Owner: Oysterponds Historical Society—Vail House
RESOLUTION:
WHEREAS, 1555 Village Lane, Orient,NY, is on the Town of Southold Registry of Historic
Landmarks; and
WHEREAS, as set forth in Section 170-6 of the Town Law(Landmarks Preservation Code)of the Town
of Southold, all proposals for material change/alteration must be reviewed and granted a
Certificate of Appropriateness by the Southold Town Historic Preservation Commission
prior to the issuance of a Building Permit; and
WHEREAS, the applicant submitted a proposal on March 19, 2024, requesting permission to construct
alterations and additions to an existing historic society building to include archival
storage space and an ADA compliant ramp, located at 1555 Village Lane, Orient,NY.
SCTM No. 1000-25-3-16.1; and
WHEREAS, the applicant's representative, Martin Finnegan, Attorney, and Paul Alter, Registered
Architect, appeared before the Commission for a public hearing on April 24, 2025, to
describe the proposed alterations and additions to the existing historic society building;and
WHEREAS,the improvements are proposed for the additions and alterations to the existing historic
society building, all as depicted on a Site Plan (Sheet A-001), and Architectural Plans
(Sheets.T001, A100-thru A103, A500, A501, A503, A600 and A620) dated November 8,
2024, and prepared by Paul S. Alter, Registered Architect; and
WHEREAS,the applicant shall submit to the Commissioners photographs of the finished
improvements upon completion; and
WHEREAS,the Commissioners may conduct a site inspection of subject premises once improvements
are completed; and

NOW THEREFORE BE IT RESOLVED, that the Southold Town Historic Preservation Commission
determines that the proposal for additions and alterations to the existing historic society
building, to include archival storage space and an ADA compliant ramp, all as depicted on
a Site Plan (Sheet A-001), and Architectural Plans (Sheets T001, A100-thru A103, A500,
A501,-A503, A600 and A620) dated November 8, 2024 and prepared by Paul S. Alter,
Registered Architect, meets the criteria for approval under Section 170-8 (A) of the
Southold Town Code; and
BE IT FURTHER RESOLVED,that the Commission approves the request for a Certificate of
Appropriateness, subject to approvals by all involved agencies; and
BE IT FURTHER RESOLVED,that any deviation from the approved plans referenced above may
require further review from the Commission.

The minutes for the meeting of January 10,2024 were approved.
Introduction:
All applicants will give a presentation consisting of drawings,exterior materials samples and
other information required by the Planning Department to the Committee. The Committee will
ask questions and make suggestions as part of a general discussion with each applicant.Final
recommendations from the ARC will be presented to the Planning Board in the ARC Meeting
Minutes,and be made part of the Planning file for that application. The Planning Board will
consider these recommendations, together with all comments from other agencies,and provide
the applicant with a comprehensive written list of its requested revisions.
Preliminary Site Plan Application
OYSTERPONDS HISTORICAL SOCIETY PROJECT SCTM#:I000-25-3-16.1
This Preliminary Site Plan application is for proposed storage space that is up to historic
conservation standards. Remove previous addition to Vail House and simplify exterior.Then
construct a two-story new addition to Vail House with a 1,200 sf building footprint. New
addition will include:a basement for general storage,first floor with office space for ,
-art archival storage space,and a second floor
management and researchers,and state-of-the
with additional archival storage and small office space for curator.The exterior will include a
small porch/entry with ADA compliant ramp.The property is located at 1555 Village Lane,
Orient,N.Y.

Paul Alter,Alison Ventura,and Martin Finnegan presented the preliminary site plan and
design drawings for the Committee's review. Following their presentation,Committee
members discussed the proposed with the applicants which led to the following general
comments:
Massing and scale of addition is too large and not compatible with existing historic
architecture of the Vail house. The addition should be architecturally subservient to the
existing structure.
Height of addition should not exceed 23 ft.ridge height of Vail house roof.
Consider narrower addition and reconfiguration of typical archival storage width to+/-
16 ft. This would allow scale more in keeping with existing Vail house gables at south
and west elevations.
There should be clear articulation of the connector between the existing and new
structures. This should signal the different uses as well as clarify primary from secondary
entrances. Attention should be given to reducing prominence of H/C ramp.
Revised drawings presented at the meeting with one story connector,narrower addition
volume and narrower window proportion were well received. Also to be considered is
removal of columns from new entry canopy.
Roof pitches, overhangs and fenestration should be sympathetic and proportional with
existing Vail house.
Include roof plans with any future submission.
Selection of finish materials and colors and trim details to be provided for approval with
full submission. Siding alternatives to board and batten(negative reveal between vertical
boards)were discussed.
Selection of plant materials,exterior lighting and signage to be provided for approval
with full submission.

General Comments — Preliminary Submission

typical 7ft storage and narrower T-6" storage. This would allow closer mimicry of existing

approach would solve massing and scale issues as well as being less obtrusive to nearest
residence to the south.

A completed application to the ZBA received today can be scheduled for a public hearing on
June 5, 2025, so long as the SEQRA review is not lengthy.
It is my understanding that the ARC, HPC and Planning Department reviewed the drawings on
February 1, 2024, and have made comments, of which I can forward to involved parties.
I can schedule the UPC review for April 24. Once the HPC are satisfied with the plans, they
can make a motion to move the matter to a public hearing. The following HPC meetings are
scheduled for May 22 and June 26.
When submitting hardcopies of the site plan and architectural plans, please also submit a PDF.

As a life-long visitor to the North Fork and a homeowner here since 2021, 1 have long
recognized the huge contribution that the Oysterponds Historical Society makes to our

and new ADA ramp at the Vail House. This addition is necessary to properly store OHS's
valuable collection of historical artifacts, which are in urgent need of greater protection.

Committee. I write to support the Society's applications to the Historic Preservation Commission, Zoning

The collections of the Society contain a wealth of unique objects, artworks, and documentation which trace the
history of the hamlets of Orient and East Marion. These are currently storied in a historic wooden building in
which they are subject to the dangers of fire and extreme weather events. In order to preserve them for future
generations it is essential that they be moved to a building purpose-built to protect then a range of events, such
as hurricanes,tornadoes, rising tides, earthquakes, explosions, arson, or failed sprinkler systems. In addition to
protecting its contents,the building will enhance the accessibility of the collections to scholars, community
members and other with an interest in the history of our area.
The Society has gone to great pains to ensure that of this addition to its existing offices in historic Vail house
will be compatible with the character of the Orient community and will not result in any adverse impacts to the
surrounding neighborhood. I have no objection to the approval of the applications.
Indeed, I believe that it is essential that they be approved in order to protect this valuable community resource
for the future.

Board of Historic Preservation,
Isn't this a Landmarked property?? Why are we allowing changes to landmarked and historic
properties. Ride around Orient and look at the changes to the old Historic homes and the ones that were
knocked down and replaced with new huge mansions and houses that do not fit in the area.
I do not understand why there is even a Historic Preservation Board. It appears that all you have to do if
you want to change something that is on historic list is to hire the old town attorney and get rubber
stamped through. Isn't that a conflict of interest? I would think so.
The writing on the survey and drawing list is unreadable. We went on the website and the only thing we
found for this Orient Historical Society is an old item that was signed by Damon Rallis. I do not believe
that is the same work to be done.
Being as we own the property adjacent to the Historical Society, we'd like to know what is exactly being
done. We are against changing an old historic landmarked home.
