That no application for a building permit for a single-family residence on Lot 1 of Lot 2 shall be issued unless such application includes provision for,the installation of bluff stabilization landscaping on the bluff slope of said lot in'accordance with Bluff Planting Plan prepared by Samuels and Steelman, dated July 17, 2002, or as otherwise amended by the Planning Board if requested by the owner of the Lot, and until the Planning Board approves a schedule for planting,- and implementation of the Bluff Planting Plan coordinated with construction on the lot,No Certificate of Occupancy shall be issued for such residence until the completion of such planting together with such measures as the Planning Board may require to ensure the establishment and maintenance of the plant material. The applicant proposes to plant the disturbed areas of the bluff with Cape American Beach grass. The vegetation on the bluff should also be evaluated for erosion control.
