HomeMy WebLinkAboutLP-04/22/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 22, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25(Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Motion carried: 4/0/2 (Kim Krupski and Will Lee abstained) • Next LPC Meeting Date: May 6, 2025 General Preservation • None Inquiries/Applications for Uses or Structures on Preserved Property • None Stewardship and Management o Ezair(f/k/a Latham Farms, Inc.) 26160 Main Road, Orient SCTM# 1000-18.-6-14.9 Follow up from 2024 easement violation Lilly reviewed photos and observation from her site visit on April 9th. The farm operator removed the bulk landscaping materials unrelated to agricultural production. Mulch, woodchips, and compost used for backfill remained on the property. The farm operator also leveled the dirt bike track. The Committee questioned whether the farm operator understands what uses the easement prohibits on the property. Lilly noted that the current operator took over in recent years, was very cooperative in resolving the violations, and appeared to understand the easement terms, so the Committee should not anticipate further violations. The Committee directed Lilly to send a letter confirming the easement violations have been resolved. Land Preservation Applications & Potential Applications: • Tuthill Oysterponds Holding Company SCTM# 1000-17.4-14.2, 16; 1000-18.-3-30.3; 1000-18-6-17.3 Request from Planning Board re: Review of Conservation Subdivision lot design The Committee agreed there are no changes to comments on North & South Dyer. The Committee's recommendations regarding moving South Brown's attached reserve area remains unchanged. The majority of the Committee recommended that the attached reserve areas on North and South Brown increase to 80,000 square feet to maximize future commercial agricultural viability, and they would not recommend public acquisition of an agricultural development rights easement with smaller reserve areas.They also recommended locating both reserve area on the Main Road.The Committee expressed significant concern that these reserve areas, as proposed, were likely to create estate lots that would take both parcels out of agricultural production in the future. • EXECUTIVE SESSION- Legal Advice Regarding Stewardship and Management Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Sam McCullough, seconded by Eric Keil, to enter into EXECUTIVE SESSION.
