MINUTES
April 21, 2025 - 10:30 AM
Attending: Margaret Newman, Chairperson; Anne Smith, Town Board Laison; Charlie Gueli;
James Kalin; Brian Cummings, Southold Town Planning Department; Police Chief Steven
Grattan; Dan Goodwin, Highway Superintendent; John Carter; Mary Bess Phillips, Greenport
Village Liaison joined via zoom.

Meeting called to order by Anne Smith at 10:30AM. Margaret Newman was nominated for
Chairperson, motion by Jim Kalin and seconded by Charlie Gueli, approved unanimously.
Randy Wade was given a certificate of appreciation for her 4 years as Chairperson of the
commission. Randy said that community preferences and requests have served to establish
priorities for the commission, which includes making walking and biking safe.
Anne said we have to collect all previous documents that the commission has and add them to
the minutes and agendas already in the possession of the Town Clerk, Denis Noncarrow, so
that all related documentation can be found in the same place on the Southold Town website.
The March 2025 minutes were approved as amended with changes to the attendants.
The members of the Transportation Commission will be asked to attend the April 29t" meeting
of the Town Board.
John Carter submitted his resume and letter of interest to join the Transportation commission
to the Town Board. He attended the meeting and he gave an introduction to the group on his
background and experience. We look forward to having him join as a new member at our next
meeting.
There should be a review of roles and responsibilities for various people (positions) on the
Transportation Commission. A directive should come from the Town Board later this week.
Moving forward, each January the commission should review goals and membership needs for
the upcoming year.
When requests for changes that require legislative action are made by the members of the
public, a review process should take place. This process is to be determined.
The review of recent requests from the public is being reviewed by the Town Board and recommendations may be
made to the Transportation Commission, or the commission could be asked to provide opinions on the requests.
The most recent issue has to do with parking along Main Bayview Ave. We will determine how to use standards
in order to form opinions at an upcoming meeting.
There was a discussion about the request from the Baptist Church on Factory Avenue in
Mattituck to create a sub-name to the street in honor of Bill Lynch. Charlie provided some
background as to why the request was made, and a recommendation was made for the
commission to determine what the criteria should be for giving a street a secondary name
which the Town Board could use to determine whether the request should be approved or
rejected. At our next meeting, we should set a date to present criteria to the Town Board.
We are asked to review the 8 goals in the Comprehensive Plan and Chapter 64 - 5 of the
Southold Town Zoning Code and come up with a long-term plan, indicating which goals have
been addressed and what we can do to help the town achieve these goals.
We should investigate multi-use trails and how they interact with crosswalks and traffic. Then
we should make any recommendations that we deem advisable. Sometime in the next two
weeks, the Transportation Commission will be asked to review zoning changes that impact
traffic.
The Town Board will ask NYSDOT for a meeting to discuss bike routes and education of the
public. The Transportation Commission should make a list of things that we feel the Town
Board should address at that meeting. Bike trail signage is old and worn out. Bike racks are
being installed by the DP. We should decide if any public notification/education is needed
regarding biking.
The time and dates of our meetings are being revised, but the next two meetings will remain at
10.30 AM to noon, on May 19t" and June 16t".
The meeting was adjourned at 11.59.
