There are no adequate undeveloped industrial areas in the Town and the Planning Board feels this area is ideal and of sufficient size to admit a great deal of industrial activity. EDSON, ESQ., Southold: This application for a rezoning from "A" Residential and Agricultural District to "C" Industrial District was brought about originally by a desire of two of the applicants to reinstate a use to operate a sand pit in this general area. They thought they had a non-conforming use. The Planning Board denied that they did and they then initiated this action and talked with their neighbors and we ended up with a change of zone application. The property encompasses 130 acres without the Town of Southold property. It was our feeling on presenting the application that the Town at present did not have an industrial zone area for use of outfits 1 in the future which will demand such use and certain~the future needs of the township are indicated to you that there should be such an area for uses coming into the Town. Instead of having an individually spot zoned area from time to time we felt it was consistent to make an industrial rea for a large amount of property. This area has existing industrial uses. The Town disposal area, the labor camp, the existing sand operations here qualify this immediate area more than any other area in the Town since the use is consistent with the future uses. The present uses would certainly indicate that the surrounding farm land will not develop into residential property because of the dominion exercised by these uses in the general area. The location of the parcel is central as far as the township is concerned. It is accessible, has good roads and suitable for future occupants. I think the future will show us that the size of this application ~s insufficient. But for the present it is sufficient. It provides something that is missing in the Planning Board's plans for future development. There is no present industrial area in the Planning Board's contemplation and the granting of this application would perhaps invite industrial uses. If industrial uses are informed there is no land available they are less likely to go ahead to the risk of trying to rezone for their own use. The industr~l development should provide jobs and increased economic welfare in the Town. Granting this Use in this area will protect other areas in the Town. Other areas in the Town which are residential will feel more certain in their occupancy if they feel there is an area for industrial use in the Town° The granting of this application is consistent with the Planning Board and your obligations to the Health, safety, welfare, economic wellbeing of the prople of this township. SUPERVISOR ALBERTSON: Is there anyone else who wishes to speak in favor of this application? (There was no response.) SUPERVISOR ALBERTSON: Is there anyone present who wishes to speak in opposition to this application? WILLIAM WICKHAM, ESQ., Mattituck, New York: I do not know if I want to take a stand either in favor or opposition to this. I would like to make a few remarks. This did not come to my attention until over the weekend and we saw the advertisement in the newspaper. I am a resident of Cutchogue and have been for a number of years. I want the town to develop orderly and I certainly want industrial development to come ino I think, though, that in having industry come in the Town it has to be done with certain safeguards. When I talked to the Planning Board informally some time ago they were bogged down and were getting outside help. It seems to be the story around Cutchogue that this petition is being presented to expand the sand and gravel operations up there. I feel an industrial developer would frown on this area at this time. We are a little touchy about the town dump° I know ~r. Price. feels he has an efficient operation and as town dumps go I will agree with him. 9 Ths~e are smoke, flys and rats and the bulldozer has tended to cut that down, and until the summer when Sam came the papers were all around the Town, but Sam has done a good job. I know the Town needs sand and gravel, I know people need to make a dollar and I know sand is needed by the Town Highway Department. If we look forward to this we lo~k forward to its disadvantages also. We did vote for an incinerator and if there is ever an appropriation we can look forward to that. I did hear there are modern methods for disposal° I will cite one disadvantage to a sand and gravel pit. Assuming that some of it can be used by the Town how much do we want to deplete our resources? There was a remark made that someone thought sand from a sand and gravel pit from the middle island area was going to New York. A lot of sand and gravel from here could go to the middle island and Nassau County. If these people make a buck they are going to come to this town and use land that is no longer any good and want their taxes reduced and then they may not want it any longer and the County will take it in the tax sale. Assuming the advantages outweigh the distadvantages for a sand trap and you people feel this should be the place for these operations~ you should have some rules and barriers. A large hole or large number of holes is ugly. Should you have a barrier and the limits they should go that wouldbe some advantage. When you went by rail a few years ago you saw the pits and the land go down and the law suits that resulted. I am particularly concerned with the Oregon Road area there. That area between Oregon Road and Long Island Sound is to become a very valuable area and it is going to take either one or two things. One thing could h~en in the very near future.-- I have here a map by Halsey and Van Tuyl dating back to 1916. It is a map of proposed highway from Middle Road, Peconic to Duck Pond, Cutchogue. People are grasping for waterfront property. If a road could be revived in that area you would have a waalth of property there for summer and winter development. You could have roads going down to the Sound. Unless the Long Island farmers can grow a potato worth eating the land is going to be available for residential purposes and therefore I am concerned about the barrier along Oregon Road. I do not want to take an attitude in favor or against. It does have some advantages, it does have a great many disadvantages. There will be sand, blocks, cement and there will be dust and traffic. I do not like to see it in the town but if it is the best place in your opinion I would have no objection. If you will build or set up a substantial barrier beyond which the excavations cannot go it will be a help. If there is any way of keeping the sand and gravel within the town then that is I do not want to see our natural resources leave SUPERVISOR ALBERTSON: Is there anyone else who wishes to speak in favor or against? MR. EDSON: I would like first to agree with Bill that perhaps there is a bet~r method of garbage disposal than we use. I think the future will show a different process. I think the whole township is aware of that need. I also think an examination of the history of industrial areas will shown that the presence of plants have increased rather than decreased intake. WICKHAM: Stripping of land and guarding sand and gravel is under the jurisdiction of the Board of Appeals. I doubt if the Board of Appeals has any policy and if they do it is not defined. The Planning Board feels that th~ is the best possible use for the property in question as the area is unsuitable for residences. There are no adequate undeveloped industrial areas in the Town and the Planning Board feels this area is ideal and of sufficient size to admit a great deal of industrial activity. The Planning Board does feel, however, that since it is the po]Joy of the Town to abolish wherever possible, non-conforming uses the Town property should be included in this "C" Industrial District if it is properto do so. (2) The location of the described parcel is central, convenient in distance and by road to all other areas of the Town.
