A Local Law in Relation to Designation of Parking Areas

IT ENACTED, by the Town Board of the Town of Southold as follows:
Chapter 65 (Parking At Beaches) of the Code of she Town of Southold
is hereby amended as follows:
Section 65-2.A. (Designation of parking areas requiring permits)
is hereby amended by adding the following:
(23) Gagens Landing Road, Southold, both sides for the entire
length.
(24)
Little Neck Road, Cutchogue, both sides f from the
southerly terminus northerly for a distance of five hundred
(500) feet.
This Local Law shall take effect upon its filing with the Secretary of'
State.

SUPERVISOR WICKHAM: We have two public hearings tonight. The first is
Councilman Lizewski, who is going to read the first one for us, which is a
public hearing in relation to a parking area.
COUNCILMAN LIZEWSKI: "Public Notice is hereby given that there has
been presented to the Town Board of the Town of Southold, Suffolk County,
New York, on the 23rd day of August, 1994, a Local Law entitled,
Local Law in Relation to Designation of Parking Areas". Notice hereby given
that the Town Board of the Town of Southold will hold a public hearing on
the aforesaid Local Law at the Southold Town Hall, Main Road, Southold,
New York, on the 6th day of September, 1994, at 5:00 P.M., at which
time all interested persons will be heard. This proposed "Local Law in
Relation to Designation of Parking Areas" reads as follows:

Times, and The Mattituck Watchman, and it's been on the Town Clerk's
Bulletin Board. I have no correspondence, and nothing else. That's. it.
SUPERVISOR WICKHAM: Is there anyone who would like to address the
Board regarding this public hearing7 Yes. sir?
FRED SCHOENBACHER: Fred Schoenbacher- I live on the corner of
Cagens Landing Road, and Clearview. The question has come up to me
after the paper came out, the entire length of the road. Does this mean the
entire length of, in other words, all the houses that are on Cagens
Landing you're not going .to be able to. park a car there without a permit,
when you have relatives to coming, or do they just mean.-I figured it was a
misprint, and they're talking about from Clearview down to the Landing,
but that isn't what the paper says. The other thing is, what is the
reference to the year of 19967 He just repeated it when he read it.
TOWN CLERK TERRY: The paper published it as the sixth day of
September, 1996. It's a misprint by one paper. The other paper has it
correct.
FRED SCHOENBACHER: You really had me buffaloed.
TOWN CLERK TERRY: The other paper has it correct.
SUPERVISOR WICKHAM: What about the distance along the road-
TOWN CLERK TERRY: Both sides, entire length.
FRED SCHOENBACHER: Does that mean the entire length of the road,
because you're going to have a lot of people down there? They're screaming
already, and I said, I think it was a misprint.
TOWN CLERK TERRY: It's the entire length. That's exactly the way it
came from the Highway Superintendent.
FRED SCHOENBACHER:

FRED SCHOENBACHER: When do I have to do that?
SUPERVISOR WICKHAM: Right now.
FRED SCHOENBACHER: I say I wish it would be corrected, I don't know
how you want to word it, but the Landing part south of Clearview
Avenue, because as it is now, it was brought to my attention in the last few
days, and I know of several people who are up in arms over it, because of
this, and I thought maybe it was a misprint.

SUPERVISOR WICKHAM: Thank you for this clarification.
FRED SCHOENBACHER: You will see that this is corrected?
SUPERVISOR WICKHAM: We normally have a hearing like this, and then at
the end of our resolutions we will address the issue. If there is question
on part of the Board, what we normally do is not act on it today, but do a
little more research before we act on it, and that's probably where I~m
coming from. I can't speak for the rest of the Board.
FRED SCHOENBACHER: In other words, is this in effect now?
SUPERVISOR WlCKHAM: No. This a public hearing to get the views of the
people. At the end of our meeting, which will be around 5:30 or 6:00
o~clock, resolution #37, we will take up this issue, and we will do one of
three th~ngs. Either wefll adopt it, as it's written, including all of that
road, or we will say, no, we won't do it, we will act against it, or the
third choice is we will take no action, and frequently when the Board is
unclear how to proceed, we will take no action until we do a little more
research, and maybe reformulate the proposal. But, I can't say at this
stage exactly what we're going to do. I can say what I'm going to do.
