Minutes & Discussion Notes from Meeting held
Tuesday, January 14, 2025 at 7:00 p.m.
This Regular Meeting was held in the Annex Executive Board Room, located on the 2nd floor at Southold
Town Hall Annex, 54375 Route 25 (Main Road), Southold, New York.
The public had access to view and listen to the meeting as it was happening via Zoom. If an attendee did
not have access to a computer or smartphone, there was an option to listen in via telephone.
Comments from the public may not be solicited nor received without an appointment. It is expected that
the Committee will enter into Executive Session*at some point after opening the Regular Meeting for the
purpose of discussing applications regarding proposed acquisitions of real property where publicity
would substantially affect the value thereof. The public is not allowed to attend, view, or listen to
Executive Session.

General Preservation
• 2024 Year End Report
Lilly summarized the Land Preservation Department's year-end report, including acres
preserved, total CPF acquisition spending and revenue, and acres under consideration. Lilly also
reviewed Department goals for 2025, which include updating the Town Code to incorporate
December 2024 amendments to Town Law 64-e, as well as the Community Preservation Project
Plan.
• Review Draft Definitions for Agricultural Uses [Continued from 11/26 meeting]
The Committee discussed the proposed definition for"Farm Winery/Cidery/Distillery,"
recommending that landowners seeking to operate such an establishment must have a minimum
of ten acres of relevant crops in agricultural production, and that the majority of the inputs to the
fermented or distilled products originate from that farm operation.
The Committee also discussed the proposed definition of"Agritourism." The Committee
approved of the proposed definition and discussed the variety of ways the Town could regulate
agritourism operations to ensure they remain accessory to and in scale with the farm's
agricultural production. The Committee proposed limitations on overall area, a minimum acreage
in agricultural production, and limitations on special events and entertainment unrelated to
agriculture.

Lilly reviewed the December site visit. The Committee recommended that the owner consult with
the County Soil &Water Conservation Service to develop a plan to restore the pond area to
farmable condition.
• 2024 Monitoring Review (time permitting): Lilly reviewed site visits on the following properties,
which raised the following concerns about easement compliance:
James E. Cross Trust—26.7 acres

Lilly could not access a recently renovated barn on the easement area, but the exterior
suggested the storage barn had been converted into living space. The Committee directed Lilly
to send a letter to the landowner to arrange a site visit to inspect the interior.
• Cacioppo —5.2 acres
SCTM# 1000-101.-2-22.2
The landowner is not engaged in agricultural production and has fenced in two portions of the
easement area for propagation of landscaping and a personal garden. The Committee
determined that the use was not inconsistent with the easement because it does not diminish the
agricultural viability of the easement area.
• Vine Knot Farm LLC—35.9 acres

The landowner replaced a shed located on the easement area without Committee review. The
Committee directed Lilly to send a letter reminding the landowner of the obligation to submit
structure/use requests for Committee review.
