Glenn, I'd like to thank you, and your fellow trustees for taking the time to meet with Erik Rappel and I at my property
this morning.
I appreciate the dialogue and direction given in order to move forward.We will submit a subsequent revised landscape
plan depicting the trees that were cut(approximately 12 trees),as well as replacement of 12 trees in kind .We also
discussed the dead tree in the way of the leaching galley installation as well as the compromised tree along the
neighboring property.
For the purposes of the revised drawings;they will show caliper sizes 6" as well as species"Elm" as discussed at this
morning's meeting.
We have also offered to have the trustees tour Coastal Plantings farm in order to pick the 12 trees should the trustees
choose to do so .
In addition; I am offering an additional 3 trees„of the trustees choosing,to be planted on the wetlands side bringing
the total of new trees to be planted to 15.
In closing, I am aware of the responsibility you and your fellow trustees have in managing the preservation of the
wetlands and protected areas of the township.
Please be reassured that my responsibility in protecting the wetlands and its preservation will remain just as steadfast,
as long as I am the owner of the property located at 1175 Champlin Place Greenport NY 11944.
If there is anything else you require of me please let me know.
We will have our revised submission in to the trustees office ASAP.

Regarding your paperwork that was submitted for an application for a Pre-Submission Inspection at 1175 Champlin
Place,Greenport; SCTM#1000-34-4-15 with the Board of Trustees on March 12,2025,given the request for the Board
to sign a Waiver of Liability and the comments/conditions in the cover letter the application was forwarded to the
Board's Legal Counsel for review. Upon review,the Board's Legal Counsel has been determined that the Board of
Trustees will not sign said forms and given both this Waiver of Liability and the comments/conditions written in your
cover letter this Board will not perform a Pre-Submission site inspection on March 12,2025.
The only way the Board will move forward with the Pre-Submission site inspection is if you write and sign a new letter
rescinding all previous comments/conditions listed in both the previous cover letter and Waiver of Liability and simply
request to meet the Board at the property located at...,for the reason of...,give permission for the Board of Trustees to
enter onto the property for this Pre-Submission Inspection and give the name and phone number of the person who will
be in attendance for the meeting.
If you choose not to modify your request you can alternatively apply for an Administrative Permit for what the Board
and you previously discussed during the February 5, 2025 Pre-Submission Inspection at the site. If you choose to do this
in lieu of rescinding your previous requests,the$150.00 application fee for the Pre-Submission Inspection can be used
towards the Administrative Permit application. Also, be advised the Administrative Permit application will still require
As-Built fees as there has not been a Trustee Permit issued for the violation that occurred.

We are in touch with the landscaper to have a full vegetation plan made on the property,the caveats
have been relayed to them regarding native plants and no sod/turf.
Our concern at this time are two trees on the property by the septic system are dead as per the letter
from Coastal Plantings and the tap roots, lateral roots and heart roots have been compromised.This is a
personal and public safety problem as there isn't any root anchor for the trees.
We would like to have a meeting on site March 12th and I will send Elizabeth in the trustees office a
letter giving permission to enter the property.
We have paid the$150 previously which we were told would be applied to our application,can the
additional$150 be applied as well?

I do not know the details of the discussion that took place at the property. Attached are the field notes
from the last Pre-Application site inspection. As your last application was formally Denied, in order to
continue working you will have to apply again for an Amendment to the Wetland Permit to this office
which should include a revegetation plan depicting replacement of tress with locations and species, re-
vegetation of the property using native vegetation, no grass/sod/turf is permitted on the property,and
no additional tree cutting on the property, and any other points(if any)the Board commented on
during the February 5th site inspection that they wanted to see mitigated.
If you would like to speak to the Board again, it would have to be done during another Pre-Application
site inspection at the property. You can still request this for our March 12,2025 field inspection
date. To submit you will need a letter requesting to meet at the property located at...,for the reason
of...,giving permission to enter onto the property. If you have begun a revegetation plan,submit what
you have so far. The fee for the Pre-Application site inspection is$150.00(check made payable to
Town of Southold). If you choose to submit for another Pre-Application site inspection, please submit
the request no later than March 3rd

Ms.Cantrell,Attached please find correspondence from Coastal plantings regarding the dead tree in question.
We need direction as to where to go from here.As I am sure you're aware,the trustees meeting on my property
happened last week. Ms.Gilooley,was the most vocal of the trustees as was communicated to me by my
representative. Her position was to deny the removal of said tree.A tree may I add,that is dead,and poses
significant risk of falling,to not only my property,but the neighboring residences to the west of the property.This
decision is also hindering the progress and safety of the overall project.
I have done all you have asked,submitted letters, plans,and paid additional fees.As you are aware, I have
approved permits on file from all jurisdictional authorities. I am now being directed to eliminate a leeching galley
that is part of an approved septic system approved by the SCHD, because of a dead tree,,,,, This is not practical„
the Health department approved the plans with all restrictive easements and setbacks given the wetlands and the
right of way/private road.There is no room to relocate the leeching galley to another area of the site.
Furthermore,there are no residential ordinances regarding tree removals,it seems that this only applies to
commercial properties.
I ask for the trustees to reconsider their decision,and I would like to request a meeting with them to review this
matter again,,,.We need to keep the project moving,and abide by the permits we have in place.
We have incurred delays,and are missing milestones with regard to our construction loan. I would also like to
remind you that our site septic work is 95%complete,that leeching galley is the last substructure to be installed
which perplexes us more....given the decision to forbid the removal of the tree in question.
In Closing, The Trustees should also be made aware that we will be planting beautiful species of trees,species
that will be consistent with what is on my property and in turn making it more appealing aesthetically than it was
prior to the commencement of our project. I believe you have that tree plan,,,we submitted that to you and paid
fees for same.
I ask that you please get back to me with regard to an opportunity to meet with the trustees,and or give me
direction as to how to move forward accordingly.

I am writing again to formally address the stop work order and our Planting Plan revisions to accompany
our 2"d application to amend our DEC/WETLANDS Permit.We are requesting another on-site meeting
at my property on March 12th.We will submit the required$150.00 fee,and I will be present for the
meeting. I will have available on-site copies of the revised planting plan,and I will also provide a waiver
for the Trustees,granting permission to enter the property while advising them that it is an active
construction site. Entry will be at their own risk.
As previously discussed,there is a dead tree and a compromised tree on-site that require removal.Our
concern is that the trees in question pose a very real safety risk. Per the letter from Coastal Plantings
(attached herein)as previously submitted outlines the compromised root and anchor systems for the
trees.You are also aware that the same dead tree is obstructing the installation of our final leaching
galley,which was approved by the Town of Southampton(TOSH),Trustees, DEC,and Suffolk County
Department of Health(SCDH)and previously communicated to both the Trustees and yourself.
Furthermore, please be advised of the following:
• Champlin Holdings,LLC and Norco Construction,Inc.shall not be liable for any special or
consequential damages,including but not limited to lost profits,loss of use,costs of
replacement,cost or damages to adjoining properties,materials,structures,vehicles,and any
personal belongings.
• Champlin Holdings,LLC and Norco Construction,Inc,its agents,and employees,shall not be
liable for the cost of repairing or replacing any reported or unreported health and safety
hazard.
The second filing for the amendment will be submitted both electronically and via hand delivery to
your office to ensure receipt.
