A meeting of the Southold Town Conservation Advisory Council was held Wed., April 9,
2025 in the Town Hall Conference Room and via Zoom.

CALL TO ORDER
Chairperson Carol Brown called the meeting to order at 4:30pm.
ANNOUNCEMENTS
Carol Brown attended The Long Island Sound Study (LISS) 2nd Annual Long Island
Regional Funding Workshop. The workshop provided information on funding opportunities
for sustainability and resilience projects in the Long Island Sound region.

Carol Brown and Nancy May attended the Southold High School Career Day. They met a
student who would be a good future candidate once a vacancy opens up.
APPROVAL OF MINUTES
Moved by Inga Van Eysden, seconded by Nancy May, to Approve the Minutes of March
12, 2025.
REPORTS
Carol Brown sent a recommendation to the Town Board to appoint Burke Liburt and
Barbara Friedman to the CAC. The Resolution is tentatively scheduled for April 15th
Carol Brown attended the Board of Trustees meeting on March 19th and described two of
the applications for wetland permits as being egregious. When the meeting concluded,
she approached the bench and asked if the Board would like the CAC to inspect the ,
properties and provide a recommendation. The Trustees agreed and invited Carol to
attend the work session on Mon., April 14th
CLIMATE SMART COMMUNITIES
Carol Brown provided a brief background of Climate Smart Communities to Burke Liburt
and Barbara Friedman. Once they are appointed as members to the CAC by the Town
Board, she will add them as users to CSC. As the committee continues to work on 'pledge
elements, they will send them to Andrew Manitt for review, then forward to Gwynn
Schroeder, GLO. She will then forward them on to.the appropriate department head. Carol
Brown asked the members to feel free to take on any pledge elements.
Inga Van Eysden prepared submissions for two of the Pledge 5 Pledge Elements. They
have been reviewed by Andrew Manitt and sent to Gwynn Schroder for the Towns;
review. One Element is the Residential Organic Waste Program and the second one is
the Reuse Area.
UPDATES ON OTHER TOWN ENVIRONMENTAL COMMITTEES
The CAC will join the Water Advisory Committee on their educational campaign.
Yan Albaladejo will have posters completed for the Residents Guide by the end of next
week. Carol asked the other members to review the latest draft of the Residents Guide
and send her the edits. She sent the Google version with comments then made it into a
Word document for tracking. Carol will also send the draft to Barbara Friedman and Burke
Liburt for their review.
Anne Murray announced that there will be a compost workshop at the Southold Free
Library on May 5th and mentioned that the tree code is being considered by the Town
Board as part of the Zoning Update.

NEW BUSINESS
• MONARCH BUTTERFLIES PLEDGE-Inga Van Eysden noted that The Mayor's
Monarch Pledge is part of the National Wildlife Federation. There are many towns
across the country and in Mexico and Quebec who have made the pledge. The
pledge requires that the town agree to undertake three actions a year. Because we
have a native plant garden at Custer, which will be officially designated a Monarch
Waystation very soon, she believes we've already meet at least three of the
pledge elements. She completed the pledge form for review, and will e-mail pledge
elements to Brian Mealy, Lauren Standish, AI Krupski and Gwynn Schroeder.
• ZONING UPDATE-The CAC reviewed the March 5th version of the Zoning Update.
Carol asked the members to review the table of contents and decide which items
the CAC should be looking at. The CAC learned that the Aquifer Protection Overlay
District was being removed from the March 5th draft. It was decided that they would
send a memo immediately to the Town Board before the release of the April 22"d
draft objecting to the removal. Maggie will work on a draft with Carol outlining the
CAC's areas of concern. Once completed it will be forward to Councilman Mealy.
APPLICATIONS FOR WETLAND PERMITS REFERRED BY BOARD OF TRUSTEES
Moved by Carol Brown, seconded by Nancy May, it was
RESOVLED to NOT SUPPORT the application of WILLIAM E. GOYDAN REVOCABLE
INTER VIVOS TRUST to demolish the existing two-story dwelling, detached garage and
other surfaces on the property; construct a new 3,287 sf. footprint, two-story single-family
dwelling with an 865 sf. seaward covered patio, 167 sf. side covered porch, and 149 sf.
front covered porch; construct a proposed 16'X 36' swimming pool with 8'X 8' spa tub; a
1,357 sf. pool patio surround with steps to ground, pool enclosure fencing, pool equipment
area, and a drywell for pool backwash; construct a 752 sf. two-story detached garage,
gravel driveway and parking areas; establish and perpetually maintain a 25' wide ,
vegetated non-turf buffer, no fertilization buffer along the landward side of the wetland
vegetation.
Located: 1645 Marratooka Rd., Mattituck. SCTM#123-3-2.1

The CAC does Not Support the application as submitted. The dwelling should be
relocated to a setback of 100' from the wetland boundary. The existing mature trees
should not be removed, based on the topography and stability of the current landscaping.
Vote of Council: Ayes: All

Moved by Nancy May, seconded by Carol Brown, it was
RESOLVED to SUPPORT the application of NATHAN BRZOZOWSKI to demolish
existing foundation and stair remains; construct a new two-story, single-family dwelling
with attached garage with an 86 sf. northwest landing with stairs, a 15 sf. northwest
landing and stairs, a 12 sf. northeast landing with stairs, an 80 sf. breezeway; a 234.7 sf.
second floor balcony, 16 sf. outdoor shower, 560 sf. raised patio with 30.2 sf. stairs; 42.2
sf. bilco cellar entrance; 25 sf. A/C unit area; 18'X 36' pool; on-grade 3,659 sf. pool patio
surround with gates, pool equipment area, pool drywell; install an I/A septic system; install
an 8,000 sf. driveway for the dwelling; install a 60'X 40' pole barn with a 3,500 sf.
driveway; existing 498 sf. concrete pad to remain; install gutters to leaders to drywells to
contain roof run-off; approx. 1,645 cy. of excavation and 1,165 cy. of fill for the project, the
excess fill will be removed from the site; remove three (3) trees and replace with six (6) 3"
caliper native hardwood trees; and to establish and perpetually maintain a 15' wide non-
turf, non-fertilization vegetated buffer along the landward edge of the lawn.

The CAC Support the application based on the updated plans, and recommends all
vegetation around the wetlands be maintained as a non-disturbance buffer and the pool
location is adjusted to avoid the removal of trees.
Vote of Council: Ayes: All
Motion Carried
Carol Brown will attend the Board of Trustees meeting scheduled for Wed, April 16, '2025.
The next meeting of the Conservation Advisory Council is scheduled for Wed., May 7,
2025 at 4:30PM in the Conference Room.
There being no further business to come before the Council, the meeting-was adjourned
at 6:50PM.
