Dear Supervisor Krupski,
I respectfully submit to you a request for the Southold Town Board to waive the Southold Trustee Dredging
Fee associated with the maintenance dredging of the entrance to Downs Creekfor the applicant, Mr.
Russell McCall. The Southold Town Trustees approved this application at their March meeting.
This project is unique in several ways. Normally either the County or a group of property owners would
dredge a creek in an effort to maintain a primary use of a channelfor navigational purposes. Typically,
these projects are dredged to a depth of at least 6-feet deep and a width of 25-feet or greater to allow the
safe passage of vessels at anytide. In the case of Downs Creek, the sole purpose of dredging this creek
is to support a healthy aquatic environment. There are no docks, and currently no motorized vessels
located within this waterbody. The majority of the surrounding shoreline of Downs Creek is associated
with Downs Farm,a natural and preserved land dedicated for public use. An abundance of wildlife who
utilize this natural habitat produce a high level of fecal matter. Also located within this creek is one parcel
of North Fork Country Club, which uses a high level of chemicals to fertilize grass, herbicides to kill
weeds, and fungicides to prevent turf diseases for a fairway, green and tee box. There is a very small
buffer area between this section of the Country Club and the creek. Given the largely natural
environment, Downs Creek becomes an excellent breeding ground for mollusks and crustaceans found
in the benthic community, and for pelagic fish. The successful"flushing" of the creek is imperative to
not just remove the contaminants but to maintain salinity, temperature and pH levels to support the
natural sea grasses in addition to the species found within this relatively undisturbed habitat. Were the
tidal flow of this creekto either cease or drop to a levelwhere it was not able to support the"flushing" of
the waterbody, it would be highly likely that Downs Creekwould become a"dead creek", unable to
support the natural occurring sea grasses and aquatic species.
Mr. McCall and his family have undertaken the responsibility and costs related to the maintenance dredging of
Downs Creek over the last ten years. The McCall family are true stewards of their lands, and to Downs Creek.
The additional costs at the current fee structure for the Town's dredge material fee is over$3000. Given
McCall's past efforts to preserve the land and this waterway, the waiver of this fee is simply the right thing to
do.We ask that you grant the waiver of this fee,and in doing so thank Mr. McCall and his entire family for their
extraordinary efforts to preserve this natural environment.
Thankyou for your consideration. Please do not hesitate to contact me should you have any questions.
Sincerely,
W
