As one who pays property taxes promptly in full year after year, and supports many vital causes in our neighborhood, I wi:~h to protest the proposad downzoning of the Stepnoski Farm on Main Bay View Road from 2 acre to 1/2 acre lots, as requested by Mandel, a buyer who wants to put up 28 houses in %~hat are now ribalds. This is exactly the kind of building the two acre zoning was intended to discourage in the f~rst place. It destroys rural countryside by over-developement, while ad~ing a strain on the environment in a low lying area between Goose and Jockey Creeks, threatening contamination of both land and water. ~he la,~t thing we need in that ~icinity are more draining problems that inevitably result from such overcrowding. And from an esthetic point of view, Main Bay View Road is already bordered by too many 1/2 acre lot communities, with plans for more ~n the works. Please protect those of us with homes in a vicinity that still has some beauty, and therefore value. And please protect life on the North Pork from becoming a cheap imitation of the worst of the Hamptons. What happens as a result is not pro~re~s, but backsliding which ends up of no lasting benefit year round. However, I wish ~c state for the record my iami!y's and my opposition to this proposal and req~est that it be rejected. I have resided in the Town of Southold since 1960. A~ many of my nuiqhborm, end particularly with an eye cast toward the South Fork, I have beep concerned with the prospects of unbrid!ed development. On a practical level, there is clearly a limit to our a¥~ilable w~ter supply and roads, one that app~r~ ~o have been already reached. On another, and as essential, level, there is the unique quality o~ life that makes scuthold the ~pe=ial place that it is. The last thing that i~ needed is a high-density residential development, psrticularly in the area being considered. The present proposal would deprive area z-=~ide~]ts of one of the few re~:alnin~ open ~p~c~s on Great Hog Neck. Moreouer, it ~ould introduce increased vehicular traffic to an already busy Main Bayv[ew, posing potential safety problems (I count from the subdivision plan no less than six driveways fronting Main Sayview). I strongly f~¥or the eximtin~ zoning laws, which appear to have brought some degree of sanity to the development of our town, while strikin~ a reasonable balance between the concerns of th= present residents a~d thos~ who would ~nt to join us. I do not think that the developers should be afforded an exemption on the guise of providing "affordable housing." With the continued d~press~d rea] esta~ market, there is a good supply of affordable hOUsing, for the young and old. One dees no~; have to concentrate very hard to notice all the "Fcc Sale" signs, and a casual glanc~ at the classified ~d~ r~veat~ that a~kin~ pri~e~ have fallen considerably. It strikes me t~at the developer~ want the Board to conclude that there is a shortage of reasonably priced homes, which iv nnt th~ eas~, in order for it to approve an exemption that wall allo~ them to squeeze the greatent profit out of the existing 17 acres under consideration. This Board sho~lld treat ~t~ch ploy for precisely the sham that it i~. Even were the Board to accept the argume~t that there is a n~ed for more "~ffordabl~ hou~ing,'~ whatever that mean~, it should nonetheless reject the current proposal. There are other, less congested areas (between Rte. 25 and the North Road) that would mor~ r~adily lend ~hem~lves to the typm of high-density development being considered, without running the risk of irreparably impairing the water =upDly and creating und~:e traffic congestion to th~ ~r~at Hog Neck p~nin~ula. This proposal is for a development between South Harbor and Bayview Roads and calls for 28 houses on a 17 acre parcel of farm land. The density proposed is far greater than the zoning laws currently call for and we feel it is a mistake to allow this abuse of these set zoning laws and of the land itself to happen. We have formed a coalition of Southold town residents (voters) which are appealing to the town council to do what is best for Southold In just four short days, our newly formed coalition h~ circulated the flyer enclosed and recieved an,Marming number of responses in favor of our views stated. We feel that the plan that Mr. Mandel and Ms. lsreal are proposing is in gross neglect of any sensitivity to the location and character of this parcel of land and its surroundings, is insensitive to the local real estate market, and the local environment. In addition, it is not offering anything in the way of real affordable housing but is compromising those tax paying residents who currently have houses on the market in this price range and prevents them from "trading up" to larger or more expensive home. The real needs of the township are being ignored by these two developers for their own gains. Our view is that this project should be stopped now and that it does not merit a public he,ring. This parcel of land is best suited to remain farmland or, if developed, it should be done with a sensitivity toward the existing farmland it borders and with a sensitivity toward the transitional zone that it occupies bet~veen resi- dential neighborhoods and broad expanses of farmland. The town has seen it appropriate to buy the development rights to the land (formally of the Howell Faxrn ) from the estate of George Wells, West of South Harbor Road. The historic Howell Farm is presently being meticously restored by myself, and my wife Paula skwara, to its original state and is a showcase of Long Island farm histo- ry. Fred Lappe and his family farm numerous acres from their home next door on South Harbor Road. Both of us will be seriously reconsidering our interests in the area if this proposal is approved. We are ~skingyou to use your best judgement for the town. We can supply you with the names and addresses of those who have expressed oposition to this developement. The proposed zoning designation for affordable housing is appropriate as the site is located near the Southold public schools and is relatively close to the Southold Hamlet. In relationship to adjoining properties, the proposed AHD zoning is also appropriate. The property is bounded on the west by South Harbor Road which road separates the subject property from property which, upon information and belief, has had the development rights sold to the Town of Southold and/or the County of Suffolk. The property to the north and to the east is zoned R-40, which property is already improved by primarily single family residences on lots of approximately 1/2 acre in size. The proposed subdivision of 1/2 acre lots is therefore consistent with the existing land use in the surrounding area. Public water operated by the Incorporated Village of Greenport is available to the subject property, and the Village water system has present capacity to serve the proposed project. Public sewer is not available and will not be needed to serve the project. The roads abutting the subject property, Main Bayview Road and South Harbor Road are of sufficient capacity to meet the slight increase in traffic on these roads that would be generated by the proposed project. The proposed project entails the subdivision of a 17.5820 acre property into single family residential building lots of approximately 1/2 acre in size. One single family residence with accessory buildings is already located on the subject property and the proposed subdivision would create building lots for another 27 single family residences. The proposed project is designed to meet the continuing need for affordable housing in the Town of Southold. One half of the building lots will, in accordance with the requirements of the Affordable Housing zoning district will be sold pursuant to the A~D pricing requirements to eligible purchasers identified by the Town of Southold's Community Development Office. The proposed zoning designation for affordable housing is appropriate as the site is located near the Southold public schools and is relatively close to the Southold Hamlet. In relationship to adjoining properties, the proposed AHD zoning is also appropriate. The property is bounded on the west by South Harbor Road which road separates the subject property from property which, upon information and belief, has had the development rights sold to the Town of Southold and/or the County of Suffolk. The property to the north and to the east is zoned R-40, which property is already improved by primarily single family residences on lots of approximately 1/2 acre in size. The proposed subdivision of 1/2 acre lots is therefore consistent with the existing land use in the surrounding area. Public water operated by the Incorporated Village of Greenport is available to the subject property, and the Village water system has present capacity to serve the proposed project. Public sewer is not available and will not be needed to serve the project. The roads abutting the subject property, Main Bayview Road and South Harbor Road are of sufficient capacity to meet the slight increase in traffic on these roads that would be generated by the proposed project. It is not anticipated that there will be any common areas or private utilities serving the proposed project requiring the creation of a homeowners association.
