HomeMy WebLinkAboutLP-03/25/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, March 25, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25(Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. Committee Minutes and Administration • Acceptance of LPC meeting minutes from August 6, 2024 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Acceptance of LPC meeting minutes from February 11, 2025 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Next LPC Meeting Date: April 8, 2025 General Preservation • McBride SCTM# 1000-83.-2-16.1 & 16.2— Referral from Planning Board re: Subdivision Application Lilly presented a referral from the Planning Department on a proposed subdivision of the reserve area associated with a 2018 Town development rights purchase. The Committee determined the application is consistent with the applicable covenants and restrictions recorded against the reserve area and directed Lilly to draft a memo responding to the referral as discussed. Inquiries/Applications for Uses or Structures on Preserved Property • None Stewardship and Management • None Land Preservation Applications & Potential Applications: • Tuthill Oysterponds Holding Company SCTM# 1000-17.4-14.2, 16; 1000-18.-3-30.3; 1000-18-6-17.3 Request from Planning Board re: Review of Conservation Subdivision lot design The Committee reviewed the final plats for this proposed conservation subdivision to discuss lot design.The Committee found the designs for the North and South Dyer properties acceptable and in compliance with the Committee's 2021 comments. However, the Committee also discussed the impracticality of the proposed reserve areas on the North and South Brown properties, and the likelihood that their size and location, respectively, threatens those easement area's long-term agricultural viability. Lilly will draft proposed comments for the Committee to review next meeting. • EXECUTIVE SESSION- Legal Advice Regarding Stewardship and Management Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Sam McCullough, seconded by Anne Murray, to enter into EXECUTIVE SESSION. Motion carried: 5/0 The LPC members entered into EXECUTIVE SESSION at 8:00 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant— Inquiries, new applications, appraisals and current applications MOTION made by Sam McCullough, seconded by Doris McGreevy, to exit Executive Session. Motion carried: 4/0 EXECUTIVE SESSION ENDED at 8:58 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION • MOTION made by Sam McCullough, seconded by Anne Murray, to recommend to the Town Board that the Town commission an appraisal, for Application Number 2025-1, for the purposes of providing the market value of a development rights easement on all but 5.9± acres of the property, in accordance with a design as discussed by the Land Preservation Committee while in Executive Session, whereby at least 80,000±square feet will be prohibited from being further subdivided from the land subject to the easement and will remain linked to that parcel in perpetuity.
