TO\VN OF SOUTHOLD, SUFFOLK COUNTY, NEW YORK
1. Local Law _No. 5, 1981, is entitled "A Local Law to change the term of
office of the To~vn Clerk from two years to four years."
2. The purpose of said Local Law is io supercede, in its application to
Town of Southold, seclion twenty-four of lhe Town Law'to provide thai the lerm of
office of the To'~vn Clerk shall be four years,
3. The effect of such Local Law is lhai if the same shall be approved by lhe
affirr~ative ~ote of a majority of the qualified electors of the Town of Southold voting
upon a proposition therefor at the general election lo b~ held on November 3, '1981,
the term of office of the Town Clerk elecied at said g~neral election and thereafter
shall be four years.
The foregoing'abstract, has been prepared bythe ~ndersigned Town Clerk of
the To~vn of Southold, with the advise of the To~vn Altorney pursuant io Section 25 of
the ~.'Iunicipal t~ome Rule Law.

IN THE MATTER OF A PROPOSED "LOCAL LAW PROVIDING FOR A FOUR YEAR
TERM OF OFFICE FOR THE SUPERVISOR".

SUPERVISOR MURPHY: This is a hearing on a proposed "Local Law Providing
for a Four Year Term of Office for the Supervisor". The official notice to
be read by Councilwoman Jean Cochran.
COUNCILWOMAN COCHRAN: Thank you. "Public Notice is hereby given that
there has been presented to the Town Board of the Town of Southold, Suffolk
County, New York, on the 9th day of August, 1988, a Local Law entitled,
"A Local Law Providing for a Four Year Term of Office for the Supervisor".
Notice is further given that the Town Board of the Town of Southold will hold
a public hearing on the aforesaid Local Law at the Southold Town Hall, Main
Road, Southold, New York, on the 23rd day of August, 1988, at 3:35 o'clock
P.M. and at 7:30 o'clock P.M., at which time all interested persons will be
heard. This proposed "Local Law Providing for a Four Year Term of Office
for Supervisor" reads as follows:
BE IT ENACTED by the Town Board of the Town of Southold as follows:
Section 1. The term of office of the Supervisor shall be four years.
Section 2. This Local Law shall supersede Section twenty-four of the
Town Law, insofar as it is inconsistent with such section.
Section 3. A proposition for the approval of this Local Law shall be
submitted to the electors of the Town of Southold at the general election to be
held in November, nineteen hundred eight-eight, and this Local Law shall
become operative only if approved by the affirmative vote of a majority of the
qualified electors voting upon such proposition.
Section 4. If this Local Law is approved by the affirmative vote of a
majority of the qualified electors of the Town voting thereon at said general
election, any of the town officers mentioned in Section one hereof elected at a
biennial Town election held after this Local Law takes effect shall hold office
for a term of four years commencing on the first day of January next succeed-
ing such election.
Copies of said Local Law are available in the Office of the Town Clerk to any

of posting on the Bulletin Board in Town Hall, signed by Judith T. Terry,

SUPERVISOR MURPHY: Thank you, Jean. You've heard the official reading
of the Proposed Local Law. Is there anyone in the audience, who would like
to address the Town Board on this? On the left? (No response.) Middle? Yes.
FRANK BEAR: My name is Franklin Bear. I would like to say that, I feel
that there are many reasons why this Law should become in effect, and there
are reasons why it should not. I would like to say that the fact it's only a
two year term now, makes it very difficult for a person to conduct the job
without having a lot of interruption, elections, and campaigning and all this
sort of thing. I think it's time, also, that we give the public an opportunity
to vote on this, and I hope that the Town Board will take the action necessary
in order to make it possible for the Town residents-residents of the Town
of Southold to vote for or against this proposition. Thank you.

address the Town Board? (No response.) Any Town Board members? (No

SUPERVISOR MURPHY: This is a hearing on a proposed "Local Law Providing
for a Four Year Term of Office for the Supervisor". We will waive the reading,
if there are no objections. (No Objections.) Basically what it is, it will be subject
to a referendum, this election, and the people- of Southold Town. I think
we're going to have most of the Town and Fishers Island have this proposition
up, and we'll be voting on these issues. Southold Town presently has the
Town Clerk, and the Councilman as four years. We have this one for the
Supervisor, and on for the Superintendent of Highways. Different towns have
different mixtures of this combination, but basically that's what it is. We'll
have the opportunity to vote on it. I~ there anyone who would like to address

Hearing none on the left? (No reponse.) Any in the middle? ( No response.)
Any Town Board members want to comment any further? (No response.) Hearing
