HomeMy WebLinkAboutLP-08/06/2024 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, August 6, 2024 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25(Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session* at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from May 28, 2024 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Acceptance of LPC Meeting minutes from June 11, 2024 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Next LPC Meeting Date: August 20, 2024 General Preservation • CFP Amendments—Summary Tabled until more Committee members are present. Inquiries/Applications for Uses or Structures on Preserved Property • AgriTurismo II (f/k/a Mattituck Farm Holdings, Parcel 5) SCTM# 1000-95.4-13.1 —Sign Installation Lilly reviewed the owner's request to install a sign reading, "Sannino Vineyard '/4 mile ahead" on the east- facing side and "Sannino Vineyard '/4 mile back" on the west-facing side. Lilly also reviewed the relevant easement language. The Committee concluded that the sign advertising the landowner's farm operation on the easement area was consistent with the easement terms. MOTION made by Eric Keil, seconded by Sam McCullough: The Land Preservation Committee has reviewed and discussed AgriTurismo II's request to install a sign on lands subject to a recorded Town Development Rights Easement. The Land Preservation Committee finds that the proposed improvements are not in conflict with the purposes and other terms and conditions of the recorded Easement. Motion carried: 4/0 Stewardship and Management • Monitoring Reminder Lilly called for monitoring volunteers and reminded Committee members that several farms must be monitored by September. Land Preservation Applications & Potential Applications: • EXECUTIVE SESSION- Proposed Acquisitions of Real Property Where Publicity Would Substantially Affect the Value Thereof MOTION made by Eric Keil, seconded by Sam McCullough, to enter into EXECUTIVE SESSION. Motion carried: 4/0 The LPC members entered into EXECUTIVE SESSION at 7:13 p.m. Meeting locked. o Lillian McCullough, Land Preservation Executive Assistant, gave updates on inquiries, new applications, appraisals and current applications. MOTION made by Eric Keil, seconded by Sam McCullough, to exit Executive Session. Motion carried: 4/0 EXECUTIVE SESSION ENDED at 7:32 p.m. Land Preservation Applications & Potential Applications -OPEN SESSION MOTION made by Sam McCullough, seconded by Eric Keil to recommend that the Town extend a proposed purchase offer to the landowner, as discussed while in Executive Session, for a development rights easement acquisition on a certain parcel of land at a price supported by the Town's authorized appraisal. The proposed offer is a recommendation to the Town Board and subject to the Town Board's direction to proceed. The offer letter to the landowner will be valid for 30 days.
