Zoning Update Advisory Committee
Meeting Minutes
March 26, 2025, 3-4:30pm
Attending: Patricia Kirkpatrick, Leslie Weisman, Bruce Nelligan, Erin Argo, Alvin
Schein, Heather Lanza; Kevin Stuessi, Albert J. Krupski Jr., Julie McGivney, and
members of the public
Agenda overview
• Refresh our memories as to the charge of this committee.
• Plan for how we will operate going forward.
Overview of the organization of the draft code.
• Identify topics and assign subcommittees to review those specific areas of the
new code.
A. Official Purpose of the Committee
1. Review and provide constructive feedback to the Town Board on the Draft Zoning
Regulations.
B. Establish a Plan for Committee Operations
1. Work in subcommittees to cover more material faster
• Refresher on how committees work in Southold Town:
Elected Officials are considered Liaisons to Town Board and Village
Board, and are not technically voting members of the committee. Their
role is to stay informed about the work of the committee and report back
to their Boards. Therefore, they are excused from, and won't be
participating in, the subcommittee work.
• That being said, there is nothing stopping our liaisons, Supervisor Krupski
and Mayor Stuessi, from doing their own homework on the new code and
bringing back anything they find to the group meetings.
2. Meet periodically 8G8 group iO review the work Of the subcommittees
Monthly meetings, but vvo can increase that 8Gneeded.

C. Overview of the Organization of the New Zoning Code
1. The Town Board Review Draft iG not the draft vvo are going iOreview.
2. There will be some significant changes from that to the Public Review Draft.
3. The Public review draft will be ready for [8Vi8VV GOOD. To[g8i [}8i8:April 1Gi. If not
then, shortly thereafter.
4. We can still review the organization of the code since that will not change.
5. One major intention Of this new code iGiO make sure all legally existing
businesses here now can stay with full rights to do so. The way we propose to do
that is by having a new section in the non-conforming uses code that states this
and doesn't have the restrictions OD expansion, nor will ii the use b8eliminated
ifii becomes dormant for any length Oftime.

1. The ZUAC's work will run concurrent with the public input review period.
� We are planning May-June for a series of community engagement meetings
including residents and business-focused meetings.
F. Reviewing and incorporating public input

1. State something to the effect that the definitions in this chapter apply to this

other chapters don't cause problems Or changes how something else iG
regulated outside Ofzoning.
� Also need iO search for any obvious conflicts in other code sections before
this iG finished iO see if they can boreconciled.
