil Removal Permit issued to Jem Realty. Supervisor Pell was.
ofinstructed the permit, to reply other to than Mr. Kontokostathethat any change in the provision
decreasing amount of fill to be removed,
would require a new public hearing.
PUBLIC HEARINGS - 3:00 P.M. - Application of Cheryl Pagnozzi to
construct a float, ramp, catwalk and four mooring piles at Jockey
Creek, Southold.
3:05 P.M. - Application of Enconsultants, Inc. for
Friedrich Krug to replace bulkhead and backfill a~ Budd's Pond,
Southold.
3:15 P~M. - Work Session reconvened. At this time it was the
Board's opinion that the Regular ~eeting scheduled for 7:30 P.M.
b~ recessed until Wednesday evening at 7:30 P.M. due to the snow
storm in progress.

On motion of Supervisor Pell, seconded by CounciIman Murphy, it was
RESOLVED that at the conclusion of the Work Session, at 3:20 P.M.,
with a majority of the Board present, it was the decision of the
Town Board that the meeting to be held tonight at 7:30 P.M~ be
recessed until Wednesday, April 7, 1982 at 7:30 P.M~, because of
inclement weather conditions.

It was the decision of Supervisor Pell to call the meeting of

Councilm~n Townsend? (No, not at this time.) Councilman Murdock?
COUNCIL~N ML~DOCK: Just a short note to the people and since our
Chief of Police is here. We had a meeting with the Disposal Area
Committee and the North Fork Environmental Council. There seems
to be a serious discrepency in ~ow much municipal solid waste we
have. The Town is going to institute a program where we physically
count all cars and trucks going into the Disposal Area. I don,t
know whether Mr. Dean has contacted Chief Winters. We hope to
start that program as soon as we can-physically the bodies on site.
If anybody sees their car being counted on the way into the Disposal
Area__it's lthe Town doing it.
JUPERVtSOR PELL: COuncilman Nickles? (Not at this time.) Councilman
Murphy?
-COb~CIL~N MURPHY: % would just like to, for any of the press~ to
remind everyone, and if we could get the word out, that next Tuesday
at 7:30 we are having a public input on ~wo-family conversions and
I think it's most important for the Town and we should have some
inpu~ from the people here because I think it!s going to be most
important decision on our part. Thank you, Bill.
SIIPERVISOR PELL: The Supervisor has progress to report. We got
through today so far and we have got to go through ~his wind storm
tonight and if everybody holds up, the Police Force, Highway men
and the State keeps 25 opened up I'll be happy.

SUPERVISOR PELL: There are six on the agenda tonight.
1. Letter from the New York State Parks & Recreation relative
to the Terry/Mulford House being considered for Historic Preserva-
tion for nomination to the National and State Registers of Historic
Preservation.
2. Letter from William Watson suggesting that the Town create
the position of Coastal Warden for which he is qualified.
3. Letter from the Matti~uckCutchogue School District tr'ans-
mitting a resolution that the present tax exemption on real property
owned by persons 65 years of age or over and meeting the statutory
requirements and earning not more than $8,000.00 per year as permitted
by law be granted.
4. Letter from the New York State Office of ~ental Retardation
and Developmental Disabilities concerning various community re~iden!ces.

IV. HEARINGS
SUPERVISOR PELL: There are no hearings tonight. We had two held
yesterday at 3:00 and 3:05, The Board is not ready to discuss them
at this time. We move on to Resolutions.
RESOLUTIONS
SUPERVISOR PELL: So'me of these things we say "hold" on, we are
holding them because yesterday during the Working Session of the
-Board we did not have ample time to discuss them in detail (due
to the snow storm) so we are going to put them on the next Town
Board agenda (April 20th). It is not that we are tabling them,
we just didn't have time because of the weather. We too wanted
to get out of here yesterday.
Resolution No. 1 (hold) - Apportionment of 1982 Federal
Community Development Block Grant Funds - $239,000.00.
Resolution No. 2 (hold) - Southold Town Board authorizes
and creates the Southold Town Cable Television Advisory Committee -
a citizen's advisory board.
Moved by Councilman Murdock, seconded by Councilman Murphy, it was
RESOLVED that pursuant to Article 8 of the Environmental Conservation
Law State Environmental Quality Review and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that the Southold Town Board, as lead agency~£or the
action described below, has determined that the project, which is
unlisted, will not have a significant effect on the environment.
Description of Action: Application of Enconsuttants, Inc. for
Muriel Baldwin for a wetland permit. Permission is requested for
construction of 27 ft. timber b~lkhead plus two 5 ft./returns land-
ward of line of MHW on certain property located at canal off Southold
Bay, at south side of Island View Lane, Greenport, New York.
The project has been determined not to have a significant effect
on the environment for the following reasons: -
An environmental assessment has been submitted which indicated
that no significiant adverse effect to the environment are likely to
occur should the project be implemented as planned.
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation, it is
assumed that there is no objection nor comments by that agency.

to dredge a navigation channel at West Creek, Town of Southold~ and
WHEREAS, the County of Suffolk proposes to do said dredging of West
Creek, in the Town of Southold at a nominal cost to the Town of
Southotd, and
WHEREAS, mn order to accomplish said dredging, plans, specifications,
agreements and other documents must be executed on behalf ~f' the
Town of Southold, now, therefore, be it

RESOLVED that the Town Board of the Town of Southold supports Suffolk
~oun~v Legislature Resolution. No. 1319-t982, authorizing the Suffolk
Counvy Executive to enter into an agreement(s) for a .physical. inspection
of the Shoreham Nuclear Power Plant at no direct cos~ t° the ToWn of
Southold.

This resolution was declared duly ADOPTED.
COUNCII2~N TOWNSEND: Bill, I'd like to comment on that. This is
something the Town Board initially was going to table but received
a fair amount of comment between yesterday and today. The basis of
this is a recent legislation proposed by Gregg Blass our Legislator
and Wayne Prospect who is Legislator in one of the western towns.
They say it's landmark legislation because it is the first time a
political body has asked for the right to inspect for safety reasons,
to inspect a nuclear installation which is primarily in consideration
of the problem at Three Mile Island and subsequent problems at other
nuclear plants and also in consideration of various investigative
reporting that's been done both in the New York Times and Newsday.
I will admit that initially I wasn't disposed towards it because I'm
not for government intervention in private matters but we are in
such a vulnerable area out on the East End of the Island that if there
is anything that goes wrong we are the ones that are possibly more
hurt than anyone else because we can't go anywhere. Also in light
of the articles that I've.been made aware of I feel it's something
we should support. What this does is allow the Suffolk County
Executive to make a expenditure for a private and independent
inspection ~o look at the various safety systems am the Lilco
plant in Shoreham. I think that's why the rest of the Board has
decided to act on it today.

RESOLVED that the Town Board o~ the Town of Southold approves the
action of the Board of Commissioners of the Fishers tslknd Ferry
Distri~ in hiring Evelyn Clarke as a Reservation Clerk for auto-
mobiles leaving Fishers Island, effective April 1, 1982, at a salary
of $4.00 per hour, and an average of 15 hours per week.

izes Mr. Peter DeBlasio to purchase, on behalf of the Town of
Southold, one ~t3t3 Oxy-Duo-Pek, for use at the Senior/Youth
Recreation Center, Peconic, at a cost of $199.75.

of said Town and to consent that Long Island Lighting Company may
exercise the powers set forth in the Transportation Corporation Law,

WHEREAS, this Board has learned with deep sorrow of the death of
A. John Gada, Sr., and
WHEREAS, in his service to the people of the Town of Southold as
a Special Constable on Fishers Island for many years, Mr. Gada
distinguished himself as a dedicated and conscientious public
servant, now, therefore~ be it
RESOLVED that the Town Board of the Town of Southold hereby gives
formal expression of its loss in the death of A. John Gada:
a man esteemed by his associates and respected by ali, and be it

RESOLV.ED that when the Town Board adjourns this day, it does so ~
out of respect to The memory of A. John Gada, Sr., and be it further

There were 83 that took the test and Dan came in number 15

I'd like to thank the Board, each and every one of y6u for your
supporz. I feel very honor and privileged tonight. As- I think
back 25 years when I started I can remember working for Otto Anrig.
I'don't know if any of you ever did work for Otto, but he made it
quite clear that the Office of Chief of Po{ice was a very unique
position and if you didn't think so all you had to do is ask him.
He was quite a man. But I'm not going to make any rash promises
tonight. The only think that I'm going to do is promise to give
100 percent. Thank you.
Moved by Councilman Murphy, seconded by Councilman Murdock, it was
RESOLVED that there being no further business to come before this
Town Board meeting adjournment be called at 7:30 P.M.
