The action has been reviewed by New York State Department of Environmental Conservation regulation 6NYCCRR Part 617 State Environmental Quality Review,and it is my determination that pursuant to Part 617.5(c)(27),the action is a budgetary process and, therefore,a Type II action not subject to review. 617.5(c)(27) "conducting concurrent environmental, engineering, economic,feasibility and other studies and preliminary planning and budgetary processes necessary to the formulation of a proposal for action, provided those activities do not commit the agency to commence, engage in or approve such action;" Please call me with any questions. What Suffolk County Grant Program was this project originally sought under? Additionally,the Boards reasoning was the money may not be available and a recent power outage on the North Fork necessitated,a change of direction for this funding. There were explanations given by yourself and Mr. Doroski and Ms. Doherty that seemed to contradict the Boards authority to proceed in this direction.The Town's Attorney additionally muddied the waters with his attempt to tie the Boards contradictions together. My knowledge of Grant applications is that they are for specific projects that fall under the requirements of the Grant. The Board, in my opinion, did not show sufficient reasoning or authority to make such a change. Is there written authorization from Suffolk County authorizing the Town to make such a change under the prior approval process of the Grant? I feel adding a generator to the Town Annex will show a minimal ROL PSE&G has been doing a better job at reducing power outages throughout Long Island then its predecessor. Most of these outages are short lived. In addition, if the Grant money is withheld how will the Board proceed?The amount of money as stated to be transferred may as Ms Doherty stated not be entirely used. That is good to know and good governance. Something that the recent DOGE releases about Federal spending showed to be bad governance. I am not a builder so I do not know the actual cost per square foot to build a home in Southold. But as an example of say $400/sgft and bathrooms usually about 10x15 the Grant amount seems quite high to upgrade the Rec Center. So in closing, barring written authorization from the Grantor I do not believe you should proceed in the transfer of monies that may or may not be withheld. On another note, I guess the question would be if the Grant was approved in 2021 why has the Town dragged its feet on the original project.
