This report is intended to identify Recognized Environmental Conditions (as defined in Standard Practice for Environmental Site Assessment; ASTM E 15'27-21 and United States Environmental Protection Agency (USEPA) Standards and Practices for All Appropriate Inquiries (AAI)) on the subject property based on four (4) components of a Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. Appendix A provides a statement of limiting conditions. Appendix B includes the resumes of key personnel. The subject property is located in the Hamlet of Cutchogue, Town of Southold, County of Suffolk, State of New York. The subject property consists of a 32.0±-acre parcel of vacant wooded land and fallow farmland. The subject property is situated on the north side of Middle Road (CR 48), rapproximately 1,590 feet southwest of Alvahs Lane. The property is more particularly described as Suffolk County Tax Map# 1000-101-01-8.2 &8.3. This assessment has identified the following with respect to recognized environmental conditions (RECs), controlled recognized environmental conditions (CRECs), historical recognized environmental conditions (HRECs) and de minimus conditions in connection with \ the subject property, subject to the methodology and limitations of this report. No RECs were noted on the'subject property based on the site reconnaissance, interviews and regulatory agency records review. No CRECs were noted on the subject property based on the site reconnaissance, interviews and regulatory agency records review. - r No de minimus conditions were noted on the subject property based on the site reconnaissance, interviews and regulatory agency records review. No HRECs were noted on the subject property based on the site reconnaissance, interviews and regulatory agency records review. NPV has not identified any data gaps that affected our ability to fully assess the potential for the identified REC in connection with the subject property. MELISSA SPIRO: Melissa Spiro, Land Preservation Consultant . So I guess I will get started. So as stated in the hearing notice, this purchase is a 50/50 joint acquisition with the County . Once acquired, the Town and County will own property jointly and the Town will manage it for open space {' purchases . The current property is shown as two tax parcels . I think you can see on the map there, there is one on the south side . Kind of mustard green. And the other piece that we ' re talking about is outlined in red. In 2006, the land owner donated a conservation easement to Peconic Land Trust to the southern most 8 acres . And that is what resulted in the two separate tax parcels . The Town and County acquisition will include both the 8 acre tax parcels and the 24 acres February 14, 2023 Regular Meeting 7 behind it . A combined total of 32 i acres . The appraisal and the resulting purchase price accounted for the 8 acres being incumbered by the easement and the Peconic Land Trust . This property unlike many in Southold, except for a small 5 acre area in the middle, which has been farmed. I spoke to the land owner, it has been farmed way back. Those 5 acres . The rest is wooded and has not been farmed, which is unusual for a property in Southold. The \` property is also significant in that in lines up with the Town ' s water protection area . So the acquisition contributes greatly to the protection of the Towri ' s aquifer . I was looking at old files and saw as far back as 2000, probably further back, the property was nominated for the New York State DEC Open Space Plan, as being important property to preserve . Since it ' s an undeveloped wooden parcel and it ' s within the CPA aquifer area . So it ' s both New York State Open Space and of February 14, 2023 Regular Meeting 8 course our Town ' s Community Preservation Plan . As I drive by the property lately and I see two signs, thankful that the land owners gave the Town and the County the opportunity to acquire this significant property. The land owner and I have been talking about preservation in this parcel, for as long as I have been working for the Town, over 35 years . While I was working for the Town. And I am glad that the Town ' s open space and farm land programs are here to be there when the land owner was ready to sell the property. And now the land owner is ready to sell it to the Town . As stated in the notice, the Town intends to split the acquisition cost with the County, 50/50 . The Town is using community preservation funds for its share .
