Motion was offered to open the meeting. Vote of the Commission: Ayes: Commissioners Mammina (Chairperson), Surchin, Wexler, Woodhouse, de Conciliis, and Ketcham. (This Resolution was duly adopted 6-0). 3:07 PM - EXECUTIVE SESSION: 3:07 P.M. Motion was offered by Commissioner Mammina, seconded by Commissioner Wexler to enter into Executive Session in order to receive Attorney Advice. Vote of the Commission: Ayes: Commissioners Mammina, Wexler,Woodhouse, and Ketcham. (This Resolution was duly adopted (4-0). 3:27 P.M. Motion was offered by Commissioner Mammina, seconded by Commissioner Wexler to exit Executive Session. Vote of the Commission: Ayes: Commissioners Mammina, Wexler, Woodhouse, and Ketcham. (This Resolution was duly adopted (4-0). PRE-SUBMISSION CONFERENCE: None WORK SESSION: Discussions: FIRST UNIVERSALIST CHURCH —51971 Main Road, Southold—The Applicant has requested that the Commission review photos and approve the completed church so that the Building Department may issue a Certificate of Occupancy. The Commission was not in favor of the "kitchen exhaust over a hood with walkway" constructed on the roof since the walkway is visible from the road. The Commission has recommended that the structure be painted the same color as the roof(a charcoal color). The Coordinator will communicate the request with the applicant, and the Building Department may issue the Certificate of Occupancy. Page 2, Minutes of Meeting of the Historic Preservation Commission August 22, 2024 Application Review: 3:08 PM SHILOH BAPTIST CHURCH —County Road 48, Southold —Application for Landmark/Church to be added to the Town's Registry of Historic Landmarks, located at 51820 County Road 48, Southold, SCTM No. 1000-135-3-22. The Commission received an email from a prior member, Tara Cubie, who has been working with Shiloh Baptist Church to establish Landmark status for the Church. She was scheduled to present the application today, but has asked to postpone this matter to the next meeting of September 26, 2024. 3:28 PM - 2440 VILLAGE LANE, LLC — Molly McNairy—(Peter Marren) for a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to construct alterations and additions to an existing single family dwelling, located at 2440 Village Lane, Orient, SCTM No. 1000-26-1-17.1. (AS) • The applicant's representative, Peter Marren, appeared before the Commission to describe the proposed improvements depicted in Architectural Plans dated October 31, 2023, received December 27, 2023. • The dwelling has been described as neo eclectic built in 1870-1880 with the garage/carriage house attached built in the 1940's, The representative showed the Commission examples of similar designs in the area on Youngs Avenue and King Street. • The applicant was granted five variances by the Town's Zoning Board of Appeals which included relief from exceeding Gross Floor Area and Sky Plane. • Height of the first and second floors approximated 10 feet and 9 feet, respectively. • The Commission requested that the height of the carriage house portion of the structure be lowered approximately 6 inches or as much as possible. 4:15 P.M. During the Regular Meeting, a Motion was made by Commissioner Mammina and seconded by Commissioner Surchin to move this matter to a public hearing to be held on September 26, 2024; and 4:06 PM -ASIP HOUSE— Richard B. Sachs—8255 Bridge Lane—(Dan Butler) to AMEND a Certificate of Appropriateness under Section 170-7(b) of the Southold Town Code at a registered landmark property to demolish an existing dwelling and accessory structures, and construct a new single family dwelling, pool house/cabana and an in-ground swimming pool, including new fencing; located at 8255 Bridge Lane, Cutchogue, NY. SCTM No. 1000- 84-1-4.6. (MD) • The applicant's representative, Daniel Butler, appeared before the Commission to describe the Amended application and request for an Amended Certificate of Appropriateness. • The Amended design depicts an increased depth of the front porch from 6 feet to 7.6 feet. • The Commission Members discussed modifications to the asphalt roof. During the Regular Meeting, a Motion was made by Commissioner Mammina and seconded by Commissioner Surchin that the Commission has determined that pursuant to Chapter 170-4(E)(2) of the Southold Town Code, the Commission has the authority to determine that some proposals do not rise to the level of requiring a public hearing, as the proposal is de minimis in nature; and the Commission has determined that the subject application is de minimis in nature and, therefore, does not require a Public Hearing; and A Motion was made by Commissioner Mammina and seconded by Commissioner Woodhouse to grant approval and issue an Amended Certificate of Appropriateness. Vote of the Commission:AYES: Commissioner Mammina, Surchin, Wexler, Woodhouse, de Conciliis, and Ketcham. (6-0). Motion approved. REGULAR MEETING: Called to Order: 4:13 PM OPEN REGULAR MEETING: A Motion was made to open the regular meeting by Commissioner Mammina, seconded by Commissioner Woodhouse. Vote of the Commission: AYES: Commissioner Mammina, Surchin, Wexler, Woodhouse, de Conciliis and Ketcham. (6- 0). Motion approved. The Commission Adopted Resolutions as Indicated in Above. Pledge of Allegiance APPROVAL OF MINUTES: Motion to approve July 25, 2024 meeting minutes by Commissioner de Conciliis, seconded by Commissioner Surcin. Vote of the Commission: AYES: Commissioner Mammina, Surchin, Wexler, Woodhouse, de Conciliis and Ketcham. (6- 0). Motion approved. PUBLIC HEARINGS: (None) Meeting Adjourned: 4:47 P.M. Motion to adjourn the public meeting was made by Commissioner Mammina, seconded by Commissioner Wexler. Vote of the Commission:AYES: Commissioner Mammina, Surchin, Wexler, Woodhouse, de Conciliis and Ketcham. (6-0). Motion approved. Next HPC work session and regular meeting, with Zoom access, scheduled for September 26, 2024 in the Annex Building, Second Floor Conference Room.
