Statement of the effect, if any, on the wetlands and tidal waters of the town that may result by reason of such proposed operations (use attachments if appropriate): The project proposes to replace an existing concrete seawall,located between two adjacent bulkheads,with a new vinyl bulkhead to maintain the historical means of protecting the embankment,upland property and structures against erosion and flooding.The site has been supported and protected from flooding and erosion by the existing concrete seawall since prior to 1951,and there is no viable non-structural alternative means of maintaining and protecting the upland portion of the property in its current location.In 2020,the prior owners reported to the Trustees significant storm damage the seawall suffered during the 2020 Christmas Eve storm,but personal circumstances prevented their carrying out the permitting and construction work necessary to replace the wall at that time.As a result,the new owners inherited the partially functional/partially collapsed seawall and a significantly eroded embankment.Therefore,to restore the bulkhead and embankment,they propose to construct a new bulkhead in place of the functional section of seawall,and in place or landward of the collapsed sections of seawall to ensure the new bulkhead is located landward of mean high water.Without replacement and maintenance of the bulkhead,the subject and adjacent properties would be exposed to further severe erosion and potential flooding,and damage to the residential structures located thereon.The project will provide the ecological benefits associated with removing the collapsed seawall from the intertidal zone;replacing a substantial concrete structure with an untreated vinyl sheathed bulkhead;and restoring and revegetating the eroded embankment.And all work will occur only from the landward side of the seawall to prevent damage to the existing wetland vegetation seaward of the collapsed seawall.The project will thus effectively maintain or improve the historically existing site conditions without any change in or significant adverse impact on the adjacent tidal marsh or waters of Town Creek. t 617.20 Appendix B Short Environmental Assessment Form Instructions for Completing Part I-Project Information.The applicant or project sponsor is responsible for the completion of Part 1.Responses become part of the application for approval or funding,are subject to public review,and may be subject to further verification.
