A~s. pecial meeting of the Southo!d Town Boerd wa~-he!~ed at the office of Supervisor Norman Eo Klipp at Greenport~ on wemnesda~ April ~4. 19~4~ The Meeting was called to order at l:3d P.M. w~t~ the following present:Supervisor Ktipp~ Justices Tuthi!t~ &ibertson~ Clark and Demsrest~ Town Attorney Terry and Town Clerk Booth. We~ the undersigned~ being the Supervisor and Justices of the Peace of the Town of Southold~ DO HE. REBY WAIVE all notice of the Special meeting of the Town Board of the Town of Southo!d to be held at ~he office of the Supervisor at 16 South Street~ Greenport~ New York~ on ~pril !4~ i9N4~ at 1:30 P.M. in the afternoon ~nd we do hereby agree and consent that such meeting be held and that all such busin- ess may be transacted thereat as ~ay lawfully come before said meeting. Norman E. Klipp~ Supervisor~ Henry A. C!srk~ Ralph W. Tuthi!l~ Lester M. A!bertson~ Louis Mo Demarest~ Justices of the Peace~ Ralph P. Booth~ Town C!erk. The Board was advised that an order had been grented dis- continuin~ the proceedings brought by Eloise Bowden for the purpose of obtaining an order of prohibition; that the or_er zurther vacated the sts.~ of proceedings contained in the order of March P~ !9~ and that the Board was now at liberty to consider the charges against Mrs. Bowden. The statements of 2t~pervisor Norman E. Klipp relative to the charges and the answer submitted by Mrs. Bowden were carefully considered by the Board. ~fter lengthy de!iber- ~tion~ the Board found M~s. Bowden guilty of charges I and ~'~ end upon Motion by Justice A!bertson~ seconded by Justice Tuthi!l~ it was RESOLVED: That there be imposed u~on Eloise Bowden a pun- ishment ~ - · ' ~ - o,~ suspension for e permod of two months, e!,_ective March lp~ 19P~+.'~ and explrmng on May !4~ !9~C4~ and be it further RESOLVED: That a copy of the record of the proceedings be filed with the Suffolk County Civil Service Commission. Vote of Town Board:Ayes-Supervisor Ktipp~ Justices Tuthill~ Albertson~ Clark and Demarest. Moved by Justice Aibertson~ seconded by Justice Demarest: ~.~5~EREAS? it is deemed to be in the best interests of the Town of Southold that effective supervision of personnel employed by the To~n be continuo~s!y ~aintained and that respmnsibi!ity therefore be delegated to the Supervisor: NOW~ THEREFORE~ BE IT RESOLVED: That Supervisor Norman E. Klipp be ~nd he hereby is authorized and directed to act in the capacity of Director of Personnet~ and to issue such reasonable rules and regulations a:_e directives as he may deem necessary for the vroper discharge of such duties~ including~ without ti~itatiSn~ the determination of working hours ~nd days~ and the granting of leaves and vacations of all personnel employed %y the Town excepting those under the jurisdiction of the ~u~ermntendeno of Highways~ and be it further RESOLVED~ That he shall serve in such capacity without additional compensation.
