May 23, 2025 Elizabeth Cantrell Southold,Town Hall—Town Hall Annex 53095 Route 25 Southold,NY 11971 Re: 820 East Road Dear Ms. Cantrell: Please find the revised project description below: Applicant seeks to install a trench drain within the existing driveway and an 8' diameter drainage leaching pool to capture stormwater runoff.Applicant also seeks to build a landscape wall to enjoy outdoor water view to Peconic Bay with the installation of two (2) three-foot high natural stone landscape walls. The wall-lengths vary from approximately 22 feet to 27 feet. As part of the site improvements, a portion of the existing driveways impervious area is being converted to pervious landscaped area which will reduce runoff to the rear of the property as per the Board of Trustees recommendation. There is a designated 3-foot wide landscaped buffer provided between the property line-and the adjacent property owners.The existing steps in the backyard will be removed and replaced with 4 feet wide steps.No additional fill will be brought to the site;excavated material from the stone wall installation will be cleaned, graded,.and reused as backfill. Our client received their notice for the upcoming hearing, scheduled April 16, 2025, only on April 14, 2025. As it stands, we have the following questions and concerns. This matter had been posted on the LaserFiche pages of your site before disappearing in or around February 2025. Our client thought that this permit application was withdrawn, but it reappeared on April 8, 2025, for a meeting on April 16, 2025. As per my client, the elevations are incorrect. The wall heights and borders simply do not match the reality of the situation. The heights provided for the elevation of the top of the wall and the bottom of the wall in many cases do not synch with the proximate property elevations on the survey. And we are given top views only. It's impossible therefore to understand what the actual height of the proposed walls would be above grade in certain locations. We would ask the trustees' support in requesting that the designer provide side views/elevations which would better illustrate what ultimately will come forward for consideration. With regards to the drainage, the Allisons do have a long paved driveway which channels water from East Road down towards the dune area plantings. Drainage aspects are missing in this plan. The Allison family cites erosion as a primary problem driving the project. As the downhill neighbor of the Allisons for nearly 50 years, we have seen or been exposed to NO amount of erosion that justifies the scope of the project being discussed. Certainly, East Road drains through their property, but it hasn't impacted my client. Given this project, we would like to ensure that water isn't redirected to my clients property located at 860 East Road, Cutchogue. We are pleased to note the comment that "no fill" is to be used, but also observed that pink flagged markers, marked "wall" go well beyond the Allison's bay frontage slope. Our client is seeking additional information regarding how this will come together. My clients have enjoyed their neighborly relationship with the Allison family for nearly 50 years, although the proposed scope of their project and its industrial appearance (baskets of rocks?) C high, facing their property do not belong in this residential neighborhood environment. If our office, or our client, have misunderstood this, and a side view/elevation can clear this up, and has minimal visual impact, and is aesthetically designed to complement the unique nature of its environment, we would approach it with an open mind and hope to be able to support it.
