Regular Meeting Minutes
TOWN HALL ANNEX CONFERENCE ROOM
Thursday, February 27, 2025 at 3:00 PM
Attendees: Commissioner Mammina(Chairman), Commissioner Surchin (Vice Chair), Commissioner de
Conciliis, Commissioner Woodhouse, and Commissioner Ketchum.
Also Present: Kim Fuentes, Coordinator; Julie McGivney,Assistant Town Attorney
3:07 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners
Mammina, Surchin, de Conciliis, Woodhouse, and Ketcham. (This Resolution was duly adopted 5-0).
EXECUTIVE SESSION: 3:07 P.M.
3:07 P.M. -A Motion was offered by Chairperson Mammina, seconded by Member Surchin to enter into
Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes: Commissioners
Mammina, Surchin, de Conciliis, Woodhouse, and Ketcham. (This Resolution was duly adopted 5-0).

WORK SESSION:
Discussions:
1. SHILOH BAPTIST CHURCH-43100 County Road 48, Southold—Application for
Landmark/Church to be added to the Town's"Registry of Historic Landmarks". Schedule a
meeting with the Town Board.
Prior to the meeting,the applicant's representative,Tara Cubie, requested that the Commission
postpone the meeting and reschedule to March 27, 2025.
2. The Commission Coordinator described for the Members the following process:
According to conditions of approval of a Certificate of Appropriateness, (written on the C of A)
the applicant shall submit to the Commissioners photographs of the finished improvements upon
completion; and the Commissioners may conduct a site inspection of subject premises once
improvements are completed. This final process is required in order for the Building Department

to issue a Certificate of Occupancy. This inspection assignment will be given to the Lead
member, if any.

170-7(b)of the Southold Town Code at a registered landmark property to construct additions and
alterations to a single-family dwelling with covered porch, and accessory structures; to construct new
accessory structures(garage and shed), and to erect new fencing; located at 150 Baywater Avenue,
Southold,NY. SCTM No. 1000-78-3-22. (AS)
• On January 23,2025,the applicant's representatives, Lucy Barnes and Jim Cartisano, appeared
before the Commission to discuss amendments to the Certificate of Appropriateness that was
originally granted on June 27, 2024 (#06.27.2024.3) for proposed additions and alterations to a
single-family dwelling with a covered porch and alterations to an accessory structure. The
Commission asked that the applicant make additional modifications to the plans, and the work
session was adjourned to this date.
• This date,the Commission reviewed and discussed the changes to the plans, (four sheets A-107,A-
109,A-110 and A-111)revised on January 24, 2025,received February 3, 2025,regarding the
roofline change and window trim/casings details that were corrected.
• The Commission requested the removal of a dormer. There was a concern that the removal of the
"gambrel"dormer may affect code conforming setbacks, and confirmation by the Zoning Office of
the Town was required. The Commission requested architectural plans depicting the removed
dormer, so that the plans can be reviewed by the Building Department Permits Examiner in order to
confirm that changes will continue to be Code Conforming.
• The Commission may adopt a resolution to schedule a Public Hearing during the Regular Meeting,
conditioned up plans depicting the removal of the dormer.

Commissioner Mammina voted to move this matter(reviewed during Work Session) to a Public
Hearing,scheduled for March 27,2025,conditioned upon a revised plan removing a dormer and to
the Commissioners satisfaction,seconded by Commissioner Woodhouse. Vote of the Commission:
AYES: Commissioner Mammina,Surchin,De Conciliiis,Woodhouse,and Ketchum. (5-0).

PUBLIC HEARING: (1)
4:06 P.M.-DERRICK AND JENNIFER MILLER—1820 Lower Road—(Ashley Hancock) fora
Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered
landmark property to construct additions and alterations to a single family dwelling; located at 1820
Lower Road, Southold,NY. SCTM No. 1000-70-7-2. (DK)
1. Ashley Hancock, appeared before the Board on behalf of her client to discuss the addition to the
single family dwelling. She discussed materials to be used and parging of the foundation.
Materials to be used for the addition will be the same as the existing structure.
2. The architectural plans reviewed were last revised November 27, 2024 and Architectural Plans
(Sheets A-000, A-003, A-010, EX-100, EX-02, A-100, A-101, A-102, and A-201), last revised
January 29,2025,prepared by Christopher G. Powers,Registered Architect.
3. The client agreed to parge the exposed foundation on the entire dwelling, as indicated on Sheet A-
201 of the Architectural Plans, last revised January 29, 2025, and the corner stones shall remain
"intact and be reused at.the corners of the existing volume", if possible.
Motion was made to CLOSE the public hearing by Commissioner Mammina,and seconded by
Commissioner de Conciliiis. Vote of the Commission:AYES: Commissioner Mammina,Surchin,de
Conciliis,Woodhouse and Ketcham (5-0). (Member Wexler Absent)Motion approved.
A motion was made to approve a Certificate of Appropriateness for additions and alterations to an
existing single-family dwelling located at 1820 Lower Road, Southold, by Commissioner Mammina,
seconded by Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner
Mammina,de Conciliis,Woodhouse,Ketcham (4-0). (Member Surchin Abstained) (Member
Wexler Absent)Motion approved.
OLD BUSINESS:
• The Commission will schedule a meeting the Town Board to discuss adding Shiloh Baptist Church to
the Registry of Historic landmarks.
• The Commission Handbook with edits made by its members will be distributed prior to the next
meeting.

NEW BUSINESS:
• The Commission discussed granting an award to an owner of property that was recently added to the
Registry. The Commission will discuss plans.
• The Commission discussed additional members.
Meeting Adjourned: 4:32 P.M.
Motion to adjourn the meeting was made by Commissioner Mammina,seconded Commissioner
Surchin. Vote of the Commission:AYES: Commissioner Mammina, Surchin,de Conciliis,
Woodhouse,and Ketcham (5-0). Motion approved.
Next HPC work session and regular meeting,with Zoom access, scheduled for March 27,2025 in the
Annex Building, Second Floor Conference Room at 3:00 PM.
