Minutes 2. Follow up on NYSDOT issues: 1. Route #25 elevations vulnerable to flooding 2. Crosswalk issues: Moveable Yield signs? Lights? Other? 3. Speed limits: Lower on approach to ped crossings 4. Speed limit: Lower on western approach to the 25MPH speed limit at Front and Moores Lane east to upper Main Street. 5. Flexible delineators: For test on shoulder lane line. 6. Passing on the right when pedestrians are in crosswalk—solutions? Flexible delineators? Signs? 7. Can we mark parking areas as needed for sight-lines? Does each mark need NYSDOT approval? 8. For the future: 1. Problem areas needing redesign: Love Lane, Main Bayview, Boisseau Ave 2. Locations in need of sidewalks: East side of New Suffolk Ave in front of new park and to shift crosswalk east-side of intersection 3. 11:30AM Alex Prego, Chief Engineer, Deputy Director Traffic Engineering, Suffolk County DPW—will present their speed limit study for #48 and proposal. Town review procedures. 4. Parking and Noise Ticket updates: New Suffolk, Greenport, Love Lane/Park, others. Non-Yielding at Love La/Pike crosswalk, others? Chief Grattan 5. Train schedule construction changes-2 weeks bus from Mattituck. 6. Update on our Budget request for next year. 7. Education 8. The 4-way signal at CVS in Mattituck has an eastbound blind-spot with a rise in the road also. It would be useful to have a Signal Ahead sign. Should this go up in the #2 list? 9. As part of our investigation,we reviewed Volume data,performed spot speed studies,reviewed crash history data,and utilized expert systems to analyze recommended speed limits along CR 48. As per New York Codes Rules and Regulations,existing speed limits along CR 48 are as follows: + 50 mph between a point 500+/-feet east of Tuckers Lane and Moores Lane,a distance of 4.7+/- miles 40 mph from June I'to September 15'of each year between a point 300+/-feet west of Clark Road and a point 500+/-feet east of the Southold Town Beach,a distance of 0.7 miles • 45 mph between Moores Lane and Main Street—Route 25,SH 8380,intersection,a distance of 0.6 +/-miles As per the conclusions of our study,we recommend that speed limits along CR 48 be revised to: • 45 mph between a point 900+/-feet west of Cox Neck Road and Marys Road,a distance of 1.2+/- miles • 45 mph between Old North Road and Leon Road(+/-450'west of Clark Road),a distance of 2.1 +/-miles 40 mph between Leon Road and Chapel Lane,a distance of 2.0+/-miles 45 mph between Chapel Lane and Main Street—Route 25,SH 8380,intersection,a distance of 1.6 +/-miles Therefore,we request that the Town adopt a resolution to revise speed limits along CR 48 as stated above. Following adoption of such a resolution a TE-9 form should be completed and forwarded to the County, who will execute and submit the request to New York State. Everything Canvas' August 201,2024 Dear Albert, RE:change of speed limit request. We hereby request the Town of Southold submit a request to the appropriate New York State (NYS)department to change the speed limit from 45 mph to 25 mph on NYS Route 25 between Silvermere road and the beginning of the Greenport School speed limit(91 st.)(25mph). It is generally agreed that the average driver will drive at 8-1 Omph over the posted speed limit. Therefore,many vehicles are traversing the subject area at 53 to 55 mph. These speeds are exacerbating the near misses that are occurring when the vehicle in front stops in an attempt to make a left hand turn into any of the business'along this stretch which causes the "behind"cars to swerve around the stopped vehicle. This stretch of road accommodates: 1.A delicatessen 2. A dance studio 3.A bank 4.A pharmacy 5.A multiple doctor medical office 6.A Canvas products Mfr. 7.A 7-11 Convenience store 8.A gas station 9.A lumber yard 10.A bus company Many of these have 25+employees and numerous customers arriving and departing each day. This increase in volume in recent years,coupled with the excessive automobile speeds increases the likelihood that a life-threatening accident is going to occur.A lower speed limit will help to reduce this probability and increase the likelihood of speed limit compliance in front of the Greenport school.
