A. INSTRUCTIONS Southold Town
Planning Board
1. All applicants for permits* including Town- of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its sigMificant
beneficial and'adverse effects upon the coastal area(which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail, listing both supportin and nd non-
supporting facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions,it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's
website (southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all
local libraries and the Town Clerk's office.

The property owner seeks to obtain riparian access. The proposed stairs are in keeping with
Policy 1 as they support a water dependent use. The stairs are in keeping with the character of
the area and minimize adverse effects of development. The stairs are to be built into the slope to

proposed location on the eastern side of the property provides the safest access with minimal,-
impact. A buffer was proposed on a previous administrative application for the property. e u er

Proposed 48"wide stairs with 36" high railing to extend down bank. Railing proposed on one side(left
side facing seaward). Stairs to be built into existing slope and to extend approximately 17 linear
feet. Each step to be 12"deep and 7"high. A pervious pebble platform at grade,approximately 6'long,
proposed approximately halfway down stairs. Stairs to be constructed with 6x6s and 2x8s with
compacted crushed stone base and open grate decking. Lumber to be both non-treated and pressure
treated. 'Legaxy XP' Polypropylene decking by Thrufiow to be used at bottom (3)treads. Stairs not to
extend seaward of mean low water. Non-turf buffer proposed on separate administrative
application. 4'wide path proposed through the buffer for stair access.
