The Board of Trustees reviewed your permit application, project narrative, site plan, and
photos submitted on March 8,2024 as well as reviewing emails from John Sepenoski.
The proposed project consists of removing invasive phragmites, aka common reed
(Phragmites Australis), from Great Pond and environs, to improve habitat quality and
restore plant and wildlife habitat diversity. Mechanical methods will be used to remove
phragmites via hand-cutting, hand digging, solarization and water-based hydro-raking
from approximately four (4) acres of shoreline throughout Great Pond. Re-vegetation
with native plantings will take place in areas after removal. Treated areas will be
monitored for regrowth of phragmites and if detected will be treated again, and trash will
be removed from the shoreline.
This project is considered a successfully proactive restoration project of Great Pond and
its surrounding area. The Board of Trustees have determined that the proposed project
is considered Exempt pursuant to Southold Town Code Chapter 275-4 (A)(h).
If any significant changes to the proposed project occur, please contact this office to
discuss with the Board.

Thank you. Note that the new permit does not exactly follow the old permit so please make sure that the methods
outlined in the new permit are allowed,e.g. hand digging and cutting phrag to ground level,the previous permit limited
cutting to a certain height but that won't work with the solarization planned.

The Town is the agent. Last time the project permit and a separate maintenance permit were issued listing all
of the tax map numbers involved so not seeing why this can't be done again. Worst case split the permit in
two, one to cover Town owned lands (road end & bulk of pond), the other for County (western section of the
pond and the camp) and private homeowners.
I submitted a project description already, if the Trustees don't like it then I need direction on what to
change. DEC accepted it.

subject to owner's permission? I believe this was how it worked for the earlier project but I believe it only

necessary.

As a landowner, Suffolk County Parks strongly supports the Great Pond Restoration project application
submitted by the Town of Southold. The Town of Southold, Group for the East End and the Kenny's/McCabe's
Beach Civic Association are partnering on this project which proposes to utilize mechanical methods of
Phragmites australis removal via hand-cutting and water-based hydro-raking from approximately 3-acres of
shoreline throughout Great Pond,and to re-vegetate cut areas with native plantings. Education and outreach is
also a component of this project.
This proposal is an extension of a successfully created aquatic management plan made possible by a 2017 New
State DEC Invasive Species Rapid Response and Control Grant,.wherein Phragmites australis was removed and
native plantings were conducted. The work done during the previous project noted above resulted in a
significant decrease in phragmites surrounding the pond and increased usage of the pond by both shorebirds and
waterfowl as a result of the improved shoreline habitat. This proposed project is to continue to manage and
remove phragmites that were not removed during the earlier work and to bolster native plantings throughout to
ensure the restoration of Great Pond's plant and wildlife habitat diversity.
Suffolk County Parks will require that the Town of Southold obtain all necessary approvals and permits prior to
the commencement of activities.

Attached please find a wetlands application for the Great Pond Restoration project we received grant funding for last
year and additional information related to the application. The additional information was also submitted to NYS DEC
and ACOE for this project so some of that may not be needed for Trustees review but it was easier for me to just include
that as well. This includes a different version of the SEAF that the DEC uses than the one in your packet,Supervisor
Krupski had me sign that and yours is set up for you to sign but it's fine if you want to just use the DEC version.
It was previously agreed that the Trustees would waive the permit and inspection fees of$300 as part of the Town's
match for the grant funds. I will,need a resolution or memo stating this to submit to NFWF as documentation of our
match.
This project is another phase of a previous project approved at Great Pond a few years ago that was very successful so I
am assuming this will be a fairly easy permit to get into place.

Great Pond Phragmites Removal and Restoration Project Narrative
The project will remove invasive phragmites, aka common reed(Phragmites australis), from Great Pond and
environs,to improve habitat quality and restore plant and wildlife habitat diversity. In addition, typical trash
that has been deposited within the phragmites areas and along the shoreline of Great Pond will be removed.
Mechanical methods will be used to remove phragmites via hand-cutting, hand digging, solarization and water-
based hydro-raking from approximately 4-acres of shoreline throughout Great Pond. Re-vegetation with native
plantings will take place in areas after removal. Treated areas will be monitored for regrowth of phragmites and
if detected will be treated again. Trash will be removed from shoreline areas.
Work will be conducted in Great Pond,most of which is owned by the Town of Southold and part of which is
owned by Suffolk County Parks; adjacent Town and County Parks properties; and private properties. At this
time all but one of the land owners has agreed to participate in the project. Prior to project commencement
permission from the all owners will be re-verified and efforts will be made to secure permission from the one
owner that has not granted permission. No work will be conducted on private lands without permission from
the owners. The following is a list of tax map numbers of the land owners on Great Pond with current

Water-based hydro-raking will be conducted with a small barge or amphibious vehicle mounted with an
excavator with several different rake attachments. The hydro-rake can operate in water as shallow as 1.0 -1.5
feet and can remove nuisance vegetation, including Phragmites roots, and bottom debris from depths ranging
from 18" to 10'.
Hand digging, cutting and solarization will be conducted by Group for the East End, the Kenneys/McCabes
Beach Civic Association and volunteers recruited through their efforts.

Major activities to be undertaken by the project:
1. Existing phragmites stands were mapped in 2022 and will be reassessed for extent and type of stand and
removal methods to be used upon project commencement. Field visits will be conducted by kayak and
upland access and maps marked up based on field conditions to produce updated maps. See attached map
for the extent of phragmites as of May 2022.
2. Contractor will hydro-rake all water-based stands of phragmites identified in 1 above and de-water them in a
designated area adjacent to Lake Ct.
3. Volunteers recruited and coordinated by Group for the East End,Kenney's/McCabe's Beach Civic
Association and the Town of Southold will conduct cutting and digging of land-based phragmites and
cleanup any typical residential trash found. Land based monocultures of phragmites will be manually cut
with a commercial brush cutter and/or hand tools, chopped into smaller pieces and left on the ground.
Native species will be a combination of plants purchased at local nurseries and seeds gathered from Town
open space holdings.
4. Land-based areas consisting of monocultures of phragmites where cutting was conducted will be solarized
with black plastic. After it has been cut it will be covered with black mil plastic to enhance the
decomposition process through solarization. The black plastic will remain in place until the following
summer/early fall. The plastic used on land-based stands will then be removed and the areas replanted with
native vegetation, see species list included below.
5. Land-based areas with phragmites mixed with native species will be hand dug to remove phragmites
rhizomes and planted with native species if necessary based on growth/spread of existing native species
present.
6. All phragmites removed will be transported to an approved disposal site by Town Highway Department
personnel.
7. Phragmites stands will be reassessed as needed and the process outlined above repeated as necessary.

Mono_cultures of invasive phragmites have formed in multiple locations along the shoreline of Great Pond. These monocultures block views of the pond from

Removing invasive phragmites and restoring with native plants at Great Pond will restore the quality and function of the pond's ecosystem.
A previous phase of this project resulted in a significant increase in the usage of the pond by wintering waterfowl,both overall
numbers and,variety of'species increased significantly due to the-increased areas of open waters and shoreline for waterfowl to
forage and,loaf. It is ezpected'that similar increases will occur with the implementation of this second phase of the project. This
project will also-restore freshwater.wetlands,as the previous phase did._The project will implement policies 6.1 &6.3.
