Main Rd. &Youngs Ave.) G�; Telephone: 631 765-1938 Southold, NY 11971 ' LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD To: Glenn Goldsmith, President Town of Southold Board of Trustees From: Mark Terry, AICP LWRP Coordinator Date: August 12, 2024 Re: LWRP Coastal Consistency Review for FUSSY MONKEY PROPERTIES, LLC SCTM# 1000-21-2-12 Taplow Consulting, Ltd. on behalf of FUSSY MONKEY PROPERTIES, LLC requests a Wetland Permit and a Coastal Erosion Permit to install 43 linear feet of rock revetment consisting of 2 to 4 ton stones at a max of 2.5 tons per linear foot along the toe of the bluff; re-vegetating the scarred bluff areas with beach grass plugs 12" on center; installing 2"xl2"terrace boards every 10' along the disturbed bluff face;work to be accomplished by using a crane on the property located at 905 Aquaview Avenue and lowering a small bob- cat, boulders, and terrace boards to beach; all materials to arrive and be stored on the upland site; and the crane will also be used to remove any shoreline storm debris (collapsed trees, construction debris flotsam, etc.). Located: 955 Aquaview Avenue, East Marion. SCTM#1000-21-2-12 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the action is INCONSISTENT with policy 4 and 6 of the LWRP. The applicant should prove compliance with the October 1992 Board of Trustee decision. • The residential structure does not require a location on the coast and has been constructed in a Coastal Erosion Hazard area applied to regulate such actions. • The structure is subject to loss over time due to storm events including hurricanes. The build-out of the parcel should be amended to adapt to the features and hazards rather than manipulate a bluff ecosystem. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Setchell, Taplow Consulting, Ltf TITLE Agent for owner DATE June 6, 2021 Detailed Project Description June 10, 2024 Project: 955 Aquaview Bluff Stabilization Location: 955 Aquaview Avenue East Marion, NY 11939 The property is a single-family residential lot on Long Island Sound. The steep slope was damaged in a series of storms in March and April of 2024 resulting in the collapse of vegetation on the face of the slope. This resulted in scaring and movement of the face of the bluff. The owner desires to stabilize and protect the cliff from future storm damage and re-vegetate the slope. The work consists of: installing 43 linear feet (LF) of rock revetment consisting of 2 to 4 ton stones at a max of 2.5 tons per LF along the toe of the bluff; re-vegetating the scared bluff areas with beach grass plugs 12" on center; installing 2" x 12" terrace boards every 10' along the disturbed bluff face. Work will be accomplished using a small bob-cat that will be lowered down from a crane above. The crane will access the site from #905 Aquaview with a separate application for similar work at that address. All material and equipment will arrive on site from upland routes. Material will be stored on the upland site alongside the crane with no items being stored on the beach. The crane will be used to lower-down the bobcat, boulders, and terrace boards. The crane will also be used to remove any shoreline storm debris (remnants of collapsed trees, construction debris flotsam, etc.) and place this debris in upland dumpsters for proper disposal.
