SPECIAL MEETING
JULY 26, 1983
A Special Meeting of the Southold Town Board was held on
Tuesday, July 26, 1983 at 10:00 A.M. at the Southold Town Hall,
Main Road, Southold, New York.
Present:
Supervisor William R. Pell, III
Councilman John J. Nickles
Councilman Lawrence Murdock, Jr.
Councilman Francis J. Murphy
Councilman Joseph L. Townsend, Jr.
Justice Raymond W. Edwards

Town Attorney Robert W. Tasker
Superintendent of Highways Raymond C. Dean
Abigail A. Wickham, Attorney, met with the Board and presented two
additional copies of the Nicholas Schick Draft Environmental Impact
Statement. Hearing on this matter will be held at 8:10 P.M., Tues-
day, August 9, 1983.---Ms. Wickham also discussed the status of
major subdivisions under the two acre zoning requirement. She was
advised that major subdivisions that have not received preliminary
approval will not be considered under the exceptions.
Moved by Councilman Nickles, seconded by Supervisor Pell, it was
RESOLVED that this meeting be recessed for an Executive Session
for the purpose of discussing CSEA and PBA negotiations.
Vote of the Town Board: Ayes: Justice Edwards, Councilman
Townsend, Councilman Murphy, Councilman Murdock, Councilman
Nickles, Supervisor Pell.
This resolution was declared duly ADOPTED.
EXECUTIVE SESSION
10:15 A.M. - Town Board negotiator Charles Graves met with the
Board for a discussion on the progress of the CSEA and PBA
negotiations.
11:20 A.M. - The Board remained in Executive Session and met
with Special Attorney Richard J. Lark to discuss "Guidelines
to be followed by the Building Department of the Town of
Southold concerning alleged violations of the Code of the Town
of Southold". Executive Administrator Victor Lessard, Building
Inspectors Curtis Horton, Edward Hindermann and George Fisher
were then invited To meet with the Board. Theyall acknowledged
that they had read the "Guidelines" and were in agreement with
them. Discussion followed regarding time frame and criteria for
issuance of building permits, need for additional clerical help,
duties of the individual building inspectors, how to improve
productivity.
12:15 P.M. - The Board remained in ExeCutive Session and again
met with Charles Graves to further discuss the CSEA negotiations.
Moved by Supervisor Pell, seconded by Councilman Murdock, it was
RESOLVED that this Town Board meeting be adjourned at 12:30 P.M.
Vote of the Board: Ayes: Justice Edwards, Councilman
Townsend, Councilman Murphy, Councilman Murdock, Councilman
Nickles, Supervisor Pell.
This resolution was declared duly ADOPTED.
