Fishers Island, a unique and water-dependent island, relies heavily on water-dependent uses such
as marinas, dockage, and ferries, especially for the daily transportation of residents and visitors
who rely on Connecticut to provide services and support, and evacuations during storm events
and emergencies. Fishers Island School District students depend on waterfront access and
transportation to access the school.
On the island,parcels strategically located with supporting road networks and navigable deep-
water inlets and ports are of significant value to the sustainability of the island. Moreover,
waterfront parcels play a crucial role in supporting the island's working economy,providing a
base for boating,commercial fishermen, and aquaculture operations.

Zoning
The subject parcel is zoned General Business(B). To the southwest, a 5.07-acre parcel
(including roads)is zoned Marine II and is owned by the Fishers Island Ferry District, which
operates the Fishers Island Ferry,the main form of water-dependent transportation and
commerce to and from the island. The 4.66-acre parcel to the south is zoned B and owned by the
Town of Southold;the Fishers Island Ferry manages the property and the buildings for storage,
housing, and island commerce.
It is the assessment of the Planning Board that the potential uses allowed in the B zone are too
intense for the .781-acre waterfront parcel. Of the permitted and special exception uses listed,not
one is water-dependent.
Fishers Island Land Use Committee Recommendation for the Parcel
In 2015 the Fishers Island citizens formed a Fishers Island Land Use Committee to work with the
Southold Town Planning Staff in assessing,mapping and making recommendations on zoning.
The committee evaluated the historic build-out of the island and assessed several parameters that
took in account the existing regulatory and-advisory land use restrictions. It was evident that
historic uses needed to be updated to reflect FEMA and Coastal Erosion Hazard Areas,
environmental significance and designations, sea level rise,water quality protection, and
economy. Some existing uses and those permitted in the zones were not optimal for existing and
future conditions.
The recommendation for the Coast Guard Station lot at the time was to change the current B
zone to a new zone called Fishers Island Marine Zone (FIM)to include more water-dependent
uses centered on transportation, economy, and recreation. The purpose of the zoning district was
to recognize the unique situation of the island, support the existing business economy,and create
new business and housing opportunities for waterfront areas while preserving the traditional
working landscape and critical transportation modes. However,the FIM zone was never adopted
in anticipation of a future comprehensive plan. The proposal also considered the MII zone
directly to the east.
The Southold Comprehensive Plan was adopted in 2020. The Fishers Island Land Use
Committee recommendation for the parcel was included in the Plan to fiuther assess the B zone
on the parcel: Objective B I Evaluate the General Business zoned "gateway"area west and
south of the Ferry Dock on Silver Eel Cove expands on the Town of Southold Hamlet Study
(2005), a community-based planning effort where nine community groups known as the Hamlet
Stakeholders were formed representing each hamlet. This objective recognizes the community
concern that the B zone west of the"Ferry Dock"conflicts with the community objective of
retaining the waterfront for working waterfront-dependent use.

The continuance of the B zone on this parcel is inconsistent with the Southold Local Waterfront
Revitalization Program. Conversely,retaining water-dependent uses on the parcel is the
CONSISTENT with the following policies.
10.3 Allow for continuation and development of water-dependent uses within the existing
concentration of maritime activity in harbors, inlets and creeks.
A. Ensure that public actions enable these harbors, inlets and creeks to continue to
function as concentrations of water-dependent uses.
Silver Eel Cove is an integral component of the Fishers Island transportation
system. The Fishers Islands Ferry operates a vehicle /passenger ferry on the
shoreline's south side. This area abuts the subject parcel. The continuance of
requiring a water-dependent use that would not conflict with their operations is
paramount.
D. Maintain existing ferry services to Fishers Island and to Orient Point.
Zoning District Recommendation
The Planning Board,taking into account the work by the Fishers Island Land Use Committee,
supports the Town Board changing the parcel zoning from General Business (B)to the Marine I 1
(MI)zone supportive of a working waterfront. The benefits of the MI Zoning District-zone
change include:
l. Would support the adjacent MII Zoning District to the east,providing a transition of less
intense uses towards Fishers Island'Sound and Silver Eel Cove,a New York State
Critical Environmental Area.
2. Would support the elimination of build-outs that are too intense for the size of the parcel.
For example, a convenience store is permitted in the B zone.
3. Would support the Southold Town Local Waterfront Revitalization Program Working
Coast Policies.
4. It would focus water-dependent uses on critical waterfront parcels in a protected harbor.
The purpose of the zone is:
The purpose of the Marine I(MI)District is to provide a waterfront location for a limited
range of water-dependent and water-related uses, which are those uses which require or
benefit from direct access to or location in marine or tidal waters but which are located
within the Town's tidal creeks or natural coves.
The Planning Board finds that the change of zone supports and preserves the working waterfront
of the parcel.

with a U. S. Coast Guard Station building and dockage use and is located adjacent to and south
of Silver Eel Cove on Fishers Island. The continuance of the B zone on this parcel conflicts with
the Southold Local Waterfront Revitalization Program because the B zone does not allow for the
continuation and development of water-dependent uses within the existing concentration of
maritime activity in a critical water-dependent island harbor.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, is recommended as CONSISTENT with the LWRP following
policies.

Zoning
The subject parcel is zoned General Business (B). To the southwest, a 5.07-acre parcel (including
roads) is zoned Marine II and is owned by the Fishers Island Ferry District, which operates the Fishers
Island Ferry,the main form of water-dependent transportation and commerce to and from the
island. The 4.66-acre parcel to the south is zoned B and owned by the Town of Southold; the Fishers
Island Ferry manages the property and the buildings for storage, housing, and island commerce.
Islands have limited resources, and a waterfront parcel is important to their function.
The purpose of the General Business Zone is:
"To provide for retail and wholesale commercial development and limited office and industrial
development outside of the hamlet central business areas, generally along major highways. it
is designed to accommodate uses that benefit from large numbers of motorists, that need
fairly large parcels of land, and that may involve characteristics such as heavy trucking and
noise."
The parcel is not located in an area suitable for retail or commercial use other than those that are
water-dependent. The size and location of the parcel could not "accommodate uses that benefit
from large numbers of motorists, that need fairly large parcels of land and that may involve
characteristics such as heavy trucking and noise." In this respect, the B zoning on the parcel conflicts
with the surrounding area and will not support fully water-dependent uses.
The Town Board has evaluated the parcel's current improvements, size, and location and has
recommended that the zoning on the parcel be amended from B to Marine I, a zoning that would
calibrate more with marine-supported commercial uses. The purposes of the MI zoning district is:
"The purpose of the Marine I(101) District is to provide a waterfront location for a limited
range of water-dependent and water-related uses, which are those uses which require or
benefit from direct access to or location in marine or tidal waters but which are located within
the Town's tidal creeks or natural coves."
The zone requires 40,000 square feet per use. The subject lot area is 34,020 square feet, and with
the MI zoning district applied, it would be 5,979.62 sq. ft. less than the required minimum lot size.
The lot preexists and would be nonconforming in the MI zone. However, the MI zone is the optimal
zone to capitalize on the waterfront location for water-dependent uses. Therefore, the preexisting
nonconforming created status is secondary to the primary objective of zoning, which is to retain and
encourage water-dependent uses and minimize the threat of intense non-water-dependent use in
the B zone.
This zoning supports the dock infrastructure already constructed in Silver Eel Cove, the size of the
parcel, and its waterfront location. No adverse impact on land is expected to occur due from the
action.
Impact of Water
1. Water Supply

The parcel is served by a public water supply operated by the Fishers Island Waterworks Company,
an operating company jointly owned by FIDCO and the Fishers Island Utility Company.
The water use for the existing Coast Guard station is expected to be low. No new development is
proposed at this time. Therefore, the amount of public water expressed in gallons per day cannot be
accurately calculated.
2. Sanitary Disposal
A public sewer connection is in place. The sewage treatment collection system on the island services
about forty buildings within the perimeter of Fort Wright. The system was built as part of the
development. No development is proposed at this time. Therefore, the amount of sanitary flow
generated in gallons per day cannot be accurately calculated.
3. Ground or Surface Water Quality or Quantity
Mitigation to conserve potable water could include reducing turf and irrigated areas, establishing
vegetated buffers, requiring native and drought-tolerant plant species, and applying fertilizer and
herbicide best management practices to landscaped areas.
The parcel is approximately adjacent to Silver Eel Cove, a marine wetland. The proposed connection
to the public water service and sewer mitigates potential moderate to large adverse impacts to
groundwater and surface waters from these sources. Sanitary wastewater will be processed through
disposal to the sewer system, reducing the amount of total nitrogen entering groundwater and
surface waters.
Stormwater generated on a parcel is required to be retained on-site. Any future improvements on
the parcel will require compliance with Chapter 236 Stormwater Management.
No moderate to large adverse impacts to groundwater quality or quantity is expected to occur. No
freshwater wetlands or marine wetlands are located on the property.
Impact on Flooding
The parcel is located within a mapped FEMA Flood Zone AE EL 13 and 12, representing a significant
flood hazard or a 0.2pct Annual Chance Flood Hazard in the Coastal Zone.
Future development on the parcel will comply with the base flood elevation or 2' over the 13' flood
height expected.
With required construction standards the loss of future development from flooding is expected to be

Impact on Growth, Character of Community or Neighborhood
In 2015 the Fishers Island citizens formed a Fishers Island Land Use Committee to work with the
Southold Town Planning Staff in assessing, mapping and making recommendations on zoning. The
committee evaluated the historic build-out of the island and assessed several parameters that took
in account the existing regulatory and advisory land use restrictions. It was evident that historic uses
needed to be updated to reflect FEMA and Coastal Erosion Hazard Areas, environmental significance
and designations, sea level rise, water quality protection, and economy. Some existing uses and
those permitted in the zones were not optimal for existing and future conditions.
The recommendation for the Coast Guard Station lot at the time was to change the current B zone to
a new zone called Fishers Island Marine Zone (FIM) to include more water-dependent uses centered
on transportation, economy, and recreation. The purpose of the zoning district was to recognize the
unique situation of the island, support the existing business economy, and create new business and
housing opportunities for waterfront areas while preserving the traditional working landscape and
critical transportation modes. However, the FIM zone was never adopted in anticipation of a future
comprehensive plan. The proposal also considered the MII zone directly to the east.
The Southold Comprehensive Plan was adopted in 2020. The Fishers Island Land Use Committee
recommendation for the parcel was included in the Plan to assess further the B zone on the parcel:
Objective B I Evaluate the General Business zoned "gateway" area west and south of the Ferry Dock
on Silver Eel Cove expands on the Town of Southold Hamlet Study (2005), a community-based
planning effort where nine community groups known as the Hamlet Stakeholders were formed
representing each hamlet. This objective recognizes the community concern that the B zone west of
the "Ferry Dock" conflicts with the community objective of retaining the waterfront for working
waterfront-dependent use.
The rezoning of the parcel to MI supports the Southold Town Comprehensive Plan and has been
reviewed to the policies of the Town of Southold Local Waterfront Revitalization Program (2005) and
is recommended as consistent.
Based upon the above and the characteristics of the parcel, the proposal is consistent with
community plans.
Based upon such, no significant adverse impacts to the environment are expected to occur should
the project be implemented as planned.

Fishers Island, a unique and water-dependent island, relies heavily on water-dependent uses such as
marinas, dockage, and ferries, especially for the daily transportation of residents and visitors who
rely on Connecticut to provide services and support, and evacuations during storm events and
emergencies. Fishers Island School District students depend on waterfront access and transportation
to access the school.
On the island, parcels strategically located with supporting road networks and navigable deep-water
inlets and ports are of significant value to the sustainability of the island. Moreover, waterfront
parcels play a crucial role in supporting the island's working economy, providing a base for boating,
commercial fishermen, and aquaculture operations.

The subject parcel is zoned General Business (B). To the southwest, a 5.07-acre parcel (including
roads) is zoned Marine II and is owned by the Fishers Island Ferry District, which operates the Fishers
Island Ferry, the main form of water-dependent transportation and commerce to and from the
island. The 4.66-acre parcel to the south is zoned B and owned by the Town of Southold; the Fishers
Island Ferry manages the property and the buildings for storage, housing, and island commerce.
Islands have limited resources, and a waterfront parcel is important to their function.
The purpose of the General Business Zone is:
"To provide for retail and wholesale commercial.development and limited office and industrial
development outside of the hamlet central business areas, generally along major highways. It
is designed to accommodate uses that benefit from large numbers of motorists, that need
fairly large parcels of land, and that may involve characteristics such as heavy trucking and
noise."
The parcel is not located in an area suitable for retail or commercial use other than those that are
water-dependent. The size and location of the parcel could not "accommodate uses that benefit
from large numbers of motorists, that need fairly large parcels of land and that may involve
characteristics such as heavy trucking and)noise."
The Town Board has evaluated the parcel's current improvements, size, and location and has
recommended that the zoning on the parcel be amended from B to Marine 1, a zoning that would
calibrate more with marine-supported commercial uses. The purposes of the MI zoning district is:
"The purpose of the Marine I(MI) District is to provide a waterfront location for a limited
range of water-dependent and water-related uses,,which are those uses which require or
benefit from direct access to or location in marine or tidal waters but which are located within
the Town's tidal creeks or natural coves."
The parcel is waterfront and could provide limited water-dependent and related uses. However, by
zoning the parcel MI, and future development proposed would align with the waterfront location.
No adverse impact on land is expected to occur due to the action.
Impact of Water
1. Water Supply
The parcel is served by a public water supply operated by the Fishers Island Waterworks Company,
an operating company jointly owned by FIDCO and the Fishers Island Utility Company.
No development is proposed at this time. Therefore, the amount of public water expressed in gallons
per day cannot be accurately calculated.
2. Sanitary Disposal
A public sewer connection is in place. The sewage treatment collection system on the island services

about forty buildings within the perimeter of Fort Wright. The system was built as part of the
development. No development is proposed at this time. Therefore, the amount of sanitary flow
generated in gallons per day cannot be accurately calculated.
3. Ground or Surface Water Quality or Quantity
Mitigation to conserve potable water could include reducing turf and irrigated areas, establishing
vegetated buffers, requiring native and drought-tolerant plant species, and applying fertilizer and
herbicide best management practices to landscaped areas.
The parcel is approximately adjacent to Silver Eel Cove, a marine wetland. The proposed connection
to the public water service and sewer mitigates potential moderate to large adverse impacts to
groundwater and surface waters from these sources. Sanitary wastewater will be processed through
disposal to the sewer system, reducing the amount of total nitrogen entering groundwater and
surface waters.
Stormwater generated on a parcel is required to be retained on-site. Any future improvements on
the parcel will require compliance with Chapter 236 Stormwater Management.
No moderate to large adverse impacts to groundwater quality or quantity is expected to occur. No
freshwater wetlands or marine wetlands are located on the property.
Impact on Flooding
The parcel is located within a mapped FEMA Flood Zone AE EL 13 and 12, representing a significant

Impact On Land
Fishers Island, a unique and water-dependent island, relies heavily on water-dependent uses such as
marinas, dockage, and ferries, especially for the daily transportation of residents and visitors who rely
on Connecticut to provide services and support, and evacuations during storm events and
emergencies. Fishers Island School District students depend on waterfront access and transportation
to access the school.
On the island, parcels strategically located with supporting road networks and navigable deep-water
inlets and ports are of significant value to the sustainability of the island. Moreover, waterfront
parcels play a crucial role in supporting the island's working economy, providing a base for boating,
commercial fishermen, and aquaculture operations.

Zoning
The subject parcel is zoned General Business (B).To the southwest, a 5.07-acre parcel (including
roads) is zoned Marine II and is owned by the Fishers Island Ferry District,which operates the Fishers
Island Ferry, the main form of water-dependent transportation and commerce to and from the island.
The 4.66-acre parcel to the south is zoned B and owned by the Town of Southold;the Fishers Island
Ferry manages the property and the buildings for storage, housing, and island commerce. Islands
have limited resources, and a waterfront parcel is important to their function.
The purpose of the General Business Zone is:
"To provide for retail and wholesale commercial development and limited office and industrial
development outside of the hamlet central business areas, generally along major highways. It
is designed to accommodate uses that benefit from large numbers of motorists, that need
fairly large parcels of land, and that may involve characteristics such as heavy trucking and
noise."
The parcel is not located in an area suitable for retail or commercial use other than those that are
water-dependent. The size and location of the parcel could not "accommodate uses that benefit
from large numbers of motorists, that need fairly large parcels of land and that may involve
characteristics such as heavy trucking and noise." In this respect,the B zoning on the parcel conflicts
with the surrounding area and will not support fully water-dependent uses.
The Town Board has evaluated the parcel's current improvements, size, and location and has
recommended that the zoning on the parcel be amended from B to Marine I, a zoning that would
calibrate more with marine-supported commercial uses. The purposes of the MI zoning district is:
"The purpose of the Marine I(MI) District is to provide a waterfront location for a limited
range of water-dependent and water-related uses, which are those uses which require or
benefit from direct access to or location in marine or tidal waters but which are located within
the Town's tidal creeks or natural coves."
The zone requires 40,000 square feet per use except for residential use with public water and/or
sewer. The subject lot area is 34,020 square feet, and with the MI zoning district applied, it would be
5,979.62 sq. ft. less than the required minimum lot size. The lot preexists and would be
nonconforming in the MI zone for non-residential use. However,the MI zone is the optimal zone to
capitalize on the waterfront location for water-dependent uses. Therefore,the preexisting
nonconforming created status is secondary to the primary objective of zoning, which is to retain and
encourage water-dependent uses and minimize the threat of intense non-water-dependent use
permitted in the B zone. The parcel size would conform to the bulk schedule for residential use
permitted in the MI zone.
This zoning supports the dock infrastructure already constructed in Silver Eel Cove,the size of the
parcel, and its waterfront location. No adverse impact on land is expected to occur due to the action.
Impact of Water
1. Water Supply

The parcel is served by a public water supply operated by the Fishers Island Waterworks Company, an
operating company jointly owned by FIDCO and the Fishers Island Utility Company.
The water use for the existing Coast Guard station is expected to be low. No new development is
proposed at this time.Therefore,the amount of public water expressed in gallons per day cannot be
accurately calculated.
2. Sanitary Disposal
A public sewer connection is in place. The sewage treatment collection system on the island services
about forty buildings within the perimeter of Fort Wright. The system was built as part of the
development. No development is proposed at this time. Therefore,the amount of sanitary flow
generated in gallons per day cannot be accurately calculated.
3. Ground or Surface Water Quality or Quantity
Mitigation to conserve potable water could include reducing turf and irrigated areas, establishing
vegetated buffers, requiring native and drought-tolerant plant species, and applying fertilizer and
herbicide best management practices to landscaped areas.
The parcel is approximately adjacent to Silver Eel Cove, a marine wetland. The proposed connection
to the public water service and sewer mitigates potential moderate to large adverse impacts to
groundwater and surface waters from these sources. Sanitary wastewater will be processed through
disposal to the sewer system, reducing the amount of total nitrogen entering groundwater and
surface waters.
Stormwater generated on a parcel is required to be retained on-site. Any future improvements on
the parcel will require compliance with Chapter 236 Stormwater Management.
No moderate to large adverse impacts to groundwater quality or quantity is expected to occur. No
freshwater wetlands or marine wetlands are located on the property.
Impact on Flooding
The parcel is located within a mapped FEMA Flood Zone AE EL 13 and 12, representing a significant
flood hazard or a 0.2pct Annual Chance Flood Hazard in the Coastal Zone.
Future development on the parcel will comply with the base flood elevation or 2' over the 13'flood
height expected.
With required construction standards the loss of future development from flooding is expected to be
low.
Impact on Air
No substantial adverse change in existing air quality is expected to occur.

Impact on Plants and Animals
The parcel is improved with a Coast Guard station building,turf, and docks.
The entire land mass of Fishers Island is a designated New York State Department of Environmental
Conservation (NYSDEC) Critical Environmental Area. The parcel is not located within a New York State
Department of State Significant Fish and Wildlife Habitat Area.
The New York State Department of Environmental Conservation Environmental Resource Mapper
was consulted to determine if the parcel or area is identified as containing rare or endangered plants.
The entire parcel is within'a "Natural Communities Vicinity" data layer. This data layer shows areas
within 1/2 mile of the significant natural communities. Identified communities include:
Natural Community Name: Marine eelgrass meadow
Location: Fishers Island South
Ecological System: Marine
Natural Community Name: Marine rocky intertidal
Location: Fishers Island
Ecological System: Marine
These communities do not occur on the parcel itself; however, submerged vegetation could occur
near the parcel in Silver Eel Cove.
The NYSDEC indicates that the parcel is in the vicinity of animals and plants listed as endangered or
threatened it is recommended that the applicant contact the NYSDEC Regional Office for more details
if any in-water work is proposed in the future.
No significant removal or destruction of large quantities of vegetation will occur due to this action.
Correspondingly, no substantial interference with the movement of any resident or migratory fish or
wildlife species nor impacts on a significant habitat area will occur due to this action.
Impact on Agricultural Land Resources
The parcel is not currently in agricultural production; therefore, no adverse impacts on agricultural
lands or soils will occur.
Impact on Aesthetic Resources
No substantial adverse impacts to aesthetic resources are expected to occur due to this action.
Impact on Historical and Archeological Resources
The parcel is SPLIA listed. There are no protections on the parcel beyond the designation. It is
recommended that any private landowner contact the New York State Office of Parks Recreation and
Historic Preservation to determine if cultural resource surveys are recommended.

No development is proposed at this time. The impact on important historical or archaeological
resources is unknown at this time.
Impact on Open Space and Recreation
The parcel is owned by the federal government, and no recreational or open space opportunities are
available on-site. No significant impacts to public open space or recreational areas will occur due to
this action.
Impact on Critical Areas
The entire land mass of Fishers Island is a designated New York State Department of Environmental
Conservation (NYSDEC) Critical Environmental Area. The parcel is developed and currently vegetated
with grass. As discussed above,the parcel is near animals and plants listed as endangered or
threatened, and it is recommended that any future landowner contact the NYSDEC Regional Office
for more details if construction is proposed.
Impact on Transportation
Parcel Access
The parcel has adequate frontage for vehicle access. The surrounding two-lane roads are designed to
support vehicle access.
Public Transportation
Public transportation is not available on Fishers Island.
Private Transportation -
Private transportation to and from the island is available via Fishers Island Ferry. Smaller boats and
water taxis are also available to commute to the mainland.
Pedestrian and Bicyclist Modes
Sidewalks occur on the east side of the parcel. Access to pedestrians over sidewalks from the parcel
to the Fishers Island School and Fishers Island Ferry is available.
Transportation by bicycle is also available on local roads and is a frequently used mode of
transportation on the island.
No significant traffic volume (generation) or flow will occur due to this action.
Impact of Energy
No major change in the use of either the quantity or type of energy will occur.
Noise and Odor Impact

No adverse, substantial change in noise or odor is expected will occur.
Impact on Public Health
No creation of a hazard to human health is expected to occur. No substantial increase in solid waste
or leaching and drainage problems is expected to occur.
Future site improvements will be required to comply with Chapter 236 Stormwater Management of
the Southold Town Code.
Impact on Growth, Character of Community or Neighborhood
In 2015 the Fishers Island citizens formed a Fishers Island Land Use Committee to work with the
Southold Town Planning Staff in assessing, mapping and making recommendations on zoning. The
committee evaluated the historic build-out of the island and assessed several parameters that took in
account the existing regulatory and advisory land use restrictions. It was evident that historic uses
needed to be updated to reflect FEMA and Coastal Erosion Hazard Areas, environmental significance
and designations, sea level rise, water quality protection, and economy. Some existing uses and those
permitted in the zones were not optimal for existing and future conditions.
The recommendation for the Coast Guard Station lot at the time was to change the current B zone to
a new zone called Fishers Island Marine Zone (FIM) to include more water-dependent uses centered
on transportation, economy, and recreation. The purpose of the zoning district was to recognize the
unique situation of the island, support the existing business economy, and create new business and
housing opportunities for waterfront areas while preserving the traditional working landscape and
critical transportation modes. However, the FIM zone was never adopted in anticipation of a future
comprehensive plan. The proposal also considered the MII zone directly to the east.
The Southold Comprehensive Plan was adopted in 2020. The Fishers Island Land Use Committee
recommendation for the parcel was included in the Plan to assess further the B zone on the parcel:
Objective B I Evaluate the General Business zoned "gateway" area west and south of the Ferry Dock
on Silver Eel Cove expands on the Town of Southold Hamlet Study (2005), a community-based
planning effort where nine community groups known as the Hamlet Stakeholders were formed
representing each hamlet. This objective recognizes the community concern that the B zone west of
the "Ferry Dock" conflicts with the community objective of retaining the waterfront for working
waterfront-dependent use.
The rezoning of the parcel to MI supports the Southold Town Comprehensive Plan and has been
reviewed to the policies of the Town of Southold Local Waterfront Revitalization Program (2005) and
is recommended as consistent.
Based upon the above and the characteristics of the parcel, the proposal is consistent with
community plans.
Based upon such, no significant adverse impacts to the environment are expected to occur should
the project be implemented as planned.
