Also Present: Kim Fuentes, Coordinator; Julie McGivney,Assistant Town Attorney, Supervisor Al Krupski, Councilwoman Jill Doherty, Councilwoman Anne Smith 3:00 P.M.Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina, Surchin, Wexler, de Conciliis,Woodhouse, and Ketcham. (This Resolution was duly adopted 6-0)• WORK SESSION: Discussions: 3:07 P.M., Anne Smith, Town Councilwoman discussed the development of a Town Committee Handbook, which will include, but not limited to, annual appointment procedure, attendance policy, Committee goals and comprehensive plans. A directory will be created to list committee liaisons; and will be posted on the Town's Website. 3:19 P.M., Allan Wexler introduced Ahmad Sadar-Afkami, who will be observing our meeting, and has indicated his desire to be appointed as a member to the Commission. At the closing of this meeting,the Board will discuss how he may proceed. Review Applications (2) -3:29 P.M. DERRICK AND JENNIFER MILLER—1820 Lower Road--(Ashley Hancock)for a Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property to construct additions and alterations to a single-family dwelling; located at 1820 Lower Road, Southold,NY. SCTM No. 1000-70-7-2. (DK) • Ashley Hancock, representative, appeared before the Commission on behalf of the applicants. • The dwelling was originally built in 1706 and is located on a parcel with two front yards. • The design depicts a bridge to an addition with two bedrooms. • Asphalt shingles will be used,the siding will match existing cedar siding, and Anderson 400 Series windows will be used on the new addition(materials listing sheet A-201)with window casings at 3 inches in size. Page 2, Minutes of Meeting of the Historic Preservation Commission January 23, 2025 • The Commission discussed the foundation alteration and requested a set of plans showing detail and describing material to be used. • Other than the design of the foundation,the Commissioners were satisfied with the architectural plans submitted by Powers Hancock Design, last revised 11/27/2024. • During the regular meeting,the Board will vote to move the matter to a Public Hearing on February 27, 2025 (conditioned upon the receipt of foundation plans to the Commission's satisfaction) BARNYE,LLC/150 BAYWATER,LLC—150 Baywater Avenue—(Lucy Barnes)To AMEND the Certificate of Appropriateness under Section 170-7(b)of the Southold Town Code at a registered landmark property to construct additions and alterations to a single-family dwelling with covered porch, and accessory structures; to construct new accessory structures (garage and shed), and to erect new fencing; located at 150 Baywater Avenue, Southold,NY. SCTM No. 1000-78-3-22. (AS) • The Certificate of Appropriateness was granted on June 27,2024 (#06.27.2024.3)to approve the proposed additions and alterations to a single-family dwelling with a covered porch and alterations to an accessory structure. • Lucy Barnes,appeared before the Commission to discuss her request for an Amended Certificate of Appropriateness. In order to avoid required ZBA variance relief,the proposed improvements will be placed in a Town Code conforming location. • The Commission discussed the shed dormer depicted in the Architectural Plans dated 12/11/2024 (Received 12/26/2024)and requested that on new edition"window casings be proud of the shingles" and further requested"6/4"thick x 4"wide exterior window and door casing. If the existing portion of dwelling needs windows replaced,the casings should be 6/4 x 3 to match the existing. • The Builder/Contractor, Jim Cartisano, commented on the project. • Updated plans from the design professional will be submitted showing the roof redesign and changes to the window casings. Ms. Barnes will be scheduled to again meet with the Commission on February 27, 2025 to review revised plans. • The Commission will determine whether a new public hearing date will be required,or if the proposed improvements can be considered de minimus. REGULAR MEETING: Called to Order: 4:20 PM Commissioner Mammina,seconded by Commissioner Ketcham made a motion to open the Regular Meeting.Vote of the Commission:AYES: Commissioner Mammina,Surchin,Wexler,de Conciliis, Woodhouse,and Ketcham (6-0). Motion approved. Pledge of Allegiance APPROVAL OF MINUTEST A Motion was made to approve the prior meeting minutes of December 12,2024 by Commissioner Mammina,,seconded by Commissioner de Conciliis. Vote of the Commission:AYES: Commissioner Mammina,Surchin,Wexler,de Conciliis,Woodhouse,and Ketcham (6-0). Motion approved. Vote of the Commission:AYES: Commissioner Mammina,Surchin,De Conciliis, Woodhouse,Wexler,and Ketchum.(6-0). Motion approved. PUBLIC HEARINGS (1) 3:30 P.M.-HUGH AND LEAH MCBRIDE—1180 NAVY STREET-HUGH AND LEAH MCBRIDE- 1180 NAVY STREET—(By Meryl Kramer)for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct alterations and additions to an existing single-family dwelling, located at 1180 Navy Street, Orient, NY. SCTM No. 1000-25-4-4. (AW) • Meryl Kramer,Architect, appeared before the Commission on behalf of the applicant, described the improvements. • The Commission reviewed the proposal for improvements of a one story addition to a one-story single family dwelling,all as depicted on a Site Plan(Sheet A-001)and Architectural Plans(Sheets A-003, A-004, A-101, A-102, A-200, and A-300), prepared by Meryl Kramer, Registered Architect, last revised October 31, 2024, meets the criteria for approval under Section 170-8 (A) of the Southold Town Code. • No member of the public, or an immediate neighbor, spoke in favor of or against the application. Motion was made to CLOSE the public hearing by Commissioner Ketcham, and seconded by Commissioner Wexler. Vote of the Commission:AYES: Commissioner Mammina, Surchin, Wexler,Woodhouse,Ketcham (5-0). (Member DeConciliis Recused)Motion approved. A motion was made to approve a Certificate of Appropriateness for additions and alterations to an existing single-family dwelling located at 1180 Navy Street, Orient, by Commissioner Mammina, seconded by Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner Mammina, Surchin,Wexler,Woodhouse, Ketcham (5-0). (Member DeConciliis Recused)Motion approved. OLD BUSINESS: • The Commission will schedule attendance at a Town Board Meeting to discuss adding Shiloh Baptist Church to the Registry of Historic landmarks. NEW BUSINESS: • Three individuals are interested in Landmarking their property. More information will be forthcoming. • Ahmad Sadar-Afkami, a local architect who desires to be a member of this commission, will be submitting a resume to the Town Clerk.
