Present were: Carol Brown, Chairperson John Chandler, Member Shannon Wright, Member Nancy May, Member Maggie Merrill, Member Inga Van Eysden, Member-Via Zoom Liz Gillooly, Trustee Liaison-Via Zoom Lauren Standish, Secretary Guests: Al Krupski, Supervisor Anne Murray Guest Speakers: Harlowe Dunn, NYLCVEF Joshua Klainberg, NYLCVEF Matt Salton, NYLCVEF Absent: Jocelyn Kaelin, Student Member Yan Albaladejo, Student Member Brian Mealy, Town Board Liaison CALL TO ORDER Chairperson Carol Brown called the meeting to order at 4:30pm. 2 SPECIAL PRESENTATION Representatives from the NYLCVEF joined the meeting via Zoom to present "Breaking Down the Inflation Reduction Act-Local Governments". Tax credits are available for clean energy initiatives and emission reduction efforts, which include solar panels and electric vehicles. The Climate Program Portal is a resource to find open grants, outcomes, and technical support to apply for IRA and IIJA funding: hftps:Hclimateprogramportal.org/tracking-progress/ REPORTS Nancy May attended the Board of Trustees meeting held on Wed., November 13th and reported the meeting was business as usual. UPDATES/OLD BUSINESS/NEW BUSINESS Carol Brown distributed the latest draft of the mission statement to the members for final comments. Supervisor Krupski was in support of the draft and the members were in agreement to send the final draft to Councilman Mealy and present to the Town Board for adoption. Moved by Maggie Merrill, seconded by John Chandler, it was RESOLVED to move forward with the'goals and objectives of the amended mission statement. Vote of Council: Ayes: All Motion Carried Carol Brown shared her concerns with excessive lighting at a local Christmas tree farm. John Chandler will reach out to the Dark Skies Coalition and work with them and come up with reasonable recommendations to present to the town. Anne Murray attended the Code Committee meeting regarding the draft Tree Code. The town attorney will revise the draft based on the discussion and another Code Committee meeting will be scheduled at a later date. The CAC will continue to follow the progress. Carol Brown and Inga Van Eysden are working on updates to the Homeowner's Guide. Carol suggested a meeting sometime over the next 2-3 weeks with Yan, Jocelyn and Inga to start formatting. CLIMATE SMART COMMUNITIES Carol Brown will coordinate with Councilman Mealy to meet with department heads to obtain information for the CSC pledge elements, and reached out to Andrew Manitt to invite him to the CAC meeting in January to discuss next steps for moving forward with the CSC pledge elements. There will be a Ribbon Cutting for the Town of Southold Food Waste Pilot Program at the Southold Town Landfill parking lot on Fri., December 13th at 10am. This program will also qualify as a pledge element. 3 APPROVAL OF MINUTES Moved by Maggie Merrill, seconded by Shannon Wright to Approve the Minutes of November 6, 2024. RECOMMENDATIONS -WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS BRANKO JOZIC to construct an addition 10'X 20' on house and for the existing deck 11.5'X 19'. Located: 12960 Main Rd., East Marion. SCTM#31-14-10 The CAC members were denied access to the property by the homeowner, therefore no recommendation was made. Moved by John Chandler, seconded by Shannon Wright, it was RESOLVED to SUPPORT the application of JOE KADILLAK to construct 2"d floor addition (628 sf.) and interior alteration to existing single-family dwelling. Lift dwelling and replace concrete block foundation. REVISION: New propane fired emergency generator. REVISION: Building Inspector deemed project as-built new dwelling. Located: 775 Mill Creek Drive, Southold. SCTM#135-3-35.1 Inspected by: John Chandler, Inga Van Eysden, Maggie Merrill The CAC Supports the application with an adequate I/A septic system. Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by John Chandler, it was RESOLVED to SUPPORT the application of ANDREA SWITCH & VAL WARKE REVOCABLE TRUSTS to remove and replace (in-place and +/-6" higher) approx. 55 If. of existing functional concrete seawall with vinyl bulkhead; construct vinyl bulkhead in place or landward of(and +/-6" higher than) historical location of collapsed concrete seawall (landward of MHW); backfill with approx. 70 cy. of clean sand/loam to be trucked in from an approved upland source; including approx. 950 sf. eroded embankment area to be planted with native vegetation; remove fallen trees from eroded embankment, and maintain all existing trees on bank to maximum extent practicable. Located: 2500 Hobart Rd., Southold. SCTM#64-3-7 Inspected by: John Chandler, Inga Van Eysden, Maggie Merrill The CAC Supports the application with a 10' vegetated non-turf buffer planted with native vegetation. 4 Vote of Council: Ayes: All Motion Carried Moved by Maggie Merrill, seconded by Shannon Wright, it was RESOLVED to NOT SUPPORT the application of STICKS & STONES OUTDOORS LLC to construct 1,302 sf. masonry patio with 448 sf. pool within the masonry patio. Existing 20'X 12'-6" wood deck to remain. Construct approx. 210 sf. addition on north side of existing dwelling. Demo existing detached garage, and construct a 730 sf. attached garage on north side of dwelling with bonus space above, and install a 975 sf. driveway. Located: 3995 Wells Ave., Southold. SCTM#70-4-1 Inspected by: Carol Brown, John Chandler, Inga Van Eysden, Maggie Merrill The CAC does Not Support the construction of a swimming pool on an embankment due to potential stormwater run-off and erosion of the bank. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by Nancy May, it was RESOLVED to SUPPORT the application of EVAN GINIGER to construct a two-story addition with a footprint at 342.2 sf. and front porch expansion of 10 sf. footprint, removal of existing front porch at 56 sf. and construction of a new front porch at 65 sf. to the existing two-story residence with a footprint of 1,047 sf. rear deck at 440 sf., outdoor shower at 24 sf., detached garage at 360 sf. (all existing structures). All proposed work is located on the landward side of the existing residence greater than 100' from the wetland limit. Located: 315 Fleetwood Rd., Cutchogue. SCTM#137-4-14.1 Inspected by: Carol Brown, Nancy May The CAC Supports the application with a 15'-20' non-turf buffer planted with native vegetation. Vote of Council: Ayes: All Motion Carried Moved by Shannon Wright, seconded by Nancy May, it was RESOLVED to NOT SUPPORT the application of TODD FEUERSTEIN to install a 12'X 20' gunite in-ground swimming pool, property fencing, permeable patio at grade, pool equipment, proposed drywell for pool, and two (2) proposed 120 gallon above ground propane tanks. Located: 6370 Skunk Lane, Cutchogue. SCTM#104-5-3.3 Inspected by: Carol Brown, Nancy May, Shannon Wright r s 5 The CAC does Not Support as applied for, or any other activity seaward of the dwelling, which is in a flood zone and floods regularly. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown, seconded by John Chandler, it was RESOLVED to SUPPORT the application of F1 ASCARI LLC. C/O DENNIS O'LEARY to remove and dispose of existing 159' lower retaining wall. Construct new 159' lower retaining wall with a 10' north return for a total of 169'. Remove and dispose of existing 36' upper retaining wall. Construct a new 36' upper retaining wall using same material specifications as lower retaining wall. Supply and install any required fill. Located: 9180 Nassau Point Rd., Cutchogue. SCTM#118-6-5.1 Inspected by: Carol Brown, Nancy May, Shannon Wright The CAC Supports the application with a substantial non-turf buffer planted with native vegetation, and the retaining walls are to be no higher than the neighboring retaining walls. Vote of Council: Ayes: All Motion Carried Moved by Carol Brown seconded by Nancy May, it was RESOLVED to SUPPORT the application of ADF VENTURES, LLC to demolish existing two-story dwelling with attached deck located 21' from top of bank, and construct a new two-story, single-family dwelling with attached garage, porches, patios, outdoor kitchen, and driveway; all located more than 100' from top of bank; construct a 20'X 40' swimming pool and 1,346 sf. grade-level masonry pool patio located at least 50' from top of bank; install 4' high pool enclosure fencing, pool equipment and pool drywell; remove existing septic system located 73 sf. from top of bank; and install new I/A OWTS sanitary system more than 100' from top of bank; install stormwater drainage system; plant five native hardwood trees within 100' of top of bank; establish and maintain 15' wide vegetated non- turf buffer along landward edge of top of bank; and maintain area seaward of top of bank as a non-disturbance buffer. Located: 1775 Point Pleasant Road, Mattituck. SCTM#114-1-6 Inspected by: Carol Brown, Nancy May, Shannon Wright The CAC Supports the application with a 20' non-turf buffer planted with native vegetation, no clearing between the top of the bank and the water, and the pool is moved back at least 50' from the top of the bank. Vote of Council: Ayes: All Motion Carried 6 HAMILTON RESIDENCES LLC to replace existing detached garage with new attached garage including finished rooms above. Reconfigure windows and interior walls in exiting main house. Located: 270 Pheasant Drive, Fishers Island. SCTM#5-2-4 The CAC did not make an inspection, therefore no recommendation was made. John Chandler or Carol Brown will attend the Board of Trustees meeting scheduled for Wed., December 18, 2024. The next meeting of the Conservation Advisory Council is scheduled for Wed., January 8, 2025 at 4:30PM in the Conference Room.
