HomeMy WebLinkAboutLP-01/28/2025 LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, January 28, 2025 at 7:00 p.m. This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York. The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did not have access to a computer or smartphone, there was an option to listen in via telephone. Comments from the public may not be solicited nor received without an appointment. It is expected that the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the purpose of discussing applications regarding proposed acquisitions of real property where publicity would substantially affect the value thereof. The public is not allowed to attend, view, or listen to Executive Session. Committee Minutes and Administration • Acceptance of LPC meeting minutes from August 6, 2024 Tabled until a quorum of Committee members eligible to approve these minutes is achieved. • Acceptance of LPC meeting minutes from November 26, 2024 MOTION made by Sam McCullough, seconded by Doris McGreevy, to accept the November 26, 2024 LPC meeting minutes. Motion carried: 4/0/1 (Anne Murray abstained) • Reminder re: Committee Terms/Appointments Lilly reminded the Committee members whose terms are expiring that they will be receiving a letter in the mail from the Town Clerk requesting that they indicate their interest in remaining on the Committee. The Town Clerk will also be advertising for all Town committees where members terms are expiring, regardless of whether existing members express interest in renewing their membership. • Next LPC Meeting Date: February 11, 2025 General Preservation • Review Draft Definitions for Agricultural Uses [Continued from 1/14 meeting] The Committee discussed the proposed definition for"Farm Seasonal Worker Housing," "Permanent Greenhouse," and "Temporary Greenhouse." The Committee discussed the role County and State oversight plays in the regulation of seasonal farmworker housing, as well as the importance of farm labor housing generally and how critical it is to maintaining a viable agricultural industry in Town. The Committee recommended that the Town discuss and consider on-farm labor housing for year-round employees. The Committee also reviewed draft comprehensive comments of the proposed agricultural use definitions to date. Lilly advised that Planning Director Heather Lanza requested comments by the end of January, so she would circulate a comprehensive draft for Committee member review with a goal of submitting comments during the first week of February. Inquiries/Applications for Uses or Structures on Preserved Property • None Stewardship and Management • James E. Cross Trust—26.7 acres SCTM# 1000-109.-1-8.8—As-Built Barn Renovation Lilly reviewed the January 22, 2025 site visit to inspect the interior of a barn renovated without a building permit that was inaccessible during the initial December 18, 2024 monitoring visit. The site visit revealed that the barn had been renovated into what appeared to be two apartments containing beds, full kitchens, and bathrooms, which Lilly referred to the Building Department for processing. The Committee instructed Lilly to send a letter to the landowner(1) advising her that the applicable Easement limits use of the property to agricultural production and (2)directing her to submit a structure/use application for the Committee's review.
