Regular Meeting Minutes
TOWN HALLANNEX CONFERENCE ROOM
Thursday, September 26, 2024 at 3:00 PM
Attendees: Commissioner Mammina(Chairperson), Commissioner Wexler, Commissioner de
Conciliis, and Commissioner Woodhouse.
Also Present: Kim Fuentes, Coordinator and Julie McGivney,Assistant Town Attorney
3:00 P.M. Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners
Mammina(Chairperson), Wexler, Woodhouse, and de Conciliis. (This Resolution was duly adopted
4-0).

WORK SESSION:

SHILOH BAPTIST CHURCH—County Road 48, Southold—Application for Landmark/Church
to be added to the Town's Registry of Historic Landmarks, located at 51820 County Road 48,
Southold, SCTM No. 1000-135-3-22.
• The Commission received an email from a prior commissioner, Tara Cubie, who has been
working with a member of the Shiloh Baptist Church to establish Landmark status for the
Church. She was scheduled to present the application today,but has asked to postpone this
matter. The Coordinator will reach out to Ms. Cubie to reschedule.
JOSE UMANA—51750 Main Road, Southold—JOSE UMANA—51750 Main Road-for a
Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered
landmark property to install solar panels to an accessory structure (most easterly structure) located at
51750 Main Road, Southold,NY. SCTM No. 1000-63-6-4. (DM)
• The applicant, Jose Umana, appeared before the Commission to present his application for the
installation of solar panels upon the roof of an accessory structure located in the rear of his
property,he also provided engineered plans and submitted photographs, including aerials.
• Mr. Umana received a prior approval Res. #05.20.21.3, amended on January 26, 2024 to install
solar panels upon the roof of another accessory structure in the rear yard.

• Commissioner Mammina reported that he conducted a site visit of the property and indicated that
he does not anticipate any negative visual impacts since the structure can not be seen from the
road.
• Plans reviewed for the installation of Solar Panels upon the roof of most easterly accessory
structure are as depicted in Engineering Plans prepared Wells L. Holmes, LPE, dated April 12,
2024, Sheets 1 thru 6; and PV1.0, PV2.0, PV3.0, PV3.1,PV4.0,PV5.0, PV5.1, and PV6.0.
• 3:33 P.M. During the Regular Meeting, a Motion was made by Commissioner Mammina
and seconded by Commissioner Woodhouse that the Commission has determined that
pursuant to Chapter 170-4(E)(2) of the Southold Town Code,the Commission has the
authority to determine that some proposals do not rise to the level of requiring a public
hearing, as the proposal is de minimis in nature; and the Commission has determined that
the subject application is de minimis in nature and, therefore, does not require a Public
Hearing; and
• A Motion was made by Commissioner Mammina and seconded by Commissioner
Woodhouse to Grant approval and issue a Certificate of Appropriateness. Vote of the
Commission:AYES: Commissioner Mammina,Wexler,Woodhouse, de Conciliis, and (4-0).
Motion approved.
REGULAR MEETING: Called to Order: 3:30 PM
OPEN REGULAR MEETING: A Motion was made to open the regular meeting by
Commissioner Mammina, seconded by Commissioner Woodhouse. Vote of the Commission:
AYES: Commissioner Mammina, ,Wexler,Woodhouse, and de Conciliis (4-0). Motion
approved.
The Commission Adopted the Resolution as Indicated Above.

APPROVAL OF MINUTES: Motion to approve August 22,2024 meeting minutes by
Commissioner Mammina, seconded by Commissioner de Conciliiis. Vote of the Commission:
AYES: Commissioner Mammina,Wexler,Woodhouse, and de Conciliis. (4-0). Motion
approved.
PUBLIC HEARINGS:
A Motion was made to open a public hearing by Commissioner Mammina, seconded by
Commissioner Wexler. Vote of the Commission:AYES: Commissioner Mammina,Wexler, de
Conciliis, and Woodhouse. (4-0). Motion approved.

3:33 PM-2440 VILLAGE LANE, LLC—Molly McNairy—(Peter Marren) for a Certificate of
Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark
property to construct alterations and additions to an existing single family dwelling, located at 2440
Village Lane, Orient, SCTM No. 1000-26-1-17.1. (AS)
• The applicant's representative, Peter Marren, appeared before the Commission to describe the
proposed improvements.
• The improvements are proposed for a two-story dwelling with an attached garage as depicted on a
Sanitary Plan/Site Plan prepared by John J. Condon, dated October 30, 2023. The improvements
are depicted on Architectural Plans, Sheets S-2, A-1 thru A-8, last revised September 10, 2024,
(received September 13, 2024)prepared by Peter M. Marren, Registered Architect.
• The windows facing the street/roadway will be replaced with Anderson A Series windows.
• The applicant discussed the massing of the existing house,that the elevation of the attached garage
(first floor unconditioned space/second floor living area) will be lower than the main house, and
that the roofing material being used will be the same as the main house.
• Mr. Marren stated that the owner has received support from the neighbors.
A Motion was made to CLOSE the public hearing by Commissioner Mammina, and seconded
by Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner Mammina,
Wexler, de Conciliis,Woodhouse (4-0). Motion approved.
A motion was made to approve a Certificate of Appropriateness for additions and alterations
to an existing single-family dwelling known as 2440 Village Lane,LLC, by Commissioner
Mammina, seconded by Commissioner Woodhouse. Vote of the Commission:AYES:
Commissioner Mammina,Wexler, de Conciliis,Woodhouse(4-0). Motion approved.
Meeting Adiourned: 3:45 P.M.
Motion to adjourn the public meeting was made by Commissioner Mammina, seconded by
Commissioner Woodhouse. Vote of the Commission:AYES: Commissioner Mammina,Wexler,
Woodhouse, and de Conciliis. (4-0). Motion approved.
