SOUTHOLD TOWN BOARD
MAY 24, 1983
WORK SESSION
8:30'.A.M. - SouthamptOn SUpervisor M~rtin Lang met with the Board
to urge them to vote in favor of an Act to retain zoning and
planning powers with a Town should a portion thereof become an
incorporated village. A portion of Southampton Town is presently
petitioning to become incorporated and involves a great portion
of the pine.barrens. This area wishes to retain town police and
highway services, but wants, their own zoning and planning powers.
Mr, Lang presented a map revealing the odd configuration of this
proposed incorporated' village. Much of the land in question is
owned-by the Teamsters. Southampton has already turned them down
three times for a change of zone and now they're going the incorp-
orated route. (At the May 10th Southold Town Board meeting the
Board voted not to support such legislation.) They advised Mr.
Lang they wouId reconsider their decision and discuss it further.
(During the afternoon Work Session the Board further discussed
the legislation and was unable to obtain enough votes to pass
such a Home Rule Message.)
8:55 A.M. - The Board audited outstanding bills.
9:05 A.M. - Chief H. Daniel Winters met with the Board to discuss
increasing the salaries of third year seasonal police Offi6ers from
$5.00 to $6.00, and the necessity for creating a new poiice 01ficer
position and calling for the Civil Service List for a Southold Town
candidate.
9:25 A.M. - The Board began reviewing the agenda.
10:55 A.M. - Community Development Administrator James McMahon
discussed with the Board the proposed budget for Year X Community
Development Funds and the need for a public hearing on same. A
resolution will be placed on the June 7th agenda to hold a public
hearing on July 5th.
ll:00 A.M. - The Board resumed reviewing the agenda.
11:25 A.M. - Receiver of Taxes George Mellas met with the Board
to discuss the request of the Suffolk County Department of General
Services Data Processing Unit for the Town to implement, for use
by the County, a new on-line tax history system. The Board advised
Mr. Mellas that the ALRM system tapes can be used and will authorize
t'heir release to the County from Newburgh.
11:35 A.M. - Mr. Mel Walton of Creative and Performing Arts, Inc.,
Hampton Bays, and Mrs. Sheryl Grattan, Project Manager, met with
the Board to request the use of the Senior/Youth Center for their
dance classes once a week. Mr. Walton providing tax exemption
certificates and assured the Board they are a non-profit organization,
with a $5,000.00 grant from the New York State Council on the Arts,
and a $1,000.00 grant from the County of Suffolk. They do charge
the students for the lessons, but the cost would be lower if they
were permitted to use the Center free of charge. They presently
are located in Mattituck School and the Peconic Elementary School.
Mr. Walton was asked to provide insurance coverage and a disclosure
o£ financial costs and the Board would consider the request further.

EXECUTIVE SESSION
1:35 P.M. - The Board discussed the request of Gustave Wade to
given access to his property at the foot of East Road, Fleets Neck,
Cutchogue. It was the determination of the Board that: The Town
Highway known as East Road, from the guardrail easterly from ~he
high water mark into former Eugenes Creek, is deemed to be a public
highway and upon-examination of all the facts it has been determined
not to have been abandoned.
2:00 P.M. - The Board resumed reviewing the agenda.
2:55 P.M. - Board of Appeals Chairman Gerard Goehringer me~w~th
the Board and questioned why the Board o£ Appeals should be required
to assume the responsibility o£ a Board o£ Review for the New York
State Building Construction Code. He said that his Board, ~nd he,
were unwilling to accept such a responsibility and did no~ feel they
were qualified and if they did accept it, would request additional
compensation. Mr. Goehringer was advised that there is onl~ one
case pending at the present time (he said there were others 'about
to surface), that there would be no additional compensation, and
the Town Board feels the Board of Appeals has a lot of practical
experience to perform such a function.

I. REPORTS.
SUPERVISOR PELL: These reports are placed on file in the Town
Clerk's Office if anybody wishes to do so can review them at that
office.
1. Long Island Cablevision's-monthly report (April 1983).
2. Board of Assessor's monthly report (April 1983).
3. Councilmen's Reports. Justice Edwards, do you have
anything to report?
JUSTICE EDWARDS: Nothing.
SUPERVISOR PELL: Councilman ~{urphy?
COUNCILMAN MURPHY: I'd like to report that so far this year we've
done very well dredging. Cedar Creek has been dredged already,
Gull Pond has been dredged, New Suffolk ramp, and Brushes Creek~
Little Creek is being done now, James Creek is being done and
Richmond Creek will be put out to bid, that's going to be a much
larger project, will be put out to bid very shortly. The County
expects their final Corps of Engineers permit within days and
the money is allocated, so they will go out to bid and Boatman's
Harbor as soon as we get the last okay will be done. So we've done
very well this year, and got them done before ~he boating season
really started. That's it, Bill.
SUPERVISOR PELL: Thank you. Councilman Nickles.
COUNCILMAN NICKLES: I'd just like to report that the Farm Preservation
Committee will have their initial meeting on the evening of June 1st,
here at the Town Hall at 7:30 P;M.
SUPERVISOR PELL: Thank you. Councilman Murdock.
COUNCILMAN MURDOCK: Well, the meeting of the Landfill Committee to
set in motion a design plan for handling DEC's suggested improvements
in our landfill, so that probably by our next meeting we will make a
repor~ ~o the Town Board for their approval. We'll also have a Code
Enforcement Committee meeting tomorrow night. We hope to address
some problems that will be brought up by the Bulk and Parking Schedule
in the law'that we changed at the last meeting. We haven't set the
meeting of the Landfill Committee as yet. Ray was going to have a
phone call and we haven't heard when those people are coming in.

SUPERVISOR PELL: Councilman Townsend.
COUNCILMAN TOWNSEND: Just a couple of small things. I represented
the Town at ~he Great Greenport Literary Contest last night and it's
a pretty impressive group of people and I think it's going vo become
one of the more significant academic functions in the Village of
Greenport. It was very well attended and the competition was hot,
and they came up with 25 different winners.--At the--I think it was
Tuesday's--Thursday's meeting of the Tercentenary Committee we had
a report on progress and it's truly amazing what they're coming up
with for that week in September--the first week in September.
They're going to be dinners, concerts, craft fairs and it's
something that we can all look forward to. That's all I have.
SUPERVISOR PELL: Thank you. Two reports I would like to make
at this time. The first one is on the Captain Kidd's Water District
up there. We were informed today by telephone from Mr. Cook from
the PSC that the second well is in operation. It's pumping 130
gallons per minute. They had taken water samples from that well
and tomorrow they expect to close well #1 down to check the shaf~
and put a meter on it. It will be shut down for probably two
hours. Once the reserve tank is drained, people in that area will
be without water. Work is going on there. It is not competed yet,
but we will b~ receiving a detailed report in writing as what has
been done and what we can expect for the summer months in the next
few days. So far the estimated cost for the work that has bee~
done up to this time is approximately $5,000.00.--The second thing
I would like to report is that yesterday I received a telPhOne
call from Assistant Commissioner of D.O.T. Mr. Carlson. Today I
received another telephone call from their Hauppauge office, both
saying the same thing, to make sure the Town was responded to as
he agreed to respond to us today when the Town Board met. The~ are
going to put up in Mattituck, on the railroad bridge, flashingl lights
on both sides. Put up six new signs, relocate some of the present
signs, put up two new truck route detour signs down to Aldrich Lane,
remark the curve up there, the curve in the road. Ail of this is
to be done within the next thirty days. Within the next thirty days
it will be completed. I jusv sent a letter to Mr. LaRoccathanking
him for his service and I'm going %o say his interest in the'area.
I feel that his office has responded with some of the other agencies
that we have asked to respond to us, such as I'm going to refer to a
light on Boisseau Avenue, down here, Mr. Nickles has been trying to
work on that one for a year or so. We still haven't got--I won't say
to first base or second base, we still haven't got the report back
yet.
COUNCILMAN NICKLES: We were on first base and then they took us off.
SUPERVISOR PELL: But, Commissioner LaRocca did respond to us and I
did thank him for his fast and courteous and professional repond.
Again I say he told me that is should be done within thirty days.
So that's where we stand on that.
COUNCILMAN MURPHY: You might want to comment on Ray Dean and the
traffic lights,
SUPERVISOR PELL: Ray Dean--go ahead Frank.
COUNCILMAN MURPHY: Ray Dean and his light man have made a survey
and they are--have the applications in for permits--they're going
to try to light that whole curve very similar to Manor Hill and
certain areas are going to have a light on every pole to try this---
as a way to eliminate it. It worked very well at Manor Hill and
Ray has done the survey and he's got the applications in. Hopefully
the lights will be up and operating very shortly. That should make
quite a difference.
II. PUBLIC NOTICES.
1. Application of Lawrence and Mary Byron to the Department
of the Army, Corps of Engineers, to construct timber pier and ramp,
floating pier, in Eugene's Creek, Cutchogue. Written comments due
by May 31st.
2. Application of John Donnelly to the N.Y.S.-D.E.C. to
reconstruct timber groin in Great Peconic Bay in Mattituck. Written
comments in by June 3rd.
3. Letter from the N.Y.S. Department of Transportation with
reference to an order establishing a 30 mile speed limit for Depot
Lane between ROute 25'and School House Lane, North Street, School
House Lane and Griffin Street, and Hyland Road, Crown Land Lane,
Spur Road, Bridle Lane~and Bridle Court. 30 mile speed zones will
be established. I've got to say that Depot Lane we've been working
on that one for a long time too. It finally came through. _
III.' COMMUNICATIONS.
1. Notice o~ a Waste Disposal meeting to be held at Uniondale
on June 3,' I983. Our Landfill'Committee will attend, along with
Mr. Dean.
2. Letter from Rev. WiiIiam R. Karveiis in reference to water
drainage up on Soundview Extension, Southold, which the Town will
respond to.
3. Letter from the New York'State D.E.C. reference to a meeting
that was held about our landfill with D.E.C. in Stony Brook, and
telling us we have a few problems up there and we should correct
them, which the Town Board is taking care of.
4. Letter from Legislator Gregory BIass who is holding a
meeting on Solid waste management on June 16th. Someone from the
Board will be there at 1:00 P.M.
5. Letter from the ASSociation of Marine Industries with
reference to the JOckey Creek Bridge clearance. When they build
the bridge they plan to raise it 1.3 feet. The request is to

6. Letter from the North Fork Opponents Of Nuclear Exposure
with a resolution attached~ asking the Town Board to adopt it.
The Town Board has something to say under resolutions when we get
to that one.
7. Letter from the Southold Town Baymen's Association, Inc.
~ecommending the hiring of a second full-time Bay Constable. The
Town Board has discussed this with the Police Committee, Chief of
Police~ and we are going to go as money was put in ~he budget for
this year--it was put in there last year when we made the budget
up--~o go with part-time extra Bay Constables during the summer
and fall season. Next year when we make the budget up, which will
be in September, then the Board will consider their request for
two year-around full-time Bay Con~tables.

RESOLVED that a recess be called at this time, 3:30 P.M. for the
purpose of holding nine public hearings.

V. RESOLUTIONS. -
1. Moved by Councilman Nickles, seconded by Councilman Townsend,
WHEREAS, Abigail A. Wickham, Attorney, on behalf of Constantine P.
Georgiopoulos applied to the Southold Town Board for a permit under
the provisions of the Wet~an'd Ordinanc~ of the Town of Southold,
application dated January 14, 1983~ and
WHEREAS, the said application was referred to the Southold Town
Trustees and Southold Town Conservation Advisory Council for their
£indings and recommendations~ and
WHEREAS, a public hearing was held by the Town Board with respect
to said application on the 19th day of April, 1983, at which time
all interested persons were given an opportunity to be heard~ now,
RESOLVED that Abigail A. Wickham~ Attorney, on behalf of Constantine
P. Georgiopoulos be DENIED permission under the provisions of the
Wetland Ordinance of.the Town of Southold ~o fill ot with approx-
imately 1000 cubic fee~ of off-site fill, in order to raise elevation
five feet and construct single family residence at 180 Lake Court, on
Grea~ Pond, Southold, New York. This denial is without prejudice
because the Town Board has not received the Draft Environmental
Impact Statement.

authorized and directed ~o execute a lease agreemen~ between the
Town of Southold and the East Marion Fire District~ ~or the parking
and driveway areas at the site of the East Marion Fire House, subj~c~
to the approval of the lease by Town Attorney Tasker.

SUPERVISOR PELL: Number 3 I am putting on hold, I'm not ready t~o
move on that at this time. (Agreement with Kenneth Edwards, Fishers
Island, for Bay Constable services.) We ~re holding this on the
advice of Judge Edwards from Fishers Island.
4. Moved by Justice Edwards, seconded by Councilman Murdock, it was
RESOLVED that the Town Board of the Town of Southold accept the
bid of Machnik Construction Co.~ Inc., Old Lyme, Connecticut, for
supplying and installing 6,700 square feet of asphalt concrete:
surface upon the existing concrete base at the Fishers Island
Recreation Area, at the bid price of $5,740.00.

Townsend, Councilman Murphy, Councilman Murdock, Councilman

5. Moved by Councilman Townsend, seconded by Councilman Murdock, i~ w~
RESOLVED that the Town Board of the Town of Southold accept the
bid of Lansdell Asphalt & Bituminous Corp., Kings Park, New York,
for furnishing and applying 150,000 gallons, more or less as may be
needed, of Grades RC-2 and MC-2 Asphalt Road Materials, all in
accordance with the bid specifications, at the bid price of $1~2475
per gallon.

This resolution was declared duty ADOPTED.
6. Moved by Councilman Murdock, seconded by Justice Edwards, it was
RESOLVED that pursuant to Article IX of the Constitution, the
Town Board of the Town of Southold requests the enactment of
Assembly bill No. 7692 entitled, "AN ACT to amend chapter six
hundred ninety-nine of the laws of nineteen hundred forty-seven,
relating to authorizing the creation of Fishers Island Ferry
District in the Town of Southold, Suffolk County and providing
for the election of its officers and management of its affairs,
in relation to the aggregate principal amount which may be borrowed
for the acquisition of ferry vessels; increasing amount of the
petty cash fund and authorizing the establishment of capital
reserve funds." It is hereby declared that a necessity exists
for the enactment of such legislation, and that the fact establish-
ing such necessity are as follows: The Southold.Town ~bard does
not have the power to enact such legislation by local law.

7. Moved by Councilman Townsend, seconded by Justice Edwards, it was
RESOLVED that the Town Board of the Town of Southold hereby gr~nts
Elizabeth J. Moffatt an increase in pay from $5.00 per hour to
$5.50 per hour effective June 1, 1983.

8. Moved by Councilman Murphy, seconded by Councilman Nickles, it Iwas
RESOLVED that the Town Board of the Town of Southold hereby grants
permission to the Southold Senior Citizens Club to hire a second
bus at a cost of $259.00 to transport their group to the Westbury
Gardens and Museum on June 24, 1983.

9. Moved by Justice Edwards, seconded by Councilman Murdock,
WHEREAS, New York State Trooper Gregory Gentile has performed an
outstanding service to the residents of Fishers Island, New York,
in his professional workmanship and attitude on conservation
problems in that community, and
WHEREAS, Trooper Gentile has advised and worked in the best interest
of the community of Fishers Island and has demonstrated a spirit of-
cooperation with fellow officers and residents, and
WHEREAS, ~rooper Gentile has been promoted to the New York State
Bureau of Criminal Investigation and will no longer be of service
to the Town during the summer months and will be greatly missed
by th~ residents of Fishers Island, now, therefore, be it
RESOLVED that the Southold Town Board does hereby express their
sincere thanks and appreciation to Trooper Gregory Gentile of the
New York State Police for making our community a bezter place to
live, and extend to him congratulations and best wishes in his new
position.

--~10. Moved by Councilman Nickles, seconded by Supervisor Pell, it was
RESOLVED that pursuant to Article 8 o£ the Environmental Conservation
Law State Environmental Quality Review and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that the Southold Town Board, as lead agency for the
action described below, has determined that the project, which is
unlisted, will not have a significant effect On the environment.
Description of Action: Application of J~mes Bitses for a Wetland
Permit to construct a bulkhead and dock at the south side of Main
Bayview Road, on Corey Creek, Southold, New York.
The project has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which i~dicated
that no significant adverse effect to the environment are likely To
occur should the project be implemented as planned.
Because there has been a response from the Board of Southeld
Town Trustees indicating that this project will not have a significant
effect on the environment
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation and the
Southold Town Building Department, it is assumed that there are no
objections nor comments from those agencies.

RESOLVED that the Town Board of the Town of Southold hereby
appoints the following individuals to zhe Southold Town Conserva-
tion Advisory Council for the following two year terms:
Rachel C. Duell .... June 1, 1983 through June 1, 1985.
John B. Tuthill .... June 1, 1983 through June 1, 1985.
Robert Hood June 12, 1983 through June 12, 1985.

RESOLVED that the Town Board of the Town of Southold hereby
authorizes the payment of $122,952.20 to Holzmacher, McLendon and
Murrell, P.C. as payment for professional services zo date for
the proposed Scavenger Waste Treatment Facility.

RESOLVED that the Southold Town Board reiterate its position as
set forth in prior communications concerning the Shoreham Nuclear
Power Plant.

MR. PHIL BARTH, Southold: Yes, what does that mean?
SUPERVISOR PELL: The position that it has taken for the North
Fork Opponents of Nuclear Exposure against Shoreham in previous
communications.
COUNCILMAN TOWNSEND: Second.

COUNCILMAN TOWNSEND: I'm going to abstain. I'd like ~o--I think
we should amend that to be a little more specific. Basically referring
to the content of---
COUNCILMAN NICKLES: So amended.
Moved by Councilman Nickles, seconded by Supervisor Pell,
WHEREAS, the Town of Southold and its residents have an overriding
concern about the safety of the Shoreham Nuclear Power Plan~ now,
therefore, be it
RESOLVED that the Southold Town Board reiterate its position as set
forth in prior comments, amd be it further
RESOLVED that a copy of this resolution be transmitted to Governor
Mario Cuomo~ David B. Davidoff, Birector of the Radiological
Preparedness Group, County Executive Peter Cohalan and Louis
Howard, Presiding Officer of the Suffolk County Legislature.

WHEREAS this Board did on February 15, 1983, adopt a Final Order Establishing
the Southold Town Wastewater Disposal District, a certified copy of which was
duly recorded in the Suffolk County Clerk's Office on March 3, 1983 in Liber 9322
at page 54, and a certified copy of which was filed in the Office of the State Depart-~
ment of Audit and Control at Albany, New York, and _
WHEREAS, the map showing the boundaries of said District incorrectly stated
the Suffolk County Tax Map District designation of seve~'al of the parcels of la.nd
located in the Town of Southold,~ to be excluded from said District, and the Final
Order Establishing said District also contained such incorrect Tax Map designation,
NOW, THEREFORE, IT IS HEREBY ORDERED that Section 1 of the Final Order
adopted on February 15, 1983 is hereby amended to read 'as follows:
Section 1. That the said Wastewater Disposal 'District, to be known as thee
Southold Wastewater Disposal District be and it hereby is established to embrace
the territory described in and containing the following boundaries, to wit:
All of the land located on the mainland of the Town of Southold, Suffolk County,
New York, outside of the boundaries of the Incorporated Village of Greenport,,

establishes the following described position, effective immediately,
at a salary of $11,000.00 per annum, without any step increments~
Department~ Buildings & Grounds~ Performs moderately heavy manual
work in cleaning and caring for buildings and grounds. Performs
maintenance and repair in a variety of building and mechanical
crafts such as~ electricity, plumbing, mechanical, carpentry,
masony and welding. Performs a variety of maintenance tasks and
manual cleaning, usually through verbal orders. Performs other
work as required.

RESOLVED that Supervisor William R. Pell, III be and he hereby is
authorized and directed to execute a contract between the Town of
Southold and Lori Brooks, Knollwood Lane, Mattituck, New York to
perform a complete inventory and survey of James Creek, Deep Hole
Creek, Brushes Creek and one additional creek should time allow, to
determine the number, location and status of docks, mooring stakes
and other structures located therein and to identify the same on Town
maps. The contractor shall also reorganize the Trustee's office
files and records, and perform such other work related to such files
and records as may be prescribed by the Trustees. The contractor
shall commence work under this agreement on June 27, 1983 and shall
complete all work on or before July 29, 1983 for a contract fee of
$1,500.00, final payment of which is to be made when all work is
completed.

for the review of the Draft Environmental Impact Statement submitted
by Abigail Wickham, Attorney, on behalf of Nicholas Schick for a change
of zone from "A" Residential and Agricultural District to "M-I"
Multiple Residence District on property at Orient, New York.

MR. PHIL BARTH, Southold, New York: The only thing I want to address
the Board on is I'm a i~ttIe unclear on the Resolution No. 13. I
still don't know what the answer of this Board is to that resolution.
That,s the one on Shoreham.
COUNCILMAN TO}~NSEND: I'll talk to that.
SUPERVISOR PELL: Go ahead, Councilman Townsend.
COUNCILMAN TOWNSEND: Well, it's just that the Board received
this today. I'm not exactly sure of the legality behind the
various public entities they're talking, what role of the public
entities we're talking about. The Board has been on record in
opposition ~o it and I think that---
MR. BARTH: To what?
COUNCILMAN TOWNSEND: In opposition to the Shoreham Nuclear Plant
going on line
MR. BARTH: But this resolution doesn't address that. The resolution
is quite specific. It says that the Board goes on record in. 0pposi'fien
to the approval of an evacuation plan, not being against Shoreham
now. You can be against Shoreham, but the problem now is ~hat
LILCO is proposing an evacuation plan and Suffolk County says that
you cannot evacuate Suffolk County in case of a nuclear accident
and they want this resolution which says that the Board goes on
record in opposition to the evacuation plan that LILCO has made.
COUNCILMAN NICKLES: We have already done that, sir.
MR. BARTH: Where?
SUPERVISOR PELL: Councilman Nickles.
COUNCILAMN NICKLES: We have previously done that. I think all
the Town Board members signed a letter of communication from PeTer
Fox Cohalan to Marie Cuomo, the Governor of the State of New York
and there are numerous other instances that I cannot fecal.1 specifically
to mind where at the instruction of the Town Board the Supervisor and
or the Town Clerk has conveyed same to all the parties that are
involved, including the County~ the County Legislature, the County
Executive, LILCO, the people in charge of the hearings and so forth.
SUPERVISOR PELL: What I'm going to do is .pull out all the prior
correspondence---
MR. BARTH: Wouldn't it be simpler though, instead of pulling out
all the correspondence, even if you're repeating yourself, mo go '
on record saying that you're opposed to the LILCO plan? Then You
don't.have to pull out records, you don't have to go through ~I1
that nonsense. So you'll be repeating yourself. It's not so
terrible. Sometimes when you repeat yourself, you just emphasize
what you mean to say. I would think that to me that, just sitting
here, and I'm not in Suffolk County someplace--just sitting here,
you get a feeling of waffing on this issue.
SUPERVISOR PELL: No, we will not waffle. I can produce records
where we have firmly supported.
MR. BARTH: So what do you have to go look up the records for?
SUPERVISOR PELL: The Town Board has so directed, and I will do it.
All right, does anybody else wish to address the Town Board? Way
in the back, gentleman in the back.
MR. FRANK CARLIN, Laurel, New York: Gentlemen, I won't spend much
of your time, I know you want ~o get home for dinner, but there's
a couple of things and one of them is they didn't mention anything
about on the bridge deal here~ they didn't mention anything about
raising the bridge.
SUPERVISOR PELL~ Yes, they did, I didn't mention it.
MR. CARLIN: Could I have a copy of the letter?
SUPERVISOR PELL: I don't have a copy, this came by telephone
yesterday and today. Who commented on this at the Board?
COUNCILMAN NICKLES: Somebody commented that they didn't take into
consideration there was a second private bridge there.
SUPERVISOR PELL: There is a second bridge involved. Their original
thought, D.O.T., that there was just the one bridge involved and it
would not be too expensive. Now they have found out there is another
cement bridge to the east or to the west somewhere involved--to the
east.
COUNCILMAN MURDOCK: The underpass behind--
COUNCILMAN MURPHY: About 150 feet to the east.
COUNCILMAN MURDOCK: It goes to the east of the camp ground.
SUPERVISOR PELL: They were supposed to have an estimate from the
M.T.A. by today. In lieu of the fact that there are two bridges
involved now, they said they will have it in an additional two
weeks, probably by June 7th meeting, the cost figure--they hope
to have it--the cost figure of what it would cost of raising the
bridge. That is still under consideration, but they're slowing
down--they couldn't get that in the report today, but that is the
reason why, because of the second bridge involved now.
MR. CARLIN: Okay, sure. Frank, one for you. I didn't quite
understand when you said the lights you said to the curve. The
petition says from Bray Avenue up to and around the curve. Do
you mean that?
COUNCILMAN MURPHY: I believe this is exactly what Ray has--down
to Henry Romanowski's house. I believe starting at Romanowski's
farm house~ to Bray Avenue.
MR. CARLIN: Right, when we come to the bridge and before the
bridge lights--
COUNCILMAN MURPHY: Right. There is a need on both sides of the
bridge for lights.
MR. CARLIN: Right, okay. Now, one more thing and I'll be done.
The Bridge and Road Committee are keeping this committee into
operation for the safety and benefit of the people in Southold
and we hope to continue on with little things and maybe we can
benefit the safe%y and the people of Southold Town. One more
request. Last September when I stood behind this microphone I
request the street lights, but I see they're finally going to go
up, which I'm very happy to see. Along with that was something
else, not even connected with this case, which was very important.
I requested some picnic benches to be installed in Laurel Park,
because we don't have any there and it's coming on summertime and
nothing was done about it and I see in Southold Town here you have
about eight or nine beautiful nice painted benches and my God, in
Laurel there's a Town park there and the only thing you have is
two ball fields, and people come there and they like to eat their
lunch there, and there's not a picnic bench there and that was eight
months ago and nobody mentions nothing about even the lights--I
know it was knocked down--i~ was voted down on account of it would
cost too much money. I know all that too and now you're aware it
was most important to put the lights--all these accidents--yet it
was voted down, but that's water under the bridge now.

COUNCILMAN NICKLES: Lights were not voted down.
MR. CARLIN: Yes, they were~ they were never put up, and that was
eight months ago and I'never even heard anything from anybody that
you were considering it or anythi~g.
SUPERVISOR PELL: Your request for picnic benches will be looked
into, I will get in touch with Mr. Dean and talk to the proper
committee. I cannot promise you anything, but I wilt talk to them
and if you contac~ my office say in a week or so I'll have word
for you.
MR. CARLIN: Because you know, there's a lot of summer people and
a lot of local people come out the~e in the summer and to see them
sit on the ground in a country town and eat their lunch, it's a
disgrace~ a disgrace.
SUPERVISOR PELL: Give me a week and I'll see what can be done.
MR. CARLIN: Thank you, I appreciate it. That's it, gentlemen..
SUPERVISOR PELL: Thank you, Mr. Carlin. Mr. Harvey?
MR. STUART HARVEY, Southold: Number one, I think on this letter
that bounces around, we want a letter to say that we don't approve
of LILCO's new plant To use their employees. I think this is what
was left out it and what we're really trying to say. This is a
new set-up, that's why we wanted a letter on it, that it's a new
deal they're trying to bring in and we wan~ to keep this one off
too. The other thing I was wondering about, we're going to do some
asphalt there on Fishers Island and there's a bid out. I think
there is also--does that include putting a binder on the existing
concrete and filling the cracks in that now exist?
SUPERVISOR PELL: That is being looked into. That was brought
up today.
MR. HARVEY: Yes, but I mean, is that covered by this contract?
SUPERVISOR PELL: No.
MR. HARVEY: Will that be an extra?
SUPERVISOR PELL: That will be done.
MR. HARVEY:
SUPERVISOR PELL: Yes, and fill in the cracks too.
MR. HARVEY: How heavy would that asphalt be?
COUNCILMAN MURPHY: Inch and a half.
That will have to be done before they do the asphalting.
MR. HARVEY: Thank you.
JUSTICE EDWARDS: I was just talking to Jim McMahon. There's
enough in this project To cover this.
SUPERVISOR PELL: We're all se~ and that was brought up today--
to make sure it was done correctly. --Anybody else wish to address
the Board?
Moved by Supervisor Pell, seconded by Councilman Murdock, it was
RESOLVED that this Southold Town Board meeting be adjourned am
4:45 P.M.
