A meeting of the Southold Town Conservation Advisory Council was held Tuesday, May
11, 2004 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.

to appoinL Jack McGreevy as a new member of the Conservation Advisory Council,

APPROVAL OF MINUTES
Moved by William Cook, seconded by Don Wilder, to Approve the Minutes of April
2004.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by William Cook, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of WILLIAM STANTON to construct a
3'X 9' ramp leading to a level 3'X 23.5' dock and ending with a 32"X 12' ramp onto a 6'X
20' float.
Located: 1115 Bungalow Lane, Mattituck. SCTM#123-3-15
The CAC recommends Approval of the application with the Condition the current buffer
is maintained.

Moved by William Cook, seconded by Don Wilder, it was
RESOLVED to recommend to the SouthoJd Town Board of Trustees APPROVAL of the
Wetland Permit application of GENEVIEVE MCGRATH to construct a 295.1 sq.ff
second-floor addition; a 377.4 sq.ff, front porch; and a 162 sq.ft, shower enclosure and
ramp facility, all to the existing dwelling.
Located: 640 Da[y Lane, Southold. SCTM#66-1-28

Moved by William Cook, seconded by Don Wilder, it was
RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wel[and Permit application of KRAUSE FAMILY TRUST CIO BRAD & MARY
KRAUSE to construct a dock facility consisting of a 4'X 36.2' fixed timber catwalk, 3'X
15' ramp, and a 6'X 20' float. Located: 9205 Skunk Lane, Cutchogue. SCTM#t 04-3-
16.1
The CAC recommends Disapproval of the application because ot Lhe insufficient water
depths for a floating dock.
Vote of Council: Ayes: All

CHRISTOPHER MILLIKEN to construct a deck with a pergola.
Located: East End Rd., Fishem Island. SCTM#1-1-3.15 & 3.16
The CAC did not make an inspection, therefore no recommendaLian was made.
RENE PONCET FITZPATRICK to construct a new 130' bulkhead with C-Loc vinyl
sheathing and dredging the area in front of it to a depth of 4' below AMLW. Dredged
spoils are to be used as backfill behind bulkhead. Bulkhead to include a 10' wide beat
launch.
Located: 360 Wiggins Lane, Greenport. SCTM#35-4-28.3
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of ANN D. CLEMENTS to construct a 300 sq.ft, ground-level
deck.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of tile
Wetland Permit application of MIRa RADOVICH to replace the existing bulkhead within
18" using vinyl sheathing and pilings of CCA matedaL
Located: 400 Budd's Pond Rd., Southold. SCTM#56-5-18
The CAC questions the street drain going through the bulkhead.

RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of BASIN ROAD REALTY TRUST to remove and
replace (in-place) existing 32', 34' & 48' limber groins with Iow-profile vinyl groins.
Located: 450 Basin Rd., Southold. SCTM#81-1-17&18
The CAC recommends Disapproval of the application because the groins should be left
to expire on their own and allow the beach to revert back to the odgJnal state.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of ~he
Wetland Permit application of RUDOLPH & VIRGINIA BRUER for the existing 4'X 56'
dock.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of HOWARD SAFIR to install a
waterline over the driveway utility easement for county water.
Located: 3121 Oaklawn Ave., Southold. SCTM#70-6-10
The CAC recommends Approval of the application with the Condition the area is
restored to the previous condition.

RESOLVED to TABLE the Wetland Permit application of MARY S. ZUPA to
maintenance dredge approx. 190 cy. of shoaled material from the mouth of the Canal at
Paradise Point to maintain ~4-' MLW at a max. of 1 on 2 slope. The dredge activity is
proposed to be conducted hydraulically. Place dredged materials along +/-100 of
shoreline (+MHW) of property owned by Mary Zupa for beach re-nourishment.
Containment of excess dredge material in +~-75' Geotube placed at ice of westady
section of bulkhead for temporary bulkhead fortification.
Located: 580 Basin Rd., Southold. SOTM#81-1-16.7
The CAC Tables the application and refers to the discretion of the Board of Trustees.

RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wet[and Permit application of JOHN HURTADO, SR. to construct 4'X 135'+/- CCA
timber beach access stairs with an 8'X 6' platform.
Located: 3400 Lighthouse Rd., SouthoJd. SCTM#50-2-2
The CAC recommends Disapproval of the application and suggests the applicant
submit new plans with no CCA materials.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the
Wetland Permit application of EDWARD L. KAVANAGH to construct a two-story,
single-family dwelling with related improvements.

RESOVLED to recommend to the Southold Town Board of Trustees DISAPPROVAL of
the Wetland Permit application of SCHEMBRI HOMES, INC. to construct a 30'X 66'
single-family dwelling, on-site sewage disposal system, and a pervious driveway.
Located: 1025 Seaweed Dr., Southold. SCTM#79-7-63
The CAC recommends Disapproval of the application because there would be [oo much
encroachment on the wetlands. The CAC recommends the landowner withdrew the
application.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of BROADWATERS COVE MARINA
to remove and replace existing 160' of bulkhead and 4' wood walk, remove existing
shrub hedge, restore retaining wall and wood steps as necessary and install 5' wide X
160' wood walk at parking Jot level. Remove and replace existing 320' of bulkhead and
wood walk (5' wide) and repair +/-3' retaining wall with wood steps where necessary.
Re-deck exis[ing 4'X 40' dock and instalr vinyl sheathing on north side of 4' X 40' dock
to prevent further erosion. Remove and replace existing 140' of bulkhead and install 5'X
140' wood walk.
Located: 8000 Skunk Lane, Cutchogue. SCTM#104-8-2.5
The CAC recommends Approval of the application with the Condition no CCA materials
are used and the water is protected during construction.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of GREGORY & MIKAL-ANN TYRER
to remove and replace (in-place) approx, t 13 linear ft. of existing concrete seawall with
vinyl bulkhead. Dredge up to 8' off new bulkhead to a maximum depth of-3' ALW to
recover and remove remnants of concrete structure and footings and enable safe and
adequate boat dockage. Approx. 50 cy. of sand/silt spoil to be used as backfill.
Located: 1490 Smith Drive South, Southold. SCTM#76-3-6
The CAC recommends Approval of the application with the Condition cfa 10' non-turf
buffer and hay bales are placed down prior to construction.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH
A CONDITION of the Wetland Permit application of MICHAEL LIEGEY, AS
CONTRACT VENDEE to construct a single-family dwelling with garage and sanitary
system.
Located: 480 Ackedy Pond Lane, Southold. SCTM#69-3-13
The CAC recommends Approval of the application with the Condition the large trees are
protected and a 10' non-disturbance buffer landward of the bank.

SUFFOLK COUNTY WATER AUTHORITY to install a I2" HDPE water main parallel to
Nonth Bayview under Goose Creek to support increased fire protection and domestic
flow.
Located: N/s of Nortl~ Bayview Rd. under Goose Creek. SCTM#71-1-2.1
The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Doris McGreevy, seconded by William Cook, it was
RESOVLED to recommend to the Southord Town Board of Trustees APPROVAL of the
Amendment application of JOHN LEHNER to Amend Permit #5371 to include the
existing deck located on the front of the house.
Located: 505 Lake Dr., Southold. SCTM#59-5-20
Vote of Council: Ayes: All
Motion Carried
The next meeting of the Conservation Advisory Council has been scheduled for
Tuesday, June 15, 2004 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:30 PM.
