Re: New York State Environmental Quality Review for the Application for the Transfer of Sanitary Flow Credits '

Location: 50 Pike Street Mattituck
The proposed action is to obtain seven(7)sanitary flow credits from the Sanitary Flow Credit Bank(Mattituck)to
construct twelve(12)one-bedroom affordable housing apartment units in the former North Fork/Capital One building
located in the Hamlet Center of Mattituck. The applicant proposes constructing eight(8)one-bedroom apartments under
400 square feet,requiring 110 GPD per unit, and four(4) one-bedroom apartments under 600,square feet, generating 150
GPD per unit. An existing 3,825 GPD sanitary system supporting a full-service restaurant, dry retail,and one-bedroom
apartment was approved by the Suffolk County Department of Health Services in 2022. The applicant seeks the existing,
approved system to accept an additional 950 GPD density flow rate. Seven(7) sanitary flow credits are required due to the
shortfall of GPD appropriated to the parcel and the number of apartments proposed.
The action has been reviewed to Chapter 130 Environmental Quality Review of the Southold Town Code and the New
York State Department of Environmental Conservation regulation 6NYCCRR Part 617 State Environmental Quality
Review and it is my recommendation that the Town Board, as lead agency, issue a Negative Declaration for this Unlisted
Action pursuant to 6 NYCRR Part 617, Section 617.7 of the State Environmental Quality Review Act(SEQRA).
This determination was based upon the information provided in the file,the Short Environmental Assessment Form dated
July 13, 2024,and the results from the NYSDEC Environmental Mapper Program,the Town of Southold Local
Waterfront Revitalization Program Coastal Consistency Review consistent recommendation,and lastly,the Southold
Town Planning Board report dated August 19,2024.

The proposal has been reviewed in Chapter 268, Waterfront Consistency Review of the Town of Southold
Town Code and the Local Waterfront Revitalization Program (LWRP)Policy Standards. Based upon the
information provided to this department as well as the records available to me, it is my recommendation
that the proposed action is CONSISTENT with the LWRP Policy Standards 1, 5 and 6 and therefore is
CONSISTENT with the LWRP.
Pursuant to Chapter 268,the Town Board shall consider this recommendation in preparing its written
determination regarding the consistency of the proposed action.
