HomeMy WebLinkAboutTB-02/23/1982SOUTHOI,~ TO~N BOARD REGULAR MEETING FEBRUARY 23, 1982 WORK SESSION - February 22, 1982 3:00 P.M. - Richard G. Ward, Board Chairman of Ward Associates, P.C. appeared before the Board to present his Park, Recreation and Open Space Survey for the Town o'f Southold. It is a report and mapping regarding the park, recreation and open space amenities of the Town of Southold and is presented as an overview of the various park districts, parks, and recreational opportUnities of public and private nature, and open-space preservation to date in the Town. The report was compiled through discussions with park district officials and by site investigations of the various town and district-owned facilities, and is concerned with the overall planning and policy decisions regarding park, recreation and open space. The report included three maps: Developed vs Open Space, Park: and School Districts, and Private Open Space and Recreational Facilities, and included the following recon~nendations: (1) Acquisition of park lands and significant open spaces. (2) Consideration should be .given to changing park district boundaries and/or consolidate park districts to be coterminous with school district boundaries. (3) Town should consider "Southold" Park and Beach Pass to encompass being limited to home districts. (4) Town should consider negotia- tions with local park districts to administrate and operate properties of ToWn-wide significance, in lieu of remaining as local park district properties. (5) Town should consider a Department of Recreation and Parks with professional leadership. (6) Town should consider a central year-round recreation complex to serve the broad based needs of the residents.--~Mr. Ward was asked to meet with Planning Board. Chairman Henry Raynor to discuss updating the Town's Master Plan. 3:40 P.M. - Emanuel Kontokosta met with the Board to discuss his application for a permit to excavate sand, gravel, stone or other materials from premises of Jem Realty Co. located on the north side of Main Road (N.Y.S. Route 25), east of Sound Avenue, Greenport. Mr. Kontokosta asked the Board to reconsider their request for consent of the mortgagee of the property since the mortgagee has refused to sign the consent, and such consent is not required under the conditions of the mortgage. Mr. Kontokosta was asked to submit a copy of the mortgage for the Board's consideration. Mr. Kontokosta explained the method of rehabilitation of the property and will sub- mit a rehabilitation plan at the public hearing on March 9th. 3:50 P.M. - A representative of Pitney Bowes appeared before the Board to discuss the purchase of a new postage mailing machine. The Town's present machine is almost ten years old and after ten years cannot be covered by a m~intenance agreement. At the present time the Town is paying $105.00 per month for rental of the meter and $263.00 per year for maintenance. A new machine with postage scale and table would cost $185.00 per month including maintenance. It is estimated there would be a considerable savings with the new machine through reduction in postage. After considerable discussion it was'decided to place the approval of an agreement for the new mailing machine on the March 9th agenda. 4:00 P.M. - Town Engineer Lawrence Tuthilt met with the Board to discuss recently received maps of proposed undeveloped coastal barriers. Inclusion of properties in the undeveloped coastal barriers would end federal flood insurance in those areas after October 1, 1983. Mr. Tuthill advised the Board that there are four areas on Fishers Island that should be deleted or relocated. (1) The area adjacent to Elizabeth Airport is owned by the Town 62 FEBRUARY 23, 1982 - Regular Meeting of Southotd and therefore should be deleted. (2) At Wilderness Point, the western third is owned by the U. S. Government and should be deleted. (3) The easterly line of the area at~ Island Mr. Tuthill will prepare a letter outlining the above for Supervisor Pell's signature and transmittal to Department of the Interior, Coastal Barriers Task Force, with a copy to CongressMan Carney since he has cosponsored a barrier islands protection bill, H.R. 3252, To establish the Coastal Barrier Resources System. 4:15 P.M. - Board of Appeals Chairman Gerard' P~ Goehri.nger met with the Board and presented copies of a report and related documents concerning "...Two-Family ~s in the Townof Babylon", which is bared upon anlupdate from oT Towns Meeting and which Mr. Goehringer feels are the h those researched west of Southold Town. After generaIdiscussion of the subject, Councilman Murphy advised he would submit a recommendation on March 9th so an informa~ionaI hearing can be Scheduled. ' 4:40 P.M, - Jim Christy, High School Guidance Counselor at the Mattituck-Cutchogue School appeared before the Board with Youth Coordinator Jim McMahon to discuss for youth he has initiated'at Mattitucl pr0g~am began last year starting in grades 2 through 6. He is now train- ing high school students to go into elementary grades to present lessons. Last summer Mr. Christy went to Illinois with students ready to start programs. March 19-21 there will be workshop at St. Gabriel's Retreat House on SheIter Island. The workshop has two major objectives: (1) to and train!45 teens to become knowledgeable peer ~ issues and (2) to or of prevention Murdock suggested~such a program at the recreati¢ Christy will consider it. Mr. Christy was assur ~hat t~e entire Town Board is ready and willing to promote such p~ogram. 5:10 P.M.- Chief H. Daniel Winters met with the Board to request that Andrew Ficurilli, 'Greenport, be appointed a Relief Eadio Opera~or; Leonard Green, Cutchogue, be_:appointed a Relief Traffic Warden and Relief School ( has retired.. Resolutions will be placed on the .rig agenda. 5:15 P.'M. - Supervisor Pell briefly apprised the Board of damag~ to property and abuse of privileges he has discovered' at the Recreation Center. He will-prepare ~ letter of recommendations for ~he Board to consider and further~discuss it on FebrUary 23rd. 5:30 P.M. - Work Session adjourned. COUNCILMAN TOWNSEND: The committee to discuss purchasing property for the Landfill met and discussed the options and the need for it and the result of the meeting is Item No. 12 on the agenda. It was decided that because of problems with fill and future space we are' going ~o have to expand in some area and I think the first step of several we are going to be taking in the future regarding the Land- fill. That's all I have today. 64. FEBRUARY 23. 1982 - Regular Meeting SUPERVISOR PELL: Councilman Murdock. COUNCILMAN MURDOCK: A week ago Thursday night Councilman Townsend, Councilman Murphy and mysetf~as our Landfill CQmmittee met with a, committee of the North:Fork Environmental Council to discuss ~some of our problems. Today I distributed to the Town Board a letter comprising some eight pages, I'll datl it a position paper for lack of a better word, on Energy ,DeMetopm~nt ,Corporat'ion--what they propose to do on the basis of their interpretatib~ of the. TOWn's problems,. I have given a copy toMrs, Oliva and I i~tend to iforward one to the League of Women Voters and one for ;he four news- papers who seem to frequent our meetings. COUNCILMAN MURPHY: I'd like to' report that on the Inland Water- way Committee the complete survey of all the Creeks has been done and the recommendations of the Town Trustees have been turned in and we will mee~ and work with John Guldi of SUffolk County DPW to finalize the dredging that hopefully will be done this year.: Also, I'd like to report that the Seed Clam Program is going very well. , The clams are ordered and we,hope to be starting to build the rafts next month. That is the total amount of the grant. Input will be received by the Town Board on .March 9th at 7:30 P.M. Pan Tech, the consulting firm that the Town uses, will hold the hearing. III. COMMUNICATIONS - SUPERVISOR PELL: th 1. From Mrs. Stuart Harvey commending a Town employee at e CutchOgue Landfill. She went in there to help fill it.up and she had a flat tire and one of the Town employees---according to her it was on his lunch hour---put his lunch box aside and went and helped her fix the flat tire. Shethanks the Town for having such gracious employees that are willing to help folks. 2. From North Fork. Oil Heat, Inc. from Mattitnck, commending our Police Force on the arrest they made of an arson who set their place on fire. 3. A request asking the Town'Board to help out With: the Corps of Engineers to get a wreck removed from an inlet. The Town Board will have a resolution today on this request (from John D. Reed). 4. From our William Carne~ about the land on c( ;he undeveloped coastal barriers phase of the flood insurance program. There are seven homes involved in this. The Tow~ Board is in the process of reviewing it. The deadline for co~ents is March 15th. A letter will be prepared and Mr. Edwards from the Island has had a lot of input yesterday and today on this and a letter will be sent to~ the hearing officer saying ~hat we do not agree with alt they would like to do there. 5. Letter from the Gree~port-Southold Chamber of Commerc~ saying that from time to time if the Town has to set up advisory committees, a lot of their members would like to be considered to serve on such Committees or helping the Town in whatever way they can. Hearings we have scheduled at 3:30 P.M., and we wil.1 have to come back to them at 3:30 P.M. Moving on to Resolutions. V. RESOLUTIONS 1. Moved by Councilman Murphy, seconded by Justice Edwards, WHEREAS, Girl Scouting has exemplified and enhanced those qualities of womanhood most admired, and WHEREAS, the Girl Scouts of America have fostered the growth of character, self-reliance, integrity and love of God and Country, now, therefore, be it RESOLVED that the Town Board of the Town of Southold proclaim the week of March 7 - 14, 1982 as American Girl Scouts Week. This resolution was declared, duly ADOPTED'.~ 66 FEBRUARY 23, 1982 - Regular Meeting I migh~ comment on Eagle Scouting, There were, last year, six Eagle Scouts-in the five east end towns. Southoid Town had two of the six last year which we can be pretty proud~of. Out of every boy that enter Scouts, only one out of 100 obtains the rank of Eagle Scout. This year we expect to have this one and possibly ~wo more that I know of. Quite an achievement when the young men do achieve that. There are 18,O00. boys i~ the County of Suffolk involved in Scouting. Moved by Councilman Townsend, seconded by Councilman Murdock, it was RESOLVED that~Supervisor William R~ Pell, III be and he hereby is authoriz~ ~nd directed toexecute a contract between the Town of Southold and New York StateDepartment of Environmental Conservation, Bureau of Shellfisheries, for the 1982 Shellfish Transplant Project, to be partially funded through the D.E.C.'s federally fUnded Grant- In-Aid Program (50% reimbursemen~ to the Town). The program'shall include (1) The relay of adult spawning stock from "deep" water to "Shallow water" areas, to supplement native spawning, and (2) The purchase and grow-out of sub-legal size "seed" stock through on-bottom and off-bottom cultivation. COUNCILMANTO%FNSEND: Bil~l, about and it represents an expansion of the Town program. SUPERVISOR PELL: Okay. YoU're doing a good job, Councilman, go right ahead, take it from square one. COUNCILMAN TOWNSEND: I think actually Frank. has pushed the second one. We have right-now in the offing two clam programs. One that has been going On for several years in Town, and is just the transplanting of large adult clams known as~chowder clams from deep water, that has noz~ been certified--usually fr~m water that is not certified usually as a claming area--into our waters and after they're kept there for a certain period of time, then our residents and baymen are allowed to clam. FEBRUARY 23~ 1982 The second is a program~ha~~~een to the Board for some time, it is ~ s~ed cl~m ~r~i~liows £or ~he development o~ pre-adult c~lams in certain wooden Frames° I think the contract is for some 8S,000 of these clams to be grown and added ~o regular-- to the creek bottoms in our creeks and bays. The signi~iCance~o£ this resolution is that we ~re Eettin~ half o~ it, a total of up to $~,000~00 from the Gr~nt-In-Aid Program through the Department of Environmental Conservation. The other $~,000~.00 comes ~rom our budget. SUPERVISOR PELL: Thank you. On Number 8 (Affirmative. Action Plan) I want to apologize to Mr. Randall who is here withI us ~. This was on the agenda for adoption today. The plan was submitted to the Board. Councilman Nickles, who is not with me today, he is in Albany, wants to sit down prior tO it and go over certain aspects of the plan with you, Chartie, And so he asked me if the Board would table it u~til ~rch 9th to have you come out. I apologize for not calling you this morning or yesterday when I talked with John before he left ~or Albany and telling you that we were going to wait un~il he got back to bring it up. I would like to set a date with you on Monday, March 8th at 3:00 P.M. to be here. The Town Board will meet then and it will be on the agenda to discuss it with the entire Town Board. I know you're disgusted. You wanted it to go through and I led you to believe it would and I apologize for that, but John is in Albany and t do respect another ~ouncilman's wish on this subject. It's been over a year that we've been dealing and negotiating and discussing this. t, therefore, certain~y wouldn't be too upset with a little delay, but that's all it should be is a stight delay. SUPERVISOR PELL: We agree, Charlie, and the Town Board's working session will start, as it did this week, on the 8th at 3:00 P.M. MR. RANDALL: I will be there on that date. We had extenuating circumstances two weeks ago pertaining to the Robins Island issue. to be here on Monday, March the 8th. the working session at all to discuss~it. I don't know if this was your plan--- SUPERVISOR PELL: No, l~rrY. COUNCILMAN MURDOCK: I cannot be here on Monday the 8th. SUPERVISOR PELL: At all? COUNCILMAN MURDOCK: t doubt it unless it' might be in the evening and I would have to check my schedule of wha~ meetings I have scheduled for the evening already. SUPERVISOR PELL: Charlie, I will get in touch with you and let you know exactly when it will be. It will either be the afternoon of the 8th or or Tuesday morning first thing. Moved by.Councilman Murdock, seconded by Justice Edwards, ir'was RESOLVED that the Town Board of~the Town of Southold hereby authorizes the Board of commissioners of the Fishers Island Ferry District to award the bid for drydocking M/V's Munnatawket and 0linda to Tha~es Shipyard and Repair C. at a contract price of ~1~,030.00 for the application of epoxy marine paint system, plus $40.00 each for sacrificial anodes on the M/V Munnatawket and $6,690.00 for the application of regular marine paint, plus $40.00 each for~sacrificial anodes on. the M/V Olinda, and be it further RESOL'VED that the Town Board authorizes the following supplemental work dependent upon conditions found at the time of drydocking: A; ~Inspect and renew, if requlred, strut bearings at a~ cost of $500.00 each. B.. Pull both shafts for inspection and gauging at a cost of $900.00 each. C. Platework at a cost of $20.00 per hour, plus-$.30 per pound, and be it fUrther RESOLVED that the Town Board authorizes the Board of Commissioners of the Fishers Island Ferry District to enter into a contract with Thames Shipyard and Repair Co. to accomplish the ~bovementionedwork. They are very much interest and I thin~ -they have signed up for an extended period of time over .what they had last year. BUt I do not know if they signed up,for the whole summer season or what. But SCOPE is involved with it. MR. LYTLE: One other thing. Have you appointed your Chairman of the Street Lighting Committee? SUPERVISOR PELL: TheChairman, yes, Councilman Murphy. MR.
